Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory/ Board and as per Clause

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of Public Procurement Portal on or before the last date and time of bid submission.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

Conditional tenders will not be accepted.

Royalty on Civil materials and other taxes will be deducted as per prevailing Government orders.

GST amount shall be paid to the tendered separately. As per Govt. Rules time to time.

To qualify for award of this contract, each Tenderer should furnish qualification information as per section 3 of Standard Tender Document attached to this tender KW-4.

All the Formats prescribed in the bid documents shall be filled in complete manner.

The Tenderer should maintain the Work during defective liability period of 1 year.

The materials required for the work shall be procured by the tenderer themselves and should be got attested by the Quality Control Authority before use on the work.

Work done certificate should be issued by competent authority not below the rank of Executive Engineer.

The item rates quoted shall include cost of royalty charges on construction materials & other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts labour, hire charges of machinery equipment etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work

The Tenderer Should visit the proposed construction site and submit the feasibility report regarding men, material & completion of works to the concerned Assistant Executive Engineer, Karnataka Slum Development Board, Sub-Division., Tollnaka, Dharwad / Assistant Executive Engineer, Karnataka Slum Development Board, Sub-Division., Siddaganga Nagar, Gadag & upload the acknowledge document along with the Technical Bid failing to comply with these norms will make the tender liable to rejection

To qualify for award of this contract, each Tenderer in its name should have in the last Five years (i.e. 2018-19, 2019-20, 2020-21, 2021-22 & 2022-23) (a) Achieved in at least two financial years a minimum financial turnover of not less than two times the amount put to tender. (In all classes of Civil Engineering Construction & electrical works only (Submit the scanned copy of the ITR, Profit & loss Statement & Balance Sheet indicating the contract receipts certified by the chartered accountant).

Tenderer who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value under section 3.5.

The Security deposit (including additional security for unbalanced tenders) shall be provided to the Employer no later than the date specified in the Letter of Acceptance and shall be issued in an amount and form and type of instrument acceptable to the Employer. The Security deposit shall be valid until a date 30 days from the date of expiry of Defects Liability Period and the additional security for unbalanced tenders shall be valid until a date 30 days from the date of issue of the certificate of completion.

The tenderer should be an Eligible Registered civil KPWD contractor issued by the Competent Authority.

The Contractor should submit the GST Registration Copy

All Scanned Documents of the Original should be up-loaded, Executive Engineer reserves the rights to verify the Original Documents before approval, 0riginal documents / Certificates for qualification shall be produced when called for during evaluation of tender

To qualify for Award of this contract, each Tenderer in its name should have in the last Five years i.e. 2018-19, 2019-20, 2020-21, 2021-22 & 2022-23 satisfactorily completed as prime contractor, at least one similar work value not less than 50% of the amount put to tender. (Scanned copy of the Work done Certificate issued by competent Authority of rank not less than Executive Engineer should be uploaded.) Annulling the bid process in full or part. Rejecting any/or all bids

Liquid assets and or availability of credit facilities of not less than Put to Tender Amount (Credit lines/ Letters of Credit/ Certificates from Banks) for meeting the fund requirement etc., (usually 30% of the amount of contract

Within 10 days of the receipt of the Letter of acceptance the successful tenderer shall deliver to the employer a security deposit.

If the Tenderer intend to quote less than the estimated cost, the tenderer shall pay a DD/FDR for the tender difference amount quoted drawn in favor of Executive Engineer, KSDB, Dharwad Division, Dharwad payable at Dharwad from nationalized bank. The scanned copy of Tender Difference Amount DD/FDR should be uploaded in KPPP platform before final date and time of closing

The Successful Tender Shall Pay Security Deposit in value equivalent to 5% of the entrusted amount of work in the form of e-BG at the time of agreement.

The terms & conditions laid down in KTTP Act 1999 & rules 2000 with subsequent amendments are applicable

The Contractor should have EPF, Service Tax, Labour registration, Adhaar, PAN, and latest EPF paid challan should be uploaded.

The Executive Engineer, Karnataka Slum Development Board, Dharwad Division, Dharwad at any time during the bid process, at his discretion and without assigning any reason there of reserves the right of.

The Tender should have experienced in Construction of Housing Project in Slum areas under Karnataka Slum Development Board.

If the Contractor / Agency intended to quote less than the Amount put to tender the contractor shall purchase a DD for the tender difference amount quoted drawn in favor of Executive Engineer, KSDB, Dharwad Division, Dharwad Should be scanned and uploaded to Karnataka Public Procurement Portal platform before final date and time of closing to upload the details. And The Tender Difference Amount DD Should be produced at the office of the Executive Engineer, KSDB, Dharwad Division, Dharwad. Very next day During office hours of last Date and time for Tender Submission If the contractor fails to produce the Tender Difference Amount in his tender will be disqualified. The DD for difference amount shall not be accepted after completion of the specified time schedule. This difference amount will be returned after satisfactory completion of the work.
