Part A : DESIGNS FOR FACILITIES, DEVELOPMENT OF STANDARD DRAWINGS AND BOQ
Development of Designs, development of standard drawings & BOQ for different categorisation of POL Terminals [Categorries being function of storage capacities ; mode of receipt (Pipelines, Rail, Road, Ships etc) and based on facility sharing modality with pipeline division of IOCL]. The scope of services includes but is not limited to the following : (Quote for item no. 1.02 (a) to 1.10(i) to be quoted here )
b. Civil: Architectural/ Plan/ Section & Elevation including RC details for Non Plant Bldgs; RCC & Reinforcement details for all other civil & structural facilities; Structural GA drawings for Plant sheds for each category of Terminals and Depots
c.Mechanical: Piping Material Specifications/ Valve material specifications for various products & fluids to be handled; Detailed design for tanks and piping systems; Techincal specifications & data sheets including QAP for IOC and Vendor supplied items; Development of typical tank manifold, pump house manifold, TLF gantry flow metering systems, Central foam feeding system; Piping GA Drawings for Product, Fire Hydrant & Central Foam Feeding Systems; Typical P&ID and PFD for tank manifolds, tank lorry filling, product pump house, tank truck decantation, additive dosing systems, oil water separators; Catwalk supports and grating drawings for Pump houses, Tank manifolds, TLF sheds, pipe crossovers and similar such areas etc; Utility Piping Systems.
d. Electrical: Equipment and Load list; Standard Single Line Diagrams; Operation philosophy; Approx Electrical Load including sizing for transformers, power and emergency DG Sets; power and lighting distribution boards; EPABX System; PA/ Paging and VHF Systems; earthing and lightening protection systems; Service systems (Air conditioning, HVWS for transformers, Fire alarm systems, Plant communication); Key plans for sub station, transformer, HT breaker & DG rooms, communication system layouts etc for for each category of depot/ terminals.
e. Instrumentation & Control: Design basis, components & Architecture for Automation system comprising of tank farm management, control room, tank truck entry system, tank lorry filling system, access control system, fire alarm system, CCTV surveillance system; development of typical drawings for various sub systems of automation, instrumentation mounting diagrams etc.
f. Development of Process description for various systems and sub systems comprising of product receipt, storage, distribution; additive dosing system, ethanol dosing system, Biodiesel systems, ETP & STP systems, Storm and oil water systems including pumping, Utility services & pumping; Rain water harvesting & Recycling stsems; Solarisation etc for each category of of depots/ terminals.
g. Miscellaneous items as required & comprising of: Segregation and internal fencing for facilities, Main approach & internal roads with WMM/GSB & asphalting etc, pavers and RCC driveways, hard standing ground, tank farm pavements, Tank Dykes, RCC/ hume pipe culverts & inspection chambers for pipeline/ electrical/ oil/ storm water drain crossings, own use HSD storage tanks, slop tanks, oil/sludge pits, storm water & oil water drainage systems, structural pipe racks & trestles, pipe supporting systems of all types, lorry filling yard, Oil water separator systems, Gates of all types and sizes (Motorized & manual), septic tanks and soak pits, drinking water facilities, Tube wells, rain water harvesting facility, Landscaping (hard and soft) to suit surroundings, Paving works for pathways with kerbs, Truck Parking Facility (including the Roads, Kerbs, Drains), etc.
h Preparation of Bill of Quantities for civil/ mechanical/ electrical/ instrumentation & control/ utilities, other sub systems under each categories of Depots & Terminals drawings.
i. Development of drawings for all the above under each category of Depots/ Terminals.
Note: Details are provided in the technical bid document.
Preparation / Updation of following Engineering Manuals. The indexes of existing Engineering manuals are enclosed for reference purpose and not as a scope limitation. The scope shall involve updation in line with Infrastructure Development Norms & Functional Design Requirements for Instrumentation as per IOC policy, API, IS. OISD & other applicable Engineering Codes of practice. Note: Existing Engineering Manuals of IOC shall be shared with successful bidder for the purpose of development of new Manuals.

Part B : Green Field POL Terminals
Charges towards Engineering, Procurement, Construction Management (EPCM) and Allied services (except site supervision) as per detailed Scope of Services defined and as per the basic project details furnished in tender documents. Note: The scope of services include but not limited to the following: a) Visit to proposed site of construction for preparation of layout; b)Detailed Design of all facilities, drawings; b) Estimates (Project estimates), rate analysis, data collection; c) Preparation of tender estimates, tender documents for various tender packages, specifications, assessment of material requirements & MR; d) TS, DS & QAP for all major materials to be procured by IOC including sub vendor items; e) Assistance to IOC in pre bid meetings, evaluation of bids for the tenders to be invited; f) Preparation of drawings for tendering, GFC drawings etc; g) Preparation of drawings for submission to statutory authorities; h) Approval of fabrication/ construction drawings to be submitted by the contractors; i) Progress monitoring, conducting monthly safety audits; j) Pre-commissioning inspections, documentations and close out report etc; Note: a) Quarterly Safety Audits during Construction period through CPMO HSE Personnel shall be included in the scope. b) Details are provided in the technical bid documents.

Part C : Brown Field augmentation works at POL Terminals
Charges towards Engineering, Procurement, Construction Management (EPCM) and Allied services (except site supervision) as per detailed Scope of Services defined and as per basic Project details furnsihed in tender documents Note: The scope of works includes but not limited to the following: a) Site visit for identification of gaps and submission of GAP analysis report with respect to concept note and relevant OISD standards ( 117,118,244) for identifying final scope of works; b) Visit to proposed site of construction for preparation of layout; b)Detailed Design of all facilities, drawings; c) Estimates (Project estimates), rate analysis, data collection; d) Preparation of tender estimates, tender documents for various tender packages, specifications, assessment of material requirements & MR; e) TS, DS & QAP for all major materials to be procured by IOC including sub vendor items; f) Assistance to IOC in pre bid meetings, evaluation of bids for the tenders to be invited; g) Preparation of drawings for tendering, GFC drawings etc; h) Preparation of drawings for submission to statutory authorities; i) Approval of fabrication/ construction drawings to be submitted by the contractors; j) Progress monitoring, conducting monthly safety audits; k) Pre-commissioning inspections, documentations and close out report etc; Note: a) Quarterly Safety Audits during Construction period through CPMO HSE Personnel shall be included in the scope. b) Details are provided in the technical bid documents.
POL Terminal at Mangalore/ Karnataka.
Charges towards positioning of 1 Project Coordinator with relevant experience at IOCL Project handling Office during the entire construction of the project, i.e. Since commencement of works at site till the overall completion of project. Scope includes but is not limited to :- a) Coordination between IOCL Project Team and Project Office of the Consultant and Site Teams for all works in regard to construction and execution of works at site b) Assisting IOCL Project Team in preparation of various project related proposals/ draft notes, preparation of Comparative Statements for the purpose of evaluation of bids against tenders of various packages and processing of all project related invoices raised by consultants/ contractors/ vendors etc. d) Preparation and updation of Progress reports - online and offline both e) Maintenance of Cost Expenditure Records f) Ensuring that all inspections are conducted as per approved QAP & submit compliance to the same.
Part D : Site Supervision Charges
Charges towards site supervision of construction of works at site including providing experienced site engineers and Site In Charge on monthly basis. The charges include all activities to be performed as per scope of services defined.
Charges towards positioning 1 manpower at Project site for offering clerical/ office assiatcne (minmum 10th pass) (cleaning of office/ tea coffee, meeting arrangements, courier, postal, market visits for sundry purchases etc), record keeping and other miscellaneous requirements Note: a) In case, the works are completed during part of month, payment shall be made pro rata for the month considering that the month shall comprise of 30 days. c) The charges shall include boarding, lodging, air/rail/road transportation, insurance, local conveyance, communication, stationery & all other incidentals required for performance of the site supervision activity as per scope of services defined.
Site Incharge (RCM) with experience Note: a) 1 Engineer per month shall be taken as 1 manmonth. It is proposed to engage 1 Engineer exclusively as project in charge during project construction. b) In case, the works are completed during part of month, payment shall be made pro rata for the month considering that the month shall comprise of 30 days. c) The charges shall include boarding, lodging, air/rail/road transportation, insurance, local conveyance, communication, stationery & all other incidentals required for performance of the site supervision activity as per scope of services defined.
Site Engineers (Civil/Mechanical/Electrical & Instrumentation/HSE) with experience Note: a) 1 Engineer per calender month( 30 days) shall be taken as 1 manmonth. It is proposed to engage requisite Engineers during project construction phase. HSE Engineer shall be associated from date of start of construction activities at site to date of completion. In case, the works are completed during part of month, payment shall be made pro rata for the month considering that the month shall comprise of 30 days. b) The requirement of civil/ mechanica/ electricall & instrumentation engineers shall be suitably operated in such a way as to suit the project construction need. c) The charges shall include boarding, lodging, air/rail/road transportation, insurance, local conveyance, communication, stationery & all other incidentals required for performance of the site supervision activity as per scope of services defined.
