This Tender is for Linear Light Installation, Roofing and False Ceiling Replacement Works for Various Retail Outlets under Guwahati Zone. Jobs at individual Retail Outlets will generally be less than Rs.20 Lakhs Basic Cost. Schedule-1: Retail Outlets under Guwahati Zone covering Assam, Meghalaya, Arunachal Pradesh, Nagaland, Mizoram, Tripura and Manipur through Guwahati and Dibrugarh Retail Regional Offices with an estimated value of Rs.150 Lakhs Basic. Total Estimated Tender Value: Rs.150 Lakhs Basic. REVERSE AUCTION IS NOT APPLICABLE FOR THIS TENDER. STARTUP CLAUSE IS NOT APPLICABLE. EMD EXEMPTION IS NOT APPLICABLE FOR MSE AND UDYAM PARTIES. In case of non-submission of EMD as per tender terms, the bid shall be disqualified without any further communication. PRE-BID MEETING SCHEDULED ON 15.09.2026 FROM 11:30 HRS TO 12:30 HRS. Details are available in the tender document. SECURITY DEPOSIT: 2 PERCENT OF CONTRACT VALUE SHALL BE APPLICABLE. Distribution of Jobs: Tender shall be distributed amongst 4 Vendors in the ratio L1:L2:L3:L4 as 40:30:20:10. In case only 3 Vendors qualify, distribution shall be 50:30:20. In case only 2 Vendors qualify, distribution shall be 60:40. In case only 1 Vendor qualifies, 60 Percent of the Schedule Value shall be awarded and balance quantity shall be re-tendered. CPBG Clause: Vendor may submit CPBG of 10 Percent of PO Value in lieu of Security Deposit and Retention Money. Otherwise Retention Money shall apply as per tender conditions. Post submission of Bids, no new experience details shall be accepted. Bidders shall submit all qualification details and supporting documents along with the bid. No additional Technical or Financial PQC documents shall be accepted after due date. HPCL reserves the right to seek clarification on documents already submitted. Bidders are advised to read the Planning and Designing clause in purview of Vulnerability Atlas of India before bidding. Vendors shall have registered office within the concerned State or adjoining States and submit GST Registration Certificate. Similar work experience shall pertain to the concerned State or adjoining States only. For North Eastern States, all seven sister States shall be considered as one group and West Bengal shall be treated as an adjoining State. OEMs of Linear Lights are exempted from this requirement. Only vendors having Average Annual Financial Turnover up to Rs.8 Crores during the last 3 financial years shall be eligible. This condition is not applicable for OEMs of Linear Lights. EARNEST MONEY DEPOSIT: Bidder shall submit Rs.2,00,000 as EMD. As per Public Procurement Policy for Micro and Small Enterprises, traders, distributors, sole agents and Works Contracts are excluded from policy benefits. Accordingly, EMD EXEMPTION IS NOT APPLICABLE FOR MSE AND UDYAM PARTIES. Only Public Sector Enterprises are exempted from EMD as per tender conditions. PRICE BID EVALUATION: Evaluation shall be carried out on Overall Lowest Basis. All Price Bids less than Minus 10 Percent shall not be considered for evaluation. Counter offers shall be given to technically qualified bidders to match L1 rates. RATE VALIDITY: ONE YEAR FROM THE DATE OF PO. Rates shall remain firm and fixed during the contract period.
