In such situations, For the determination of L-1 bidder, all the bidder quoted same lowest rates shall be called for and decision shall be taken through a transparent lottery system in presence of all the bidders. CASE-2: Wherein, NIL service charges/ consideration or negative service charges/ tender premium are quoted by the bidders in decimals/ fractions or in percentage (%), then it's bid shall be treated as unresponsive and will summarily be rejected. Therefore, bidders are advised to fill the BOQ by quoting service charges/ tender premium in Rupees terms only, ignoring any decimals/ Fractions.
