   Past Performance : Tenderer with satisfactory past performance for the tendered items or manufacturer of equivalent items of heavy fabrications structure within last 3 years to any Zonal railway or railway Pus shall only be eligible for full/bulk order. The tenderer whose material has been rejected OR poor performance noticed from any zonal railways will not be considered for Order. Splitting Clause as per SECR general tender condition 2019 shall be applicable.

   Bid Specific Authorization : Bidder to quote with Bid specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEM authorization certificate should be on company letter head and must contain the full name, designation, active e-Mail address & Mobile number of the authorized signatory along with company stamp. Without these the authorization certificate from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Buyer can seek the authentication of valid authorization certificate from OEM, if required.

   EMD :- Firm shall submit EMD amount @2% of the estimated value of the tender rounded off to nearest higher Rs 10/-. Please note that submission of EMD is exempted only to firms having MSEs registered for tendered item/Indian ordinance factories/Other Railway and Government Departments/PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. Please read carefully correction slip no. 5 regarding Earnest Money Deposit & Security Deposit which is applicable in this case. Please note that offer without EMD shall be summarily rejected hence either to upload valid exemption certificate as stipulates in correction slip no. 5 or submit the EMD.

   Security Deposit: - The successful tenderer will have to deposit security money @5 % of contract order value (rounded off to nearest higher Rs 10/- within 21 days of issue of letter of acceptance. The security money has to be deposited in any of the forms mentioned in the Tender Condition of SECR 2019 with latest correction slips (attached). No extension of time for submission of SD shall be granted. Tenderer are advised to read correction slip no. 4,5 & 6 regarding security deposit which is applicable in this case. Please note that in case successful tender does not deposit the balance SD within stipulated time (21 days from the issue of letter of acceptance) then EMD shall be forfeited & case be dealt as that of withdrawal of the offer by tenderer as per extant instructions.

   Technical Compliance : Bidder must submit documentary evidence against below points:- 1. Detailed compliance chart (Clause-by- Clause) against the supplied drawing. 2. Material test certificates (MTC) for SS304 duly mentioning that SS304/316 conforms to IS:6911 / ASTM A240 / A240M. The same can be cross-checked with the issuing authority who must be an Independent testing laboratories accredited by NABL Or by Steel manufacturers (Mill Test Certificates) 3. All welded fabrication shall be performed using TIG / ARC welding per IS:9604. 4. All Fabrication Work shall be done on Roller Machine by CNC LASER Cutting and Argon welding 5. Minimum weight of each bench shall not be less than 68.00 Kg. 6. Welding procedure & welder qualifications per EN 287-1 / equivalent. 7. Bid Specific Warranty Declaration on OEM Letter Head. 8. Declaration that "Refurnished material not to be used" on OEM Letter Head. 9. Documentary evidence for Service Center Location/Escalation Matrix/Toll-free details on OEM Letter-head. 10. Declaration for non-blacklisting on IRePS Portal in latest 3 F.Y. *Documentary evidence in support of all above 10 Points are mandatorily to be uploaded along with their offer other-wise will lead into summarily rejection of their offer.
