Design, Supply, Install, Commission, Integrate and Maintain the Advanced Metering Infrastructure (AMI) in Delhi Cantt capable of handling atleast 20000 meters with provision of scalability of 100% expansion comprising of following:- (a) Supply, Installation, Comissioning & Maintenace of Smart Meters (IS-16444) with pre paid features with RF Mesh compatible NIC (Network Interface Card) /GPRS enabled etc. (b) Integration with Communication Network & Infrastructure as per CEA guidelines for AMI, Network Management System (NMS), Head End System (HES), MDM with Data Analytics during the contract period. (c) Cyber Security Management during the contract period. Cyber Security Audit for carrying out by an Indian Computer Emergency Responce Team (CERT-In) empaneled security auditor. (d) Mobile Application & Web Portal for Energy Consumption monitoring, Complaints, Bill view and Payment, Meter status, Alerts & Notifications etc. (e) Web based MIS Portal & Dashboard for utility for information. (f) Integration of different devices / equipment / softwares covered in scope of this project with each other as per functional requirements. (g) Trainings of MES staff. Note : Smart Meter, Server and UPS will be paid separately under respective items.
Smart Meter based on Cellular Communication Technology Supply, Installation, Testing and Commisioning of Smart Meter (IS 16444), AC whole current, single phase, 2 wires Smart Energy Meter of rating 10-60A complete as specified in CEA notification. The meter shall communicate with Head End System (HES) on any of the communication technologies mentioned in IS 16444 Part 1 in a secure manner. The smart shall be based on cellular communication technology.
Suppy of suitable Server (Main/Back up) suitable for upto 40000 smart meters for storing all parameters @ interval of 30 minute for minimum 5 years.. Note:- (a) Broadband or lease line internet connection for the server would be provided by the department. (b) Department would provide dedicated dust free and air conditioned room for the server.
Supply, Installation and Testing of online UPS (5KVA) with isolation transformer suitable for single phase AC input & single phase AC out put with 30 min backup.

Comprehensive Maintenance during 1st year of Defects Liability Period Comprehensive maintenance of entire system provided under Sch 'A' Part-I in order to ensure proper data exchange among Smart meter, MDMS, HES and other operational / requisite software as part of fully functional Advacne Metering Infrastructure (AMI) system shall be carried be with help of OEM and its authorized service provider including operating costs during 1st year of defect liability period. Comprehensive maintenance shall include following items :- (a) Monthly SIM charges for the Communication System such as cellular communication based meters / gateways. The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the SIM or SIM provider as required. In case of network issues, the contractor would liaison with the telecom service provider for necessary resolution. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (c) Software AMC. This include necessary upgradation in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes.
(d) Replacement of defective meter installed in this contract within 72 Hrs without any extra cost to the department. (e) Software upgrade due to changes in the government tariff structure or free electricity entitlement. (f) Remote server admin support – Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (g) Report Development – The additional report as needed for the success of the project would be developed. (h) The communication network monitoring and support. (j) Configuration of the repaired / replaced hardware in the system. (k) Monthly bill generation and soft / hard copy submitted to office. (l) Provide meter recharge Nil status after occupation / vacation in 30 days. Note :- Cost is inclusive of all the itmes mentioned above. The accounting unit is however based on the number of meters for comprehesnive maintenance.
