(1) TO (5) -Design, manufacture, supply, installation, testing, and commissioning of a 14-passenger capacity lift (952 kg) for the Foot Over Bridge (FOB) inside the station building. All structures, components, dimensions, testing protocols, inspections, and compliance conditions must strictly adhere to Specification No. RDSO/2013/EM/SPEC/0016 (Rev 2)-2025 dated 25.09.2025 (or the latest amendment). Approved Makes: Only equipment from the following approved manufacturers will be accepted: Johnson, Schindler, Otis, Kone, Arohi, Omega Elevators (As per attached Technical Specification & Scope of Work: Passenger Lift Installation)

(A) Tenderer should upload the Design of the Lift along with the Offer as per Specification of the Tender (B) The Tenderer should have Experience in Design, Supply, Installation, Testing and Commissioning of Passenger Lift in Railways/PUs/Other Govt. Depts./PSUs.

TPI at OEM/Manufacturer's Premises

EARNEST MONEY 1. Tenderers are required to deposit Earnest Money online equivalent to the amount mentioned in the tender document. Tenderers not submitting Earnest Money should clearly indicate in their offer the reasons for the same, and failure to do so will be taken as unwillingness on their part to deposit the Earnest Money. 2. Amount of EMD (rounded off to nearest higher Rs. 10 (ten)) to be taken in tenders, Wherever applicable. a) It will be @ 2% of the estimated tender value up to Rs. 50 Cr. subject to maximum EMD of Rs. 20 lakh. b) EMD will be Rs. 50 lakh for tenders above Rs. 50 Cr. 3. Exemption from Submission of Earnest Money: The under noted categories of tenderers need not deposit Earnest Money:- a. Firms registered with MSE for tendered item as specified in para-3(b)(I)/NSIC. b. Tender cases of value up to and including Rs. 25 lakh unless otherwise mentioned in the tender. c. Other Railways and Government departments. d. Indian Ordinance factories. e. PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. f. Vendors registered with Railways for the trade group of the item tendered. g. Vendors appearing on the approved vendor lists of DSO/PUs/CORE, subject to approval status being valid on the date of tender closing. h. Vendors registered with Railways for supply of medicine, medical equipments and consumables shall be exempted from submission of EMD for these items. i. In tenders issued against PAC, OEM in whose favour PAC has been issued shall be exempted from submitting EMD. KVIC and ACASH shall be exempted from EMD for items supplied by them. 4. Offers of tenderers who do not submit Earnest Money, and are also not exempted from submission of Earnest Money shall be summarily rejected. 5. The purchaser reserves the right to forfeit the Earnest Money Deposit if the tenderer withdraws or revises his offer within the validity period or fails to deposit Security Money in terms of Clause6 of this document. 6. No interest shall be payable by the purchaser on the Earnest Money. EMD of unsuccessful bidders and tenderers shall be released immediately after finalization of the tender.

(A) Make/Brand Should be submitted along with Offer. (B) Manufacturers or their authorized Distributor/ Dealer/Agent with Tenders specific authorization can only quote. OEMs can authorize and give Tender Specific Authorization to its Agent / dealers to quote on their behalf provided the manufacturer takes full responsibility for the quality of the material including warranty obligation and the inspection of product against Railways order is carried out at the manufacturers premises. Tenderer must submit Tender Specific Authorization letter at the time of bidding. (C) Guarantee/Warranty will be applicable as per IRS Terms and Condition. (D) Material should be supplied as per Description and Specification of the item.

Delivery By Road at Destination.

(A) Firm should quote HSN code. (B) Firm should quote GSTIN No. (C) Training- One week Training on operation and maintenance of equipment to be given by firm for Railway personal free of cost at the consignee site at the time of commissioning . (D) Printed literature on equipment and necessary operating maintenance manual and electric circuit diagram if any should be uploaded along with the quotation. (E) Tenderer must mention Make/Brand. (F) Commission will be Treated only after Successful Load Test Report.

Tenderer to confirm accordingly. and location for installation and commissioning of lift in the following stations: (a) BKRD (Bhaluka Road) = 02 Nos (b) KDPR (Kumedpur) = 02 Nos (c) AUB (Aluabari) = 02 Nos (d) KNE (Kishanganj) = 02 Nos (e) BOE (Barsoi) = 02 Nos. of Katihar Division.

Non responsive Offers with DP longer than the Tender will be liable to be summarily rejected and will be passed over. Delivery/Installation Period Offer should be within proposed Delivery Period.

SD: - Firms must agree to furnish Security Deposit @ 5% of the value of contract, failing which offer of the firm will be summarily rejected except for those tenderers who are exempted from paying Security Deposit. Bidders seeking waiver of security deposit as per will have to submit requisite documentary evidence by uploading the same while submitting online bids. Refer Railway Board Letter No.- 2020/RS(G)/779/16 dated 27.02.2024.

(A) CAMC: - FIRM SHOULD QUOTE SUITABLE RATE FOR COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT (CAMC) FOR 10 YEARS AFTER WARRANTY in the offer. This rate will not be considered in Evaluation of Tender. However, railway has the right to decide whether CAMC element will be included in the Contract Agreement or not. Rates must be filled out strictly in the provided Rate Format (Annexure- A) given in Attachment. (B) The CAMC rates submitted by the successful bidder in CAMC shall be applicable for the CAMC, post expiry of warranty period. The rates submitted by the successful bidder in CAMC shall be binding on the successful bidder for entering into the CAMC. (C) CAMC shall be processed before expiry of warranty period. However the Purchase Order shall be issued only for the item mentioned in description and not for CAMC.

WARRANTY : 30 Months after completion of Supply and Installation.
