Material and labour for Outsourcing of day to day complaints of internal electric supply at Naval base Karwar at OTM Accn at NAD and Vajrakosh Area including repair/ replacement of necessary minor repairs to ceiling/exhaust fans, regulators, switch boards, call bells, minor repair to geysers, switches, sockets, minor rewiring works, minor repair to distribution boxes, MCBs repair/replacement and fittings/fixtures etc related to internal electric work by providing 02 Nos Electrician and 02 Nos helper on each working day in single shift from 0900 hours to 1700 hours etc complete all as specified and directed.
Material and labour for Outsourcing of day to day complaints of internal electric supply at Naval base Karwar at OTM Accn at NSRY including repair/ replacement of necessary minor repairs to ceiling/exhaust fans, regulators, switch boards, call bells, minor repair to geysers, switches, sockets, minor rewiring works, minor repair to distribution boxes, MCBs repair/replacement and fittings/fixtures etc related to internal electric work by providing 01 Nos Electrician and 01 Nos helper on each day( incl sunday and holidays) in single shift from 0900 hours to 1700 hours etc complete all as specified and directed
Note for Ser Item Nos 01 to 03 :- (1)All requisite materials shall be issued under Sch 'B' free for fixing to carry out repair work. (2)The complaints will be issued by JE E/M as per the online complaints received and contractor is to maintain the register as per the prescribed format specified by Engr-In-Charge regarding the complaint details and material fixed at site. (3)The electrician and helper will report to concerned JE E/M after rectification of the defects and confirm the details of complaints attended and pending details. (4)The complete Tools and plants (i.e. Screw driver, online tester, tongue tester, earth resistance tester, cutting plier, insulation tape LT, etc) shall be provided by the contractor. (5)The Contractor shall deploy total of 12 Nos of Electrician and 12 Nos of Helper on each working day. (6)Contractor shall employ skilled electrician having minimum ITI qualification in electrician trade from Govt recognized institute with adequate knowledge and minimum 2 years experience in Maintenance of HT & LT electrical installation in each shift of 8 hrs. and helper having minimum 10th pass certificate with adequate experience in each shift of 8 hrs (total 01 shifts per day).
(7)The rate is deemed to be inclusive of maintaining necessary records and documents for maint of specified area complaints. Contractor will maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly, yearly or whatsoever maintenance is carried out during contract period as per format issued by Engr-in-Charge in a binded book/register and will obtain the signature of Engineer-in-Charge every fortnightly. (8)The Contractor shall not employ same tradesman continuously for more than 11 months. (9)The contractor shall provide 02 uniforms to each Electrician & Helper and design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 1200/- per uniform will be recovered. (10)The rate quoted shall deemed to be inclusive of safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots- 02 pairs, hand gloves), a penalty of Rs 3000/- will be recovered and levied on the contractor for non compliance. (11)In case of failure due to absence of maintenance staff, the contractor shall be liable to pay compensation at twice the cost of a day’s maintenance derived from pro rata rate of Sch ‘A’ quoted rates.
(12)The operator must be well conversant with functioning of the maintenance work and shall be competent enough to maintain the area including main electric panel. (13)The contractor shall pay the wages to the Skilled operator through e payment i.e. Aadhaar linked bank accounts (Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to Skilled operator and their wages shall not be less than minimum wages fixed by state Govt or central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified. (14)It is the responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by the Ministry of labour for all Electrician/ operator/ helper (as applicable) and necessary proof to this regard shall be submitted to Engr-in-charge for verification and records. The quoted rate shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, shall be liable for action as deemed fit. Decision of GE in this regard shall be final and binding.
(15)The contractor shall maintain all the registers under various labour law rules, 2017 and shall be produced to GE and as well as officers detailed by labour department.
Manning and Operation of Sewage Treatment Plant -3 (STP-III) installed at Kamath Bay by One No. Skilled Operator per shift in 02 (two) shifts of 8 hours each on all days including Sundays and Holidays including routine maintenance / checks complete all as per the maintenance schedule given in operation & maintenance manual for STP including supply & use of consumable like, chemicals, grease, cotton waste etc and attending breakdown, all as specified and directed by Engineer-in-Charge. The installation comprises of following equipments:-
(a) Submersible raw sewage transfer pump 3 HP, Make: Grundfos Model: AP 1240 08A3 – 2 Nos. (b) Rotating biological contactor, Make: plasitque metal technologies, capacity 170 cum / day – 1 No (c) Lamella separator, Make: plasitque metal technologies, capacity 144 cum / day – 1 No (d) Sludge withdrawal pump Make: SEW – Euro drive, KW 0.75, - 2 Nos (e) NaOCl Dosing metering pump with 100 Ltrs tank Make : Milton roy India (p) Ltd – 2 Nos (f) Disc rotating motor with mono rail 1 Ton capacity, Make: SEW – Euro drive, KW 0.75, - 1 No (g) Centralized switch & control system – 1 No
Manning and Operation of Swimming (Divers) Pool installation at Divers Pool Baithkol daily by One No. Skilled Operator per shift in two shift of 08 hours each including Sunday and Holidays including routine maintenance / checks complete all as per the maintenance schedule given in operation & maintenance manual for Swimming Pool including supply & use of consumable like, chemicals, grease, cotton waste etc and attending breakdown, all as specified and directed by Engineer-in-Charge. Swimming (Divers) Pool comprising of following equipments complete:- (a) Pressure sand filter 2.1 Mtr dia, 25 Cum/Hr capacity - 01 No (b) Water circulating 3-phase electric motor driven centrifugal pump sets 10 HP capacity-02 Nos (c) Motor control panel - 02 No and Control panel for under water light - 01 No.
Testing of Sewage Treated water sample, collected from over flow of settling tank for testing, chemical analysis for PH value, BOD (Biological Oxygen Demand), COD (chemical oxygen demand), TSS (Total suspended solids), for content of oil & grease from KSPCB approved Govt lab by standard procedure including cost of packing material & Transportation of sample etc complete all as specified and directed.
Supply only of following chemicals for cleaning / Treatment of Divers pool water all as specified and directed. Note : Considering the half life of the several chemicals, Chemicals will be used and procured by the contractor as per instruction given by the Engr-in-Charge and quantity of procurement and consumption should be recorded in register as per the prescribed Proforma & signature of Engr-in-Charge/JE daily/weekly/fortnightly.
Supply only calcium hypochlorite (Stable bleaching powder/ High strength bleaching powder), appearance should be dry, free flowing and free from lumps, should not include substances beyond acceptable limit as given in IS 105000(2012) in treated and disinfected water, available chlorine should be 65%, stability-loss of Chloride on basis of available chloride max 1/15, particle size (passing through 1.70mm IS sleeve min 99.5%, water insoluble matter Max 6%, Calcium Hydroxide max 6% Calcium Hydroxide max 4% Sodium Chloride max 15% n 20-45 Kg plastic drum packing complete all as specified and directed. Note : (i) The contractor shall submit alongwith supply of material purchase vouchers test certificate for chemical compositon and the expiry date etc and other relevant documents supply of chemical shall not be accepted without production of these documents and no payment released.
Supply only of copper sulphate of approved quality algaecide/fungicide grade for treatment of swimming pool conforming to IS 261:1982 of technical grade all as specified and directed by Engr-in-Charge.
Supply only of Aluminium sulphate lump grade of good quality for treatment of pools as flocculent all as specified and directed by Engr-in-Charge.
Supply only Soda Ash dense grade conforming to IS 251 for treatment of swimming pool all as specified and directed by Engr?in-Charge
Supply only test kit suitable for testing of PH and free residual chlorine of treated sewage water and treated swimming pool water all as specified and directed by Engr-in-Charge.
Note for Ser Item Nos 04 to 05:- 1.1. Contractor has to employ One No Skilled operator per shift of 8 hours having minimum ITI qualification in Electric/ Mechanic trade from Govt recognized institute with minimum 2 years experience in Maintenance & Operation of sewage treatment plant & Swimming (Divers) Pool as applicable in each shift of 8 hrs (Total -02 Nos per day for STP -III & Total -02 Nos per day for Swimming (Divers) Pool) . The operator must be competent to carryout the routine maintenance of STP- III/ Swimming Pool including maintenance of electrical panel board. 1.2. The contractor shall pay the wages to the Skilled operators through e-payment i.e. Aadhaar linked bank accounts (Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to Skilled operators and their wages shall not be less than minimum wages fixed by state Govt or Central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified.
1.3. It is responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by the Ministry of labour for all Electrician/operator/helper (as applicable) and necessary proof to this regard shall be submitted to Engr-in-charge for verification and records. The quoted rate shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, he shall be liable for action as deemed fit. Decision of GE in this regard shall be final and binding. 1.4. Power supply for operating the installation will be made available by the Department free of cost.
1.6. Contractor will maintain proper records of all kinds of daily, weekly, monthly, Quarterly, half yearly, yearly or whatsoever maintenance is carried out during contract period in a binded book / register and will obtain the signature of Engineer-in-Charge every fortnightly. 1.7. The contractor will ensure general area cleanliness and upkeep of the installation and area around it on daily basis. In case of failure, a penalty of Rs 2000/- per month will be levied and recovered from their dues. 1.8. The routine maintenance/ checks shall be strictly carried out by the operator all as stipulated in the Operation & Maintenance Manual for STP No III & Swimming pool (as applicable) kept at AGE E/M office. Timing of shifts shall be as decided by Engr-in-charge. 1.9. The Contractor shall not employ same tradesman continuously for more than 11 months. 1.10. The unit rate quoted shall be deemed to include for daily routine maintenance like checking and rectification of any leakage of water, checking and rectification of any loose connection, cleaning and general upkeep of plant room and area around it.
1.11. The contractor shall provide 02 uniforms to each operator & design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 1200/- per uniform will be recovered. 1.12. In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s Manning & Operation derived from pro rata rate of Sch ‘A’ quoted rates. 1.13. In case of failure to submit test report for STP-III from Govt. approved laboratory within 20 days from the date of sample extraction, then recovery at the rate of double the actual cost of testing will be recovered. 1.14. The rate quoted shall deemed to be inclusive of uniform, safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots-02 pairs, mask?02 pairs, hand gloves), a penalty of Rs 3000/- per month will be recovered and levied. 1.15. (i)The quantity of dosage will be strictly in accordance with the instruction given in operation and maint manual all as specified and directed. (iii) The consumption detail of the above chemical should be maintained in a register on daily basis duly signed by contractor and Engr-in- Charge.
1.16 Chemicals for swimming pool/diving pool will be used as per standard measurement/as per instruction given by the dept cost of the same shall be deemed to included in the unit rate quoted and recorded in separate register & obtained signature of JE/Engr-in-Charge daily/weekly/fortnightly. 1.17. The quantity of chemicals used in STP and swimming pool will be measured & paid on monthly consumption basis. The contractor will brought the chemicals accordingly as per specified and directed by the Engr-in-charge. 1.18. Security of office equipment and installations during watch keeping hours will be the responsibility of the contractor. Any damage/theft etc. will be made good/replenished by the service provider/contractor at his own risk and cost.
1.19. Attendance register shall be maintained for each services and to be put up to Engineer-in?charge daily. 1.20. The contractor shall ensure proper/necessary safety insurance for subject tradesmen/ supervisor employed for the execution of contract.
Manning and Operation of Swimming Pool installed at Arga by One No. Skilled Operator per shift in 02 (two) shifts of 8 hours each on all days including Sundays and Holidays including routine maintenance / checks complete all as per the maintenance schedule given in operation & maintenance manual for entire system comprising of 20 HP centrifugal pump sets , filter plants, suction sweeper, chloronome plant with all fittings all as specified and directed in respect of swimming pool & use of consumable like, chemicals, grease, cotton waste etc and attending breakdown, all as specified and directed by Engineer-in-Charge. The installation comprises of following equipments:-
(a) Pre sand filter of capacity 175 cmh. Dia 2700 mm height 3.15 m : 03 Nos (b) Water circulating centrifugal self priming pump set of discharge 175 cu m/hour, head 16m coupled with 3 phase 415 V electric motor of rating 22 KW: 03 Nos (c) Chlorine dosing pump of capacity 19 ltr per hour with 500 ltr HDPE tank -01 No (d) Swimming pool of capacity- 2000 Cum (e) Divers' pool of size - 1800 Cum (f) Balancing tank of capacity- 300 Cum (g) CI Pipe/HDPE/GI pipe line

The installation comprises of complete equipments of STP-02 and STP MAP.

Manning and Operation of sewage treatment plant ( STP- IV) installed at Amdalli civilian township in round the clock 03 (three) shifts per day of 8 hours each, by One No. Skilled Operator per shift of 08 hours each including Sunday and Holidays (Total operator - 03 Nos/per day) and One No. Helper per day of 08 hours each including Sunday and Holidays (Total Helper - 01 per day), including routine preventive maintenance / checks complete all as per the maintenance schedule given in operation & maintenancemanual for STP including supply & use of consumable like grease, cotton waste etc and attending breakdown, minor maintenance, use of chemicals for STP & SLPH plants all as specified and directed by Engineer-in-Charge. The installation comprises of complete equipments of STP-04, SLPH?01&SLPH-02.
Note for Ser Item Nos 10 to 11:- 1. Contractor has to employ following staff for Manning and operation of the STP -II and STP MAP Plant by One No Skilled operator per shift of 8 hours having minimum ITI qualification in Electric/ Mechanic trade from Govt recognized institute with minimum 2 years experience in Maintenance & Operation of sewage treatment plant, as applicable in each shift of 8 hrs (Total shift -03 Nos, Total Operator per day for STP -II and STP MAP- 03 Nos) and One No. helper minimum 10th pass with adequate experience in one shift of 08 hours (Total shift -01 Nos, Total Helper per day for STP -II & STP MAP- 01 Nos) The operator must be competent to carryout the routine maintenance of STPs, including maintenance of electrical panel board.

The contractor shall pay the wages to the Skilled operators through e-payment i.e. Aadhaar linked bank accounts (Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to Skilled operators and their wages shall not be less than minimum wages fixed by state Govt or Central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified
4. It is responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by the Ministry of labour for all Electrician/operator/helper (as applicable) and necessary proof to this regard shall be submitted to Engr-in-charge for verification and records. The quoted rate shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, he shall be liable for action as deemed fit. Decision of GE in this regard shall be final and binding. 5. The contractor shall maintain all the registers under various labour law rules, 2017 and shall be produced to GE and as well as officers detailed by labour department.
6. Power supply for operating the installation will be made available by the Department free of cost. 7. Contractor will maintain proper records of all kinds of daily, weekly, monthly, Quarterly, half yearly, yearly or whatsoever maintenance is carried out during contract period in a binded book / register and will obtain the signature of Engineer-in-Charge every fortnightly. 8. The contractor will ensure general area cleanliness and upkeep of the installation and area around it on daily basis. In case of failure, a penalty of Rs 2000/- per month will be levied and recovered from their dues. 9. The routine maintenance/ checks shall be strictly carried out by the operator all as stipulated in the Operation & Maintenance Manual for STP No II, STP MAP & STP-IV (as applicable) kept at AGE E/M office. Timing of shifts shall be as decided by Engr-in-charge. 10. The Contractor shall not employ same tradesman continuously for more than 11 months. 11. The unit rate quoted shall be deemed to include for daily routine maintenance like checking and rectification of any leakage of water, checking and rectification of any loose connection, cleaning and general upkeep of plant room and area around it.
12. The contractor shall provide 02 uniforms to each operator & design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 1200/- per uniform will be recovered. 13. In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s Manning & Operation derived from pro rata rate of Sch ‘A’ quoted rates. 14. In case of failure to submit test report for STPs from Govt. approved laboratory within 20 days from the date of sample extraction, then recovery at the rate of double the actual cost of testing will be recovered. 15. The rate quoted shall deemed to be inclusive of uniform, safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots-02 pairs, mask?02 pairs, hand gloves), a penalty of Rs 3000/- per month will be recovered and levied. 16. (i)The quantity of dosage will be strictly in accordance with the instruction given in operation and maint manual all as specified and directed. (iii) The consumption detail of the above chemical should be maintained in a register on daily basis duly signed by contractor and Engr-in- Charge.
17 Chemicals for swimming pool/diving pool will be used as per standard measurement/as per instruction given by the dept cost of the same shall be deemed to included in the unit rate quoted and recorded in separate register & obtained signature of JE/Engr-in-Charge daily/weekly/fortnightly. 18. The quantity of chemicals used in STPs will be measured & paid on monthly consumption basis. The contractor will brought the chemicals accordingly as per specified and directed by the Engr-in-charge. 19. Security of office equipment and installations during watch keeping hours will be the responsibility of the contractor. Any damage/theft etc. will be made good/replenished by the service provider/contractor at his own risk and cost.
20. Attendance register shall be maintained for each services and to be put up to Engineer-in?charge daily. 21. The contractor shall ensure proper/necessary safety insurance for subject tradesmen/ supervisor employed for the execution of contract.
