(i) Meter Data Management Module
The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data:
(a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency
(b) Monthly billing survey data for cum energy and max demand
(ii) Postpaid /Prepaid Billing Module
The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. (vi) Energy Accounting Module The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export The system would support export of metering and billing data in excel format.
(x) Customer Care Module - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email.
Software Note: (a) The software would be hosted either on GCC Server or on MES Server. In case the software is hosted on GCC Server, it would be transferred to MES server whenever the MES is made available. (b) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. Separate AMC would be issued post completion of defect liability period (c) GE Bank account and one payment gateway would be provided by MES. The payment gateway would be integrated with the software in that situation.. (d) The software would be scalable and expandable for meters and system of different make complying with IS16444. The software would be able to consumer web services of the future projects if required. (e) The software would enable the features of refund calculation in case of quarter vacation. (f) The software license is for defined meters in this work. Additional meters in this work or in subsequent work would be based on proportional rate per meter. (g) The software sample approval would be based in integration demontstrating of at least four makes of the meters (2 RF at least and 2 cellular at least) (h) The software would support other charges such as water charges, license fee, furniture charges and other allied charges. (i) The software would allow supporting both prepaid and postpaid billing plans. Separate groups can be created for the same.
Hosting the web based software GCC location cloud for two year deffect liability period per meter Note: The GCC location would be as per the approved MEITY list. In case a CSP is removed from the panel, the contractor would migrate to new supplier
Supply of vending station desktop with configuration of i5, 8 GB RAM, 1 TB Hard disk, 19 " monitor, Windows 10/11, MS office, wireless keyboard and mouse, CD ROM Read/Write, USB ports etc. Note :(1) internet connection would be provided by the department.
