Construction of Cement Concrete Road for 2000 TPD BOO Oxygen Plant inside Works Area of Bhilai Steel Plant

• The bidder shall fulfill the following eligibility criteria for which documentary evidence shall be submitted by the bidder in their offer : A. Bidder should have Experience of having successfully completed similar works during last 7 (seven) years ending last day of the month previous to the one in which tenders are invited should be either of the following: a) One similar completed work each costing not less than Rs.133.12 Lakh (Excluding GST) OR b) Two similar completed works each costing not less than Rs. 83.20 Lakhs (Excluding GST) OR c) Three similar completed works each costing not less than Rs. 66.56 Lakhs (Excluding GST) B) “Similar Works” means experience of execution of Construction of Cement concrete roads”. i) Experience should be from Govt. Organizations/ PSUs/ Public Limited Companies. ii) In support of eligibility and experience, the tenderer is required to submit self-attested copies of Purchase Order/ Work Orders/Contract, Completion Certificate (issued by the concerned authority). iii) In case, completion certificate is not issued for the PO / Work Order/ Contract, Bidder shall submit a document in original issued by the concerned authority certifying completion of Similar Works given in the Eligibility Criteria above against concerned PO / Work Order /Contract. iv) The work order and completion certificate/ Paid Bills so submitted should be in the name of participating tenderer. v) All work orders having similar work where completion date falls within 07 years ending last day of the month previous to the one in which tenders are invited shall be considered for evaluation as per Eligibility criteria, irrespective of date of work order. vi) The bidder shall have on ownership basis or shall have access on hire basis, the following equipments: S.No. Item/Machine/Equipments Nos. 1 Batching and Mixing Plant 1 2 Fixed form/Slip form concrete paver machine 1 3 Smooth wheeled/tandem roller 8-10T capacity 1 4 Vibratory roller 8-10T capacity 1 In support of above, self- attested copies of documents of equipment ownership either on his own name or shall arrange the same on hire basis to be submitted by the bidder along with the tender. In case of hire basis bidder shall also submit Memorandum of understanding (MOU) or hire purchase agreement on non-judicial stamp paper not less than Rs.50 duly signed by both the parties. Also copies of invoices indicating ownership of the party with whom the hire purchase agreement/MoU is made are to be submitted. The documents submitted against ownership shall contain the capacity of the equipment listed as above. The number of equipment's mentioned above is indicative only for assessing eligibility, the actual requirement at site may vary commensurate with the period of contract.

• B. Financial Requirements: i. Average annual financial turnover of the bidder shall not be less than Rs. 49.92 Lakhs (Rupees Forty Nine lakhs and Ninety two Thousand only) during the three (03) consecutive financial years during 2022-23, 2023-24 & 2024-25. ii. The Bidder shall submit copy of Turnover Certificate from Chartered Accountant clearly evidencing the Annual Financial Turn-over figure for 3 (three) consecutive financial years as mentioned herein above in support of their meeting above stipulated financial criterion and shall contain the Unique Document Identification Number(UDIN) for the financial years mentioned above. iii. Revenue from Operations shall be considered for the purpose of determining the turnover. iv. The net worth of the bidder should be positive in the financial year i.e. 2024-2025, and the same must be indicated in the certificate issued by Chartered Accountant. v. Turnover shall be submitted exclusive of GST. C) Consortium Bidding is not allowed for this package.
