Special Eligibility Criteria

   The railway reserves the right to order entire or bulk quantity of tendered item from RDSO approved sources (RDSO Vendor Directory Item ID 3100584, Sub Item ID 3100584003) or their authorized dealer as per RDSO letter no. QAC/Vendor/Policy dt. 17.09.21. Authorized agents/dealers of RDSO approved sources must attach valid tender specific authorization certificate along with their offer, failing which their offer(s) will be summarily rejected without any back reference. The status of the firm shall be reckoned on the date of tender opening and not thereafter, unless it is a case of downgrading/ removal/suspension/ banning.

   In terms of Railway Board letter no. 2015/RS(G)/779/5(Vol.III) dated 22.06.2020 and in keeping with the Public Procurement (Preference to Make in India) Order 2017 as amended time to time, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore, public procurement of this tendered item is restricted to Class-I local suppliers only (Class-I local supplier means a supplier having local content equal to or more than 50 percent). The vendors who do not qualify to be Class-I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class-I local supplier for the tendered item, participates in the tender, it does so at its own risk and cost and Railway shall not be liable for any loss or damage caused to the vendors.

Commercial-Compliance

   EMD (Earnest Money Deposit): EMD will be applicable as per clause No. 8.0 (Section-1) of instruction to Tenderers for e-Tender and General Tender conditions for Tenders except Global Tender, Revision-1 (GTC) of Eastern Railway available in the IREPS. All the vendors, exempted from submitting the EMD, shall be required to sign a bid security declaration as per Annexure-3.7 and/or sign the BID security declaration at the time of bidding, failing which their offers will be summarily rejected.

   SD (Security Deposit): This will be applicable as per clause No. 9.0 (Section-1) of Instruction to Tenderers for e-Tender and General Tender conditions for Tenders except Global Tender, Revision-1 (GTC) of Eastern Railway available in the IREPS.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   PVC Formula P1 = [(P0/100) x (20 + (46 x C1/C0) + (14 x I1/I0) + (10x L1/L0) + (10 x F1 / F0)} Price Variation clause is applicable as per attached document Annexure- A with the tender. (Base Month is the month just preceding month of the tender opening) Any offer with different PVC formula or quoting different base month or linking with different indices or fixed rates etc as compared to the PVC formula provided in the tender will be summarily rejected.

   VALIDITY: The tenderer shall keep its offer valid for minimum 90 (ninety) days from the date of opening of the tender. Any offer submitted with lesser validity period than specified in the tender, will be summarily rejected. For finalization of instant tender, the validity period of offer may be extended further, if required on prior application of the tenderer.

   No deviation from the Price Variation Clause (PVC) stipulated in the tender is permitted. Offers received without Price Variation Clause (PVC) i.e. offers with FIRM price will be summarily rejected without any back reference. Offers with PVC other than the PVC indicated in this tender will also be summarily rejected without any back reference.
