Electrical Works for Renovation of RPF Barrack of Metro Railway, Kolkata

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB of Indian Railways Standard General Condition of Contract, April 2022 / tender document, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work costing not less than the amount equal to 60% of advertised value of the tender. Definition of similar nature of work for this tender is " Route-1: LT wiring of any Govt. building. or Route-2: LT wiring of any Govt. building with LED luminaries. or Route-3: LT wiring of 'stations / platform/ shed /workshop shed' of any Rail based system. or Route-4: LT wiring of 'stations / platform/ shed /workshop shed' of any Rail based system with LED luminaries "

Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organisation, work experience certificate issued by Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.

Substantially Completed Work means an ongoing work in which payment equal to or more than 90% of the present contract value (excluding the payment made for adjustment of Price variation (PVC), if any) has been 1.1.1 made to the contractor in that ongoing contract and no proceedings of termination of contract on Contractor's default has been initiated. The credential certificate in this regard should have been issued not prior to 60 days of date of invitation of present tender.

List of tools, equipment and machinery is enclosed.

List of technical manpower is enclosed.

Technical as well as other particulars as per Tender Document and submittals to be given by the Tenderer as mentioned in Tender document are enclosed.

The tenderer should furnish copy of PAN Card.

The tenderer should furnish NEFT Mandate with Bank Confirmation.

The tenderer should furnish registration certificate under CGST Act and SGST Act or undertaking regarding exemption from GST.

The tenderer should furnish Professional Tax Payment certificate.

The bidders shall have to submit a certificate in the prescribed format as per Annexure-V & Annexure - V(A) (if applicable) of IR GCC - April 2022 / Tender document.

Railway Board's letter No. 2020/CE-I/CT/2/GCC/Correspondence , dated11.08.2020 ( "Restriction under rule 144 (xi) of General Financial Rule (GFRs), 2017") to be followed regarding " Any bidder from a country which shares a land border with India will be eligible to bid in any procurement whether of goods , service ( including consultancy service and non-consultancy services) or works (including turnkey projects) only if bidder is registered with the Competent Authority, specified in Annexure-I of Ministry of Finance, Department of Expenditure Public Procurement Division's Order ( Public Procurement No. 1) dated- 23.07.2020.

The Tenderer should furnish ESI registration Certificate.

The tenderer should furnish PF registration certificate.

Copy of GST Certificate along with details as per Annexure A1 is enclosed.

The Tenderer shall furnish along with their offer, copy of License, under section 12 of the Contract Labour (Regulation and Abolition) Act, 1970, obtained from the Licensing Authority. The contractor shall be required to observe the provisions of the Contract Labour (Regulation and Abolition) Act, 1970.

An undertaking that the Company is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which the Company was / is a partner/member. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract
