Raising of retaining wall, repair to road surface, providing of Hump, water seepage treatment and provision of covering shed etc of various RUB in the jurisdiction of ADEN/Sirsa.

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note :- (i) For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date). (ii) In case, date of tender inviting is on or after date of statutory deadline for audit of balance sheet of previous Financial Year (i.e. 30th Sept. or as further extended for this FY), audited balance sheet of 4th previous year shall not be considered unless concerned CA certifies that balance sheet is not audited yet as on date of invitation of this tender.

The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (a) Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or (b) Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or (c) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Note :- For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date).

Defination of Similar Work :- Any Civil Engineering work

The Bidders will be qualified only if they have minimum financial capabilities as below; I. T1- Financial Turnover: The bidder should have an Aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year up to the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by a chartered accountant with her stamp, signature and membership number shall be considered. Note: For Tenders opened between Apr to Sept, acceptance of the Certificate from the Chartered Accountant issued based on any other Govt. approved document like GST return/VAT statement (if applicable) in place of the Audited balance sheet of the previous year as specified above shall be accepted. II. T2-Liquidity: The bidder should have access to or have available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of the applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by a chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with the bid. Banking reference should contain in clear terms the amount that the bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise, the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India, and it should not be more than 3 months old as on the date of submission of bids. Note: - a. For calculating Net Current Assets, "Latest completed financial year*" figures are to be considered. b. Figures of "Latest completed financial year*" should be audited and duly certified by a Chartered Accountant*. If audited figures of the latest completed financial year are not available, then for completing the liquidity, only a 'banking reference' will be considered. (Annexure R) c. Banking reference should not be more than three months old as of the date of submission of bids. Banking references other than the given format shall not be considered. d. If neither the audited figures of the latest completed financial year* nor the banking reference is submitted, then the tender will be considered as non-responsive. e. *Audited figures of completed financial year* should show a clear-cut bifurcation of 'Current Assets' and 'Current Liabilities'. III. Bidders should not have accrued a cumulative penalty (irrespective of whether actually deducted from bills or not) equal to 10% or more of the original contract value in any division on WR for service contracts in the previous two years from the date of submission of the bid.(Authority HQ L.No. M 442/19/3/ contracts dated 16-03-2023) Note - The bidder should submit a declaration in regard to para III above for each of the credentials submitted, mentioning the name of the work of that credential.

The rates should be inclusive of all charges such as tools and plants and all cost of labour & material, taxes etc. Extra payment what so ever on any account will not be payable to the contractor. 4 The contract shall be governed under General Condition of contract and instructions to tenderer-2022 (Amended up to date). 5. All tools & plants and mechanical equipments required for execution of work shall be arranged by the contractor. 6. Contractor/ suppliers/ service providers/ parties shall register their firms under EPFO & GSTIN (GST Identification Number). 7. All safety arrangements as required to be made by the contractor's at his own cost during execution of work to avoid any mishappening.
