Providing Sewerage scheme to Mehatpur Town in Tehsil and District Una (HP) (SH Construction of Sewage treatment plant of 0.73 MLD capacity (for Zone A,B C)

A1: Sewerage Treatment Plant Design, Construction and commissioning of Sewage Teatment Plant of 0.73 MLD capacity based on Moving Bed Biofilm Reactor ( M.B.B.R.) technology complete in all respect.The cost shall include all components viz.i) Civil work including Site development C/o inlet chamber, screen chamber, Anoxic reactor, MBBR tank, Nitrification Tank, tube setler, wet well and P/house 50 Sqmt.& pumping machinary with allied accessories, collection box-grit channel, D. box, Sludge thickner, chlorine contact tank, Plant building 100 sqmt. with electrification & sanitary fittings etc., filterate sump, walk way railing & Access ladders, inter connection path, Providing and fixing of Steel gate, woven plain GI wire fencing,ii) Mechanical and elecrical equipment (Autometic centrifugal driver) & sludge drawing bed, Silent DG set suitable capacity, S/E of Electro- mech. equipment i/c Automation, Providing laborartory equipments and SBC test for soil complete and all other allied works.The characteristic of raw sewage are BOD=375 MG/L AND SS=750 MG/L and characteristics of treated sewage shall be PH=6.5-9.0,BOD<_10 MG/L,COD,<_50 MG/L,TSS<_20 MG/L,NH4-N<_5 MG/L.N-total <_10 MG/L & Fecal coliform (MNP/100 ML) < 100. The cost shall be include the construction of all the components as per scope of work, design parameters, terms & condition, technical specification including all other works as per manual on sewerage & sewage, tretment published by CHPEEO Ministry of Urban Development, New Dehli (Latest) and as per relevant IS Code will be include the trial run period of STP for 180 days as per special terms & conditions of the contract document.

B-2 : Operation and maintenance of 0.73 MLD STP for 5years. Operation and Maintenance of STP comprising of item No.1 for period of 60 months to be reckoned from the last day of successful trial run priod of 180 days of the scheme as per the terms and conditions. Year wise O&M cost is as under :-

TERMS AND CONDITIONS:-

Security, GST, income tax, labour cess and other statuary deduction will be deducted as applicable.

5% performance guarantee of reputed bank have to be submitted before issue of award letter.

Excavation includes all kinds of soils and disposal of excavated earth in all leads& lifts.

Cement shall be issued to the contractor @ 270/- per bag, steel @ Rs. 41024/- per Tonne will be issue from Divisional Store Malahat at Una against ident.

Material like Sand/ Crushed Stone Aggregate shall have to be arranged by the contractor from approved quarry.

The contractor shall be responsible for any loss/damage/theft of materials while in his custody either issued by the department or arranged by the contractor/firm.

Sample of all materials such as aggregate, sand to be used on the work, concrete shall be got tested from reputed lab by the contractor/firm without extra cost and only approved material will be used.

Reflective diversion and caution sign boards shall be provided on either side of the work site along with guide stones duly erected white washed along the excavated trenches in the stretches where such work is taken in hand.

The materials shown as to be issued by the Deptt. cannot be purchased by the contractor without prior written certificate of non availability from IPH Store.

The contractor shall have to produce a labour clearance certificate from the labour Inspector concerned before final payment released to him and will adhere to all labour laws.

The work shall be carried out in accordance with the HPPWD/IPH specification & the decision of the Engineer in charge shall be final & binding to the contractor.

All surplus earth and un-useable material shall be disposed off by the contractor within all leads and lifts without extra cost as per directions of Engineer in charge

No avoidable hindrance should be caused to traffic and public during construction period.

The Bidder/ firm may offer modern/Latest technologies for construction of sewage treatment plant also.

Structural Design, Drawing of required all related structure is to be got vetted from PEC Chandigarh/ IIT Roorkee/ IIT Dehli in the countary before start of work and got approved from the competent authority of the Deptt.

The valves of all dia shall be of Leader/Kirloskar make only

The contractor/Firm shall be responsible for maintaining the newly constructed Sewage treatment plant. to identify, repair and rectify the leakages in the plant.

The contractor/firm shall have to arrange himself adequate tools and plants required for operation and maintenance of Sewage Treatment Plant.

The contractor/firm shall have to provide uniform to the workers deployed for Sewage treatment plant and necessary badge should be provided to the workers for their identification

All wear and tear of all pipe lines to be borne by the firm/contractor and nothing extra shall be paid on this account .

The contractor/Firm shall engage sufficient labour as stipulated in the tender documents to achieve the desired results and shall submit weekly labour return categories wise, so engaged failing which penalty @ 1% of monthly tendered amount worked out shall be levied for breach of this condition.

The quarterly payment shall be made to the contractor within 15 days after submission of bill by the Contractor subject to successful performance/desired results failing which no payment shall be admissible.

Certificate of registration with IPH Department in appropriate class and latest renewal thereof.

The contractor/firm should submit the implementation plan for operation and maintenance of Sewage Treatment Plant.

Copy of EPF and GST

The contractor/firm shall not be allowed to sublet the work in any case, failing which the agreement shall be terminated immediately and security deposit will also be forfeited

The contractor/Firm shall be responsible for any labour complaints.

The contractor/firm shall fulfill/satisfy all the conditions of labour department as per labour laws.

The contractor/firm shall arrange at its own cost rubber gaskets of reputed make/ D.I. pipe fittings and man hole covers for maintenance of the Sewage treatment plant.

The deposition of service tax shall be firm/contractor's responsibility. The quoted rates shall be inclusive of service tax. The contractor needs to submit proof of service tax deposition with income tax department on regular basis.

The cost of Employer Provident Fund (EPF) and Employer State Insurance (ESIC) shall be included in the rates quoted by the firm/contractor. The deposition of same will be firm/contractor’s responsibility.

The contractor/firm shall be fully responsible for the safety of Sewage Treatment Plant from any type of damages.

The sewage treatment plant will be based on latest sewage treatment technology as desired in the DNIT. However, the effluent discharge standards for sewage treatment plant, prescribed by H.P. Pollution Control Board vide No PCB/CO/MSW.Vol-IX/11-3438-52 dated 01.06.2015 shall be adhered to by the firm/cont. The scour pipe upto required length of required size will be provided at site.

Proper arrangement for storage/stacking the sewage sludge cake/bricks may be provided .

The DI fittings and other material duly ISI marked of any make as per relevant ISI code will be provided at site for Sewage treatment plant.

Separate lab as per CPHEEO manual is to be constructed for Sewage treatment plant.

The rate including the constrction of retaing wall / breast wall, cutting, inter connecting path, walk way, ladder, Sanitary fitting, electrification & Woven plain G.I. wire fencing i/c steel gate etc. as required at site of work.

Minimum thickness of walls for the water retaining structure shall not be less than 200 mm.

Design and Drawing of sewage treatment plant shall be got approved from the competent authority before execution of work.
