Charges for providing semi Skilled Electrician for maintenance of Electrical Installation under Banga Bhawan Electrical section PWD three Shifts arround the clock (01 Head x 3 shifts X 12 Months)= 36 Head .
Charges for providing semi skilled attendant ( Lift Operator / attendant) for maintenance of Electrical Installation under Banga Bhawan Electrical section PWD three Shifts (4 Heads x 12 Months= 48 Heads .
Cost of service charges .(The item service Charge means the cost of Supervisor, Labour bonus,over time, weekly off, T&P materials, consumables).
Terms & Conditions of E.I. :- 1. The rate for the maintenance of Electrical Installation should be quoted per day basis in figure and words. 2. Price Variation Clause will not be entertained. 3. Taxes & Duties will not be paid extra.(except GST) 4. Major Consumable materials & Electrical Accessories like BC Lamp, CFL, holder, switch, plug, tube, choke, starter, condenser, OLP starter, igniters for SV fittings, relay coil for pump starter, PVC wire, etc. for maintenance and replacement of Electrical installation will be supplied by this Department during office hours which should be collected from the concerned Junior Engineer, Electrical section, P. W. Dte. by placing requisition of authorities by his own arrangement and the register of stock showing issue and receipt of Department supply should be maintained regularly and this should be acknowledged by the authority also. 5. The Maintenance of Electrical Installation Work including the entire cost of labour & petty cost materials like Fuse Wire, Screws, Nuts & bolts, Wooden gutkha, Grease, Connectors, etc. incl. various register required to maintain the proper record
6. The agency will be held responsible for any damage, losses / accident due to negligence of duties for his site staff. 7. The staff will be allowed to perform; his duties at site with proper identity card which is to be issued by the agency and agency will be held responsible for any untoward situation occurred for violation of contract. 8. Appointed Assistant Electrician by the contractor should posses requisite work permit License (which is issued from Directorate Licensing Board) for doing maintenance work as per norms of P.W.D. 9. In case of gross irregularity, the contract may be terminated with 1(One) Month notice and no responsibility will be borne by this department to consider any loss for termination of contract. 10. Frequent change of man power will not be allowed. Man power change if necessary, must be informed officially before change & submit respective attested xerox copy Identity Card, Work Permit Licence, Voter ID Card etc. 11. The Bill may produce Quarterly through concerned Junior Engineer, Electrical Section, P. W. Dte.
12. At the time of Bill submission agency must submit Paymet Acquitance of Staff Wages, ESI & PF in which signature of each staff with revenue stamp is necessary. 13. Switch ON / OFF of common service lighting i.e. Compound, Corridor, Staircase etc. will be responsibility of agency. 14. Any (Break-down) call at anytime and on any date by the authority will have to be attended even any short of Electrical defects and to rectify then and there. 15. To attend any emergency breakdown and to restore the same with the help of this extra Manpower if needed. 16. Any damaged to any Electrical Installation / accessories due to negligence by the deputed staff of agency should be repaired by the agency at his own cost. 17. Ceiling Fan, Bracket Fan, Pedestal Fan, Cabin Fan, Various type of Light Fittings & Panel should be cleaned & cheaked completely in all respect as required once a time in a month. Split Pin of AC Ceiling Fan should be changed once in a six month - it should maintain on proper Log Book 18. All ceiling fan should be taken down during winter season and re-fixing the same after complete checking and overhauling
19. Routine maintenance of electrical Installation Work to be done including replacement of required electrical accessories. 20. Routine Inspection to be made by the contractor of the Electrical Installation Work and to be followed for tightening nuts & bolts , washers, fuse etc. of the SPN DB, HTPN DB, VTPN DB, Distribution Fuse Box, Loop Box any type of Panel (Other than Sub-Station Panel) at any Building, Street light etc. should maintain at least once in month and to be recorded in Register are to be signed by the agency's authorized Supervisor at the time of maintenance work done and Jr. Engineer & AE must sign the register at least once in a month. 21. Agency should close watch on overall condition of Electrical Installation Work & performance of different switchgear and accessories and report to concerned Sub-Assistant Engineer. 22. All Electrical Materials replaced by new one are to be deposited to the sectional store / nearest store with proper authority 23. All Electrical Installation from Sub-Station to different points via Main Panel, Sub-Panel, Power DB & Light DB, TPN MCB Power DB, SPN MCB Light DB etc. within the campus are to be checked with rectification of fault then and there.
24. Space for sittings accommodation for the agency staff will be provided by the department / authority. 25. Measurement of hot spot on Electrical system by Infrared Thermometer s Preventive maintenance and Checking of earth resistance periodically including record in log-book 26. Labour Laws: Before undertaking the work as per order, you must produce Labour License to be obtained from the Assistant Labour Commissioner`s/Dy. Labour Commissioner`s office of the region in compliance with the provisions of Central Labour Regulation & Abolition Act 1970 and the rules made there under. You should comply with all labour laws to protect the labourers engaged by you. The successful bidder after placement of the order shall have to comply with the following terms and conditions during the execution of the work and to produce necessary documents in respect of the following in order to get payment. : a) Agency shall have to follow the rules and regulations of the prevailing acts of Central Government and State Government;
b) 2) Agency shall be responsible for compliance of statutory obligation under the Central Labour (R&A) act , 1978 , Minimum Wages act 1948, Payment Wages act 1936, Bonus payment act 1956, and also be responsible for payment of contribution ( Both employer and employee’s ) under Provident Act & Employees’ State insurance act 1952 i.r.o employee; c) 3) Agency shall be solely responsible for any accident , occurring if any, during the course of the work or any injury to any person and in the event of any such accident/ injury you will be held responsible and must pay proper compensation of the same as per Workmen’s Compensation act 1923( when employee state insurance act 1948 is not applicable) ; d) No labour of minor age should be employed; e) Statutory minimum wages for all categories of labour are to be paid as per notifications issued by the appropriate department of the Government from time to time; You are liable to pay service tax and cess tax as admissible under the rules.
27. Standard Log Books shall be maintained by the contractor day by day and countersigned by the concern Junior Engineer. It is necessary to draw clear view of maintenance work on LOG Book like, fan-fitting cleaning, panel cleaning, split pin checking, tight checking, security or compound light checking etc. 28. Should provide Skilled, Semi-skilled & Helper per shift wise as per agreement or as per direction of EIC . Note: No repeated duty / duty at another place at a time for man not will be allowed. 29. Contractor will have to maintain call book regularly and duly signed by the concerned Junior Engineer, concerned Electrical section, P.W. Dte. 30. The agency must keep one Attendance Register and all his staff must sign regularly on it. 31. The agency shall depute its staff equipped with necessary tools & plants for E.I. maintenance works. The quantity and nature of tools & plants should be equivalent to that supplied to an Electrician in PWD (Elect.). 32. Contact number of Agency & all maintenance staff should be given to the Junior Engineer, Assistant Engineer & Authority.
Terms & Conditions of D.G. Sets :- 1. The agency should depute experienced & trained attendant cum- operator (semi-skilled electrician) round the clock. 2. The attendant cum operator on duty should have sound knowledge for operation of Day to day operation of Diesel Generator Sets with good behaviour. All the relevant document should be submitted by the agency to JE/ AE under letter head of agency on commencement of work, else the work commencement will not take effect. 3. The D. G. Sets should be cleaned regularly by the operational staff. 4. The Semi-skilled electrician should have experience and authorisation up to 650 Volt from the D.O.E. or equivalent licensing authority to operate 1 No. 320 KVA D.G. Set for BB- II. 5. To maintain call register one call register for entering complains & time and action taken & time of rectification concerned PWD officers has the right to verify the register – daily.
6. To check up all emergency feeder pillars, PBDBs, SPNDBs, Sub-Panels, AMF Panel for excessive heating, tightness of all connections, cleanliness with prior intimation to the concerned Officers of PWD – weekly, to do nay fault rectification job according to the necessity as well as direction of the E.I.C. – As and when necessary. 7. To maintain a log book of operation of D.G. Set with proper recording of electrical parameter like voltage, current, rpm etc. regularly to produce the log book to the JE / AE concern. 8. To report the JE / AE in case of any malfunctioning of the D.G. sets and emergency power feeder line. 9. The semi skilled electrician may be called upon as and when required by JE / AE concern to look after the preventive & breakdown maintenance of all emergency electric circuits like PDB, BDB, Panel board etc incl. D.G. panel. 10. The agency has to keep proper records of his deputed staff attendance (In a attendance register) duly signed by the concerned Junior Engineer / Assistant Engineer which is to be produced along with bill. The agency & Operator cum attendant engaged by the concern agency would equally responsible for any operation.
11. The agency and operators should be available over telephone and the telephone/ mobile should be submitted to JE / AE under letter head of agency. 12. The agency should submit 2 (Two) nos. of passport size photographs of operator for issuance of Photo Identity Card, photocopy of Voter Identity Card and engagement letter of worker under letter head of agency to the JE / AE. 13. The maintenance contract may be terminated at one month’s notice by the tender Accepting authority. 14. Payment will be made at the end of each month on submission of bills in triplicate supported by signed challans & log book. 15. At the time of Bill submission agency must submit payment acquaintance of staff wages, ESI & PF in which signature of each staff with revenue stamp in necessary. 16. Failure to provide the attendant cum operator will attract pro-rata deduction from the bill. However, substitute should be provided in absence of a regular technician/helper.
17. The agency also has to engage additional adequate number of electricians & helpers if required during any breakdown / fault to restore the same on emergency basis. No extra payment will be made for this 18. The agency should pay at least the minimum wages to workers engaged as per prevailing State Govt. Law. It is desirable that age of workers engage by the agency should neither below twenty years nor exceed sixty years. 19. The service charge - means the cost of supervisor, labour bonus, weekly off, T & P materials, consumables sundry materials, overhead and other charges.
Terms & Condition of Lifts:- 1. The agency will engage lift operator with lift operator’s license for all Lifts round the clock on all working days and other holidays also. 2. The operator will switch ‘ON’ the lift and switch ‘OFF’ as and when required. 3. The Agency will have to attend the maintenance work on demand and the Agency will also be required to attend the site on holidays and Sundays incase of exigency. 4. The operator will keep watch for the operation of the lift and give proper guidance to passenger whenever necessary as per advice of Junior Engineer concerned. 5. If trouble occurs the operator should attend immediately to rescue the passenger. If major trouble arises the lift is to be switched ‘OFF’ immediately and he should report the same to the Junior Engineer concerned as well as to the competent mechanic on comprehensive maintenance contract. 6. In case of power failure or any other reason if the lift(s) halt at intermediate odd position the operator should operate those with manual devices and bring the lift to the nearest floor & report to the Junior Engineer concerned.
7. Frequent change of operator will not be allowed, operator change if necessary, must be informed officially before change & submit respective attested Xerox copy Identity Card, Work Permit License, Voter ID Card etc. 8. In case of urgency or whenever so arises advised the operator should himself operate lifts. 9. In case of gross irregularity, the contract may be terminated with 1(one) month Notice and no responsibility will be borne by this department to consider any loss for termination of contract. 10. At the time of Bill submission agency must submit payment acquaintance of staff wages, ESI & PF in which signature of each staff with revenue stamp in necessary. 11. If the operator fails to attend the duty for a day or part there of the charges for that day will be deducted from the bill. 12. The operator should record his daily attendance in the register & wear the clean dress (dress code approved by EIC) with proper Identity Card.
13. The operator should record under his signature in the log book, given to him all details of operations, troubles remedy etc. He should get the log book checked and signed by the Junior Engineer/ Assistant Engineer concerned every fortnight. 14. The contract may be terminated with one month's notice from E.I.C.
Special Terms and Condition : 1. The agency has to depute required no. of manpower to the above noted jobs, for Round - the - clock trouble free Service & Maintenance of the Electrical installation with Co's own tools & tackles and other working instruments may be required to carry out the maintenance work smoothly. 2. The electrician on duty should have the valid Workman Permit no. 1 (b), (ii) & (iv) issued by the Directorate of Electricity, Govt. of West Bengal or equivalent. Also the Supervisor of the Company should have valid SSC permit 1,2,4,5,6A,7A,9,10, 11 & 12. Both the documents i.e. workman permits (For 2 Electricians) & SSC of Supervisor should be submitted by the agency to JE/AE under letter head of agency on commencement work, else the work commencement will not take effect. The agency has to attain & carryout on the routine check-up and normal maintenance works keeping proper records (in a record book/Log Book/Challan) duly signed by the authorized representative and countersigned by the concerned Junior Engineer which is to be produced along the bll. The agency & electrician engaged by the concern would equally responsible for restoration of any breakdown or malfunctioning of electrical systems including sub station if occurred.
3. The agency has to depute Personnel during the holidays also. 4. The agency must depute his Supervisor having knowledge in Diesel Generating Sets & Electrical Installation and its equipments every day for successful maintenance and operational jobs entrusted to them. 5.The agency will be fully responsible for all routine and preventive inspection & maintenance of the complete electrica: installation including main and sub-main wiring load distribution , control panel, fitting & fixtures and Geysers and to set right them immediately in case of sudden breakdown. The materials required for these purpose will be supplied departmentally like lamp, tubes, chokes, starter, Geysers accessories and all other requisite fittings & accessories to set right the electrical installation and for bringing the same back to beneficial use. Replacement works are to be done as per direction of the JE/AE. Fused/defective materials to be returned to section office. Fan, fittings, BDB, PBDB, sub-main & main panels etc. are to be kept, clean and in perfect and in perfect condition in every fifteen days. Cost of fuse wire, screws, nuts, bolts, split pin for fans, duster and PVC tapes, detergents and other consumables will not be paid separately . This includes dismantling & re-fixing of fans as & when required and recorded in log book.
6.The maintenance agency will be held responsible for any damages of the equipments due to unskillful handling during maintenance work and in that case, materials are to be replaced free of cost or the department will have right to deduct the damage repair cost from the bill of the agency. 8.The technician of the agency should capable of repairing all sorts of electrical installation like tube fittings, ceiling fan, pedestal fan, cabin fan, geyser,HPSV fittings and LED fittings ets.The technician of the agency should capable of casing-capping/rigid coduit wiring to overcome the emergent situation under direction of JE/AE and materials would be provided by the department. Any special repairing works are not covered under this agreement. However, decision of EIC will be final and binding on the contractor. The agency also has to engage additional adequate number of manpower if required during any breakdown/fault to restore the same on emergency basis. No extra payment will be made for this. 9. Earthing installation would have to be checked for healthiness of the earting system right from electrical panel. TPNDB and MCBDB, Plug sockets, UPS and AC machines. The agency has to record temperature of electrical contact points with Infrared thermometer in order to detect thermal stress on the installation and take up corrective maintenance work. The agency has to check tightness of the contact points of main or submain panel, TPNDB, SPNDBs etc and take up corrective maintenace work under direction of JE/AE.
10. The agency will submit the requisition of materials required for the maintenance works well in advance so that no delay in repair or maintenance , leading to crisis, may happen to occur. 11. The agency should provided technical support about A.M.F Panel/ Change -over system and oter distribution system of the Generators Sets. They will Check-up the Diesel Oil/ Lubricating Oil/ cooling Water /Batttery Charging for immediate start up operation on generator on failure of N.D.M.C supply .Filling up to Dieasel Oil/ Mobil Oil as and when required will be supplied by the department from the store and keep the record of consumption . Necessary requisite is to be submitted for the purpose before hand. The manpower deputed in each shift should be capable to handle entire work including maintenance of electrical installation and checking and testing of Diesel Generator sets.
