Compliance with Public Procurement (Preference to Make in India) Policy: This tender complies with Public Procurement (Preference to Make in India), Order 2017-Revision dated 19.07.2024 of Department of Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Govt. of India (herein referred to as PP-PIM), circulated vide Ministry of Railways (Railway Board)'s letter No.2020/RS(G)/779/2/Pt.1 (E3322671) dated 20.08.2024, and all its amendments. Only Class-I local suppliers (as defined in PP-PIM) shall be eligible to bid for list of items specified in Ministry of Railways (Railway Board)'s letter no.2025/RS(G)/779/3 (E3488356) dated 02.05.2025. For other items, only Class-I and Class-II local suppliers are eligible to bid. At the time of bidding, each bidder is required to indicate percentage of local content (as defined in PP-PIM) and provide self-certification that the item offered meets the local content requirement for "Class-I local supplier"/"Class-II local supplier", as the case may be. If this self-certification is not submitted, the bid will be summarily rejected. For contracts above Rs.10 crores, the provisions of Para 9(c) of PP-PIM shall be additionally applicable. For the purposes of this NIT, the "local content" (as defined in PP-PIM) requirement to categorize a supplier as "Class-I local supplier" is minimum 50% and for "Class-II local supplier" is minimum 20%. Also, the Margin of Purchase Preference (as defined in PP-PIM) is 20%. The procedure for preference to Make in India shall be as specified in PP-PIM. Uploading of self-certificate for meeting the local content requirement for "Class-I local supplier"/"Class-II local supplier", as the case may be (proforma attached).
