The tenderer should be a manufacturer who must have manufactured, tested and supplied the equipment (s) similar to the type specified in the ‘Schedule of Requirements’ up to at least xxxx % of the quantity required in any one of the last 3 years. The equipments offered for supply must be of the most recent series models incorporating the latest improvements in design. The models should have been released on or after xxxxx and be in satisfactory operation for xxxxx months as on date of tender opening. Certificates to be provided as per Section XII of Tender Document.
In case of authorized representative/dealer of a manufacturer - The manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per General Conditions of Contract and Special Conditions of Contract. Manufacturers Authorization Form to be provided as per Section XIII of Tender Document.
In case of authorized representative/dealer of a manufacturer - The tenderer, as authorized representative/dealer , has supplied, installed and commissioned satisfactorily at least xxxxx % of the quantity similar to the type specified in the Schedule of Requirements in any one of the last three years which must be in satisfactory operation for at least xxxxx months on the date of tender opening. Certificates to be provided as per Section XII of Tender Document.
The legal status, place of registration and principal place of business of the company or firm or partnership.
Details of experience and past performance of the tenderer on equipment offered and on those of similar nature within the past three/five years2 and details of current contracts in hand and other commitments.
A detailed description of the essential technical and performance characteristics of the goods.
A list giving full particulars, including available sources and current prices, of spare parts, special tools, etc., necessary for the proper and continuing functioning of the goods for a period of two years, following commencement of the use of the goods by the Purchaser.
Item-by-item commentary on the Purchaser's Technical Specifications demonstrating substantial responsiveness of the goods and services to those specifications or a statement of deviations and exceptions to the provisions of the Technical Specifications.
The Tenderer should be Original manufacturer or authorized Agent/dealer of the Original Equipment Manufacturer of the material/equipment specified in the present enquiry. In case bidder is authorised agent/dealer, the authorized Agent/Dealer should furnish a letter from their manufacturer certifying that they are the authorized Agent/dealer of the manufacturer. Further, the authorized Agent/dealer of the manufacturer and OEM shall furnish a legally enforceable deed of undertaking on non-judicial stamp paper of Rs.500/- to guarantee quality, timely supply and performance and warranty obligations as specified in the tender.
The original equipment manufacturer shall have a minimum experience of Three years in the field of manufacturing of the material/equipment specified in the present enquiry.(Bidders shall have to upload the supporting Documents such as Purchase order copies/order completion certificates/ performance certificates)
The Tenderer /OEM should have supplied at least 01No. of the quantity of the tendered material/equipment specified in the present enquiry to State/Central owned Transmission Utilities/Generation Utilities/PSUs.(Bidders shall have to upload the supporting Documents such as Purchase order copies/order completion certificates/ performance certificates).
The Tenderer/OEM shall furnish the performance certificate for at least 01No. of the quantity of the tendered material/equipment specified in the present enquiry, issued by State /Central owned Transmission Utilities/Generation Utilities/PSUs. The issuing officer of performance certificates shall not be below the rank of Executive Engineer or equivalent division head. The performance certificate shall indicate the rating of Tendered material/ equipment, make, name of the PSUs/sub-station/Generating Station /lines where it is installed, date of commissioning etc., in order to show that the Tendered material/equipment specified in the present enquiry were in successful operation for at least a minimum period of one year as on the date of bid opening. Bidders shall have to upload the performance certificates. (The performance certificates shall be consisting of commissioning date of instrument, so that minimum period of one year performance of the instrument can be ascertained from the date of commissioning of instrument to the date of issue of Performance certificate to the instrument)
Average Annual Financial Turnover of the Tenderer for best three years out of last preceding five financial years 2018-19, 2019-20, 2020-21 ,2021-22 and 2022-23 (FY 2023-24, if available) should not be less than the Amount Put to Tender i.e., Rs.18.30Lakh. The bidder shall upload audited annual financial statements such as Profit & Loss statements, Balance sheets for the above period duly certified by a chartered Accountant.
The Tenderer shall upload Guaranteed Technical Particulars of material/ equipment specified in the present enquiry in the prescribed format uploaded in Techno-commercial sheet, failing which the bid document is liable for rejection
The Tenderer/OEM shall furnish Test Certificates not older than five years as on the date of bid opening for having conducted successful tests in a NABL accredited test house as per the relevant IS/IEC/ASTM/BS/EMC etc standards on the equipment/material specified in the bid at the following laboratories. a)For Autotitrators manufactured in India:i.Tests on indigenous equipment for which testing facility is available in India, should have been conducted in any independent laboratories approved by Government or accredited by National accreditation body of the country like Central Power Research Institute (CPRI), Electrical Research and Development Association (ERDA), etc.ii.Tests on indigenous equipment, for which testing facility is not available in India, should have been conducted in a laboratory of foreign country accredited by National accreditation body of that country.iii.The tests conducted in-house by manufacturers shall also be acceptable where the specific test facilities are not available in independent NABL accredited laboratories provided the lab (manufacturers) is accredited by National accreditation body of the country and the tests have been witnessed by a representative of NABL accredited Independent laboratory/Power utility.b) For Autotitrators manufactured Abroad:i.Tests on imported equipment should have been conducted in an Indian Laboratory or foreign laboratory accredited by National accreditation body of respective country.ii. Tests conducted in-house by manufacturers shall also be acceptable provided the laboratory is accredited by National accreditation body of the country and the tests have been witnessed by a representative of accreditation body/Power utility.In case the test certificates furnished for the Autotitrators are older than five years as on date of bid submission, then the bidder shall give an undertaking agreeing to furnish valid test reports for Autotitrators specified in the tender for all the tests conducted at the laboratories specified, before supplies to be made to KPTCL, if order is placed on the firm without affecting the Delivery Schedule and at no extra cost to KPTCL.Note: KPTCL may conduct Tests as per relevant standards at its cost on a random sample of Tendered material/equipment specified in the present enquiry at any point of time during the contract at NABL accredited Laboratory. However the successful bidder shall have to bear the transportation cost.The bidder shall have to give an undertaking to this effect.
The Tenderer or manufacturer of Tendered material/equipment shall have full-fledged service center in India for complete after sales service of the Tendered material/equipment. The complete after sales service of the Tendered material/equipment shall be provided within reasonable time and the same has to be guaranteed for the entire contract period. The bidder shall furnish the details of service center in India
The Tenderers whose equipment meets the above qualifying requirements should be prepared to demonstrate/arrange for demonstration of their equipment before the technical evaluation committee on the date which will be intimated later after opening of the techno commercial bid. Failure to demonstrate their equipment on the notified date will lead to rejection of their bid offer. The bidder shall arrange for demonstration of his equipment at his own cost and risk and if required may have to stay back until the demonstration gets completed in all respect to the satisfaction of KPTCL at his cost and risk. The venue of the demonstration will be at R&D Lab, KPTCL, Bengaluru OR any other places as decides by the KPTCL. No request for alternate dates for demonstration from the bidders will be entertained in this regard. The equipments meeting the required specification(specified in Technical specification) during demonstration shall only be considered as technically acceptable and the price bid of only such technically responsive bids will be opened.
a)Any bidder, OEM, vendor from a country which shares a land border with India will be eligible to bid/become vendor in this tender only if the bidder, OEM, vendor is registered with the Competent Authority. Such bidder, OEM, vendor shall meet the eligibility clauses specified in Section XVI of the tender documents under the heading, Eligibility clauses in respect of restrictions on procurement from a bidder, OEM, vendor of a country which shares a land border with India. A certificate for having read the clauses specified in Section XVI is required to be submitted and uploaded along with the offer by the bidder, OEM, vendor in the given format, I have read the clause regarding restrictions on procurement from a bidder, OEM, vendor of a country which shares a land border with India, I certify that this bidder, OEM, vendor is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder, OEM,vendor fulfills all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached/uploaded.)b)Further, any bidder, OEM, vendor (including bidder from India) having specified Transfer of Technology (ToT) arrangement with an entity from a country which shares a land border with India, shall be required to upload a certificate by the tenderer separately in the following format, I have read the clause regarding restrictions on procurement from a bidder having Transfer of Technology (ToT) arrangement. I certify that this bidder does not have any TOT arrangement requiring registration with the competent authority.OR I have read clause regarding restrictions on procurement from a bidder having Transfer of Technology (ToT) arrangement.I certify that this bidder has valid registration to participate in this procurement. Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- in the prescribed format shall be uploaded.
The performance of the equipments supplied by the Tenderer in the past would also be reckoned for considering the offers
The Tenderer should not have been DEFAULTED in supplies against Purchase Orders placed by any State/Central Generating/ Transmission Utility/ESCOMs/Distribution companies or any Government Electrical Utilities/ PSUs.Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- in the prescribed format shall be uploaded
The Tenderer should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with KPTCL. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid.Scanned copy of the self declaration on notarized stamp paper of Rs.500/- shall be uploaded
The Tenderer shall upload the Power of Attorney in the prescribed format on Rs.500/- non-judicial stamp paper. Further Power of Attorney shall be sent in original to Chief Engineer Electy., (T&P), KPTCL, Bangalore so as to reach after the last submission date & on or before the date & time of opening Techno commercial Bids. Note. The offer of the Tenderer shall be rejected in the following cases 1.If the Power of Attorney is furnished on the stamp paper of value below Rs 500/- 2.In case the date of execution of Power of Attorney is not mentioned. 3.In case the date of execution of Power of Attorney is prior to the date of purchase of Stamp paper. 4.In case the Power of Attorney is submitted without the signature of the Power of Attorney holder and signature of the person who has authorized the Power of Attorney holder.5.In case tender documents including techno commercial sheets are signed by the different person other than the Attorney holder or the person who has authorized the Attorney holder
All the relevant documents sought in any other clauses of tender documents and technical specifications
KPTCL may conduct Type tests as per relevant IS/IEC standards at its cost at any point of time during the,contract at CPRI/ERDA laboratory. However the Successful Tenderer shall have to bear the transportation cost. The Tenderer shall have to give an undertaking to this effect
The offer of the Tenderers taking deviations in following clauses will be summarily rejected. Validity of offer, Earnest Money Deposit, Contract performance security, Payment terms, Guarantee, Penalty, Stipulated Delivery Schedule, Price Basis, Type Tests, Change in offered quantity against tendered quantity
The Tenderer should not be under order of debarment/Blacklisting from participating in a Tender by any State/Central Generating/ Transmission Utility/ESCOMs/Distribution companies or any Government Electrical Utilities/ PSUs, as on the last date of submission of bids
