Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPP Portal due to internet connectivity issues and technical glitches at bidders end.

Contractors should follow strictly prevailing rules of labour act

The cost of the Tender form shall not be refundable

The employer reserves the rights to Reject one or all Tender without assigning any reasons

The employer is not responsible for any delay in accessing KPP Portal

Contractors Should be registered with KPWD Registration. CLASS 3AND ABOVE

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders

To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender

Materials like bitumen steel cement etc required for the work shell be procured by the tenderer themselves and should got tested by the quality control authority before use on the work

As per Karnataka state Government order LD.300.LET.2006 Bangalore dated 01.01.2007 and Government letter no PW.134.BMS.2007 dated 27.07.2007 a sum amounting to 1Percent of the bill amount will be deducted towards constructions labour welfare fund

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner

original documents shall be scanned. and same has to be uploaded in KPP Portal

The contractors assessed tender capacity will be calculated as per the clauses of STD document attached

The tender validity period is 90Days from the date of opening of Tender

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Bid document

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Contractor shall bound to comply the prevailing rules and regulations with regard to the EPF Contribution rules and any modifications thereof before and after execution of agreement

Contractors has to submit their labour EPF details with every Running Bill

Bidder Should Establish a field Laboratory

submit Affidavit duly signed by notary should be furnished for the statements showing the value of existing commitments and on-going works (for B Value) to calculate Bid Capacity

Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Bid document KW 3

As per Government order No-FD 417 Exp -12/2024 dated:09.08.2024, The rates are exclusive of GST. The contractor has to quote the rates without GST. As per Govt. order FD:447:Exependiture:12/2022 Bangalore dt. 30-7-2022 GST 18% will be added to the contract amount separately.

Value, at 2024-25 price level, of existing commitments and on-going works Documents to be submitted

The contractor shall submit the details of Technical staff employed by him

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract.

To qualify for award of this contract, each tenderer in his name should have in the last five years period financial turnover Certificate (Balance Sheets) issued by the competent accountant/authority with UDIN number.

THE EMD SHALL BE PAID THROUGH PUBLIC PROCUREMENT PORTAL IN FULL AMOUNT OR EMD FOR RS. 50000 SHALL BE PAID THROUGH KARNATAKA PUBLIC PROCUREMENT PORTAL (KPPP) AND THE BALANCE OF RS 29500 BY BANK GUARANTEE ISSUED BY NATIONALISED/SCHEDULED BANK. CONTRACTOR SHOULD UPLOAD THE SCANNED COPY OF BANK GUARANTEE ISSUED BY NATIONALISED/SCHEDULED BANK IN KARNATAKA PUBLIC PROCUREMENT PORTAL (KPPP), BEFORE ENTERING THE AGREEMENT, IF AWARDED.CONTRACTOR SHOULD UPLOAD THE SCANNED COPY OF BANK GUARANTEE ISSUED BY NATIONALISED/SCHEDULED BANK IN KARNATAKA PUBLIC PROCUREMENT PORTAL (KPPP), BEFORE ENTERING THE AGREEMENT, IF AWARDED

The Work completion period is 9 months(Including Monsoon)

The Defects Liability Period for this project shall be up to Two YEAR

Contractors has to upload the EPF Registration with december 2024 Challan

Estimate rates are excluding GST as per Common SR 2023-24 and prevailing GST (18% of Amount Put to tender) amount is kept in form of Lump sum in sanctioned estimate according to guidelines in Common SR Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender, tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, Contractor has to quote the rates excluding GST and the GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily

The successful bidder has to follow the prevailing Government orders regarding Royalty Charges. The Contractor has to submit MDP Certificate along with the running contractor bills. Otherwise Department will take necessary action as per the Government Orders/Circulars.

THE CONTRACTOR SHOULD UPLOAD THE WORKDONE CERTIFICATE ISSUED FROM NOT BELOW THE RANK OF EXECUTIVE ENGINEER

Earth work excavation/Embankment -2735.43 Cum, 2. WMM/GSB- 356.40 Cum, 3.BM/SDBC/DBM/BC - 170.40Cum

Section 2: ITT 3.2b - Mandating satisfactory completion ( at least 90% Contractor value) as a prime contractor for at least any nature of construction work to an extent of 25% of the cost of the work of Rs.19.83 Lakhs Updated to the FY in which the tenders are invited. The value of the completed works shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited.

Capabilities of Vendor

Section 2 ITT 3.6 Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value amounting of Rs. 79.31LAKHS. The available tender capacity will be calculated as under Assessed available tender capacity - (AxNx5 - B) where A - Maximum value of civil engineering works executed in any one year during the last five years (updated to FY 2024-25 price level) taking into account the completed as well as works in progress. N - Number of years prescribed for completion of the works for which tenders are invited. B - Value, at FY 2024-25 price level, of existing commitments and on-going works to be completed during the next 9Months (period of completion of the works for which Tenders are invited) Note The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent

Financial Status

Section 2 ITT 3.2 (a) achieved in at least one financial years a minimum financial turnover (in all classes of civil engineering construction works only) of Rs.79.31 Lakhs Updated to the FY in which the tenders are invited. Financial turn over of previous years shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited. (usually not less than the estimated annual payments under this contract)
