Supplying, erecting, installing, testing and commissioning including topographical survey of Grid connected Solar PV plant of 170 KWp PV output at STC comprising of following sub-components and meeting the specifications as given here-in-after. Note-Design of solar plant shall be got vetted from any one of the approved MNRE consultants.
Minimal technical requirements/standards for SPV systems/plants to be deployed as per MNRE are mandatorily to be complied within the design.Some of these are narrated here-in-after.For other details website of MNRE may be referred. In case any bidder feels that one or more of these mandatory system specifications can not be met in his design "HE IS ADVISED NOT TO QUOTE HIS TENDER"
PV MODULES The PV modules must conform to the latest edition of any of the following IEC/equivalent BIS Standards for PV module design qualification and type approval:Poly Crystalline Silicon Terrestrial PV Modules:IEC61215/IS14286/ Equivalent IS (if available as on last date of receipt of tender) In addition,the modules must conform to IEC 61701 Salt mist corrosion testing, IEC 62804- Certification for PID resistance ,IEC61730Part1-requirements for construction &Part2-requirements for testing,for safety qualification or Equivalent IS(if available as on last date of receipt of tender)
Each PV module must use a RF identification tag(RFID),which must contain the following information:(i) Name of the manufacturer of PV Module (ii) Name of the Manufacturer of Solar cells(iii) Month and year of the manufacture(separately for solar cells and module) (iv) Country of origin (separately for solar cells and module)(v) I-V curve for the module(vi) Peak Wattage, Im, Vm and FF for the module(vii) Unique Serial No and Model No of the module(viii)Date and year of obtaining IEC PV module qualification certificate (ix) Name of the test lab issuing IEC certificate (x) Other relevant information on traceability of module as per ISO 9000 series.Note:RFID shall be mandatorily placed inside the module laminate.
AUTHORIZED TESTING LABORATORIES /CENTRES:PV modules must qualify (enclose test reports/certificate from IEC/NABL accredited laboratory) as per relevant IEC standard.Qualification certificate from IEC/NABL accredited laboratory as per relevant standard for any of the higher wattage regular module should be acompanied with the STC report/certificate. For details of Test Labs refer Ministry of New And Renewable Energy website. The report submitted should not be older than 5 years.
PV modules used in solar power plants/ systems must be designed for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. PV modules shall have product warranty of 10 years after completion of work. Contractor shall furnish approved security e.g FDR from approved bank for an amount equal to 2.5 percent of work done.
Silicon Poly Crystalline SPV cells shall be used in the Solar Photo voltaic module.SPV cells used in the module shall essentially be indigenously manufactured(manufactured in India) of proven ability.Besides this SPV modules should also be essentially indigenously manufactured(manufactured in India).The make of SPV shall be Vikram Solar/Indo Solar/Warree/Tata Solar/Adani
Peak power rating of the module shall not be less than 330 Wp.
The module efficiency shall be more than 16% at standard test condition and the cell should have minimum fill factor of 0.7 with anti reflective coating. It shall be made of high transmittivity glass & front surface shall give high encapsulation gain. Note: Anti dust coating on PV modules shall be done at site in the presence of Engineer-in-Charge.
All materials used shall have a proven history of reliability and stable operation in external applications.It shall perform satisfactorily in relative humidity upto100% with ambient temperatures between -4°C and +60°C and shall withstand gust upto 200km/h on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted.
Module and solar cells shall be manufactured in India irrespective of any other provisions in this tender. Module shall be made up of poly crystalline silicon cells.
The interconnected cells shall be laminated in vacuum to withstand adverse environmental conditions
The module frame will be made of corrosion resistant materials having aluminium anodized finish
The bidder shall carefully design & accommodate requisite numbers of the modules in the available area (refer topographical survey) to achieve the rated power in his bid. Note-: Shadow analysis report of the site has to be submitted along with topographical survey . The same shall be incorporated in designing in designing of solar plant in PV syst/PV sol/ NREL software.
The modules must be compatible with Inverter MPPT range.
The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with captive screws and cable gland entry points or may be of sealed type and IP67 rated.
BALANCE OF SYSTEM (BOS) ITEMS/ COMPONENTS: The BOS items/components of the SPV power plants/systems deployed under this project must conform to the latest edition of IEC or equivalent BIS Standards /MNRE specifications / as specified at Para2.1 of MINIMAL TECHNICAL REQUIREMENTS/STANDARDS FOR SPV SYSTEMS/PLANTS TO BE DEPLOYED DURING this FY UNDER THE PROGRAMMES OF MINISTRY OF NEW AND RENEWABLE ENERGY available on MNRE website as on last date of quoting of tender.
MOUNTING STRUCTURE (a). Module mounting structure may require to customize with respect to the site availability, (b)The contractor shall submit structural design on Stad- Pro based on Wind load of 200 kmph, live load and dead load of structure with solar panel & seismic zone of Delhi.Any deflection to the mounting structure shall be as per IS 800:2007 NOTE- Structural design of the mounting structure should be carried out by a consultant, approved by the GE.
Modules shall be mounted on a galvanised support structures
The base columns shall be made with reinforced cement concrete as per Stad Pro design report and site related data and as per relavant Indian Standards.
The frames and leg assemblies of the array structures shall be made of MS hot dip galvanized.Minimum thickness of galvanization should be at least 600 gsm. NOTE:-Test certificate of galvanization shall be submitted by contractor.
All fasteners shall be of Stainless steel-SS304 Nut & bolts, supporting structures including module Mounting Structures shall have to be adequately protected against all climatic condition.
Water Leak Protection has to be ensured, Pure Epoxy Resin based Chemical anchoring system. Note-Any damage done to water proofing/roof structure during installation shall be made good by the contractor at no extra cost.
GRID TIED INVERTER: Supply, Installation, Testing & commissioning Grid connected solar inverter of suitable capacity but not less than 3 in numbers microprocessor based with cumulative capacity of not less than 170 KW AC having following specifications i)Ambient temp : 4° C to 60° C ii)Relative humidity : 0-100 % non condensing iii)Environmental condition: outdoor, wet location iv)Protection degree : IP-65 v)Pollution degree : IV vi)Safety class : class I metal enclosure vii)MPP Tracker 2MPP trackers viii)No. of inputs minimum 4 nos MC4 ix)Frequency rated : 50 Hz x)Total Harmonic distortion shall be less than 3% xi)Power factor shall be more than 90% at any load xii) Inverter Efficiency >93% (In case of 10 KW or above with inbuilt galvanic isolation) >97% (In case of 10 KW or above without inbuilt galvanic isolation) >90% (In case of less than10 KW) xiii) External communication: RS-485 Port xiv) Grid frequency Tolerance range +3 or more xv) No load losses less than 1% xvi) Protection against DG set run & grid isolation Note:- Inverter shall be capable of synchronisation with grid supply and DG Set supply.Make (DELTA,STRUDER, Schnider,ABB)
Protection features- Inverter should have following protections (i) Anti islanding (ii) Over voltage protection (iii) Over current protection (iv) Over temperature protection (v) Reverse polarity Protection (vi) Surge protection (vii) Short Circuit (viii) Frequency
A data logging system for plant shall be provided.-To measure the Solar Irradiance an integrating sensor (Pyranometer) mounted in the plane of the array. Read out should be integrated with data logging system.-Wind Speed:An integrated wind speed measurement unit be provided.-Temperature Sensor : Integrated temp, sensors for measuring the module surface temp., inverter inside enclosure temp,and ambient temp to be provided complete with read outs integrated with the data logging system. Note-SCADA system for monitoring of following data through web based application with cloud storage minimum 6 months: (i) Solar irradiance (ii) Wind speed, (iii) Amb temperature (iv) Module surface temp (v) Generation data KWh (per inverter and cumulative) (vi) Instantaneous generation in KW (Each invertor and cummulative) Suitable HMI/Graphs depicting above data shall be readily available for a period through this application. Note: (i) Some of the maintenance of grid tied inverter integrate the above system with the inverter.This shall be acceptable. (ii) Specification for Pyranometer,Surge arresting device and anemometer are as per Appx 'A' in PS .
COMBINER BOXES & ELECTRICAL PANEL-Combiner box & LT distribution electrical panel with suitable Incoming and outgoing breakers as per the design of inverter and array structure incl bus bar of size 1.8 times the rated current from the inverters.Incoming and outgoing MCCBs should be 1.25 times the rated current capacity. Note-Platform for the panel with PCC 1:4:8 type D-2 with 40 mm graded crushed stone, 15 cm thick in foundation, brick work in CM 1:6 with sub class 'B', old size bricks, rendering 15 mm thick in CM 1:6 on exposed surfaces and 100 mm thick PCC padding 1:3:6, type C-1 using 20 mm graded crushed stone aggregate on top and grouting bolts etc for panel.
Cables and wires- (i) For the DC cabling, XLPE insulated and sheathed, UV-stabilized single core flexible copper cables shall be used; Multi-core cables shall not be used. (ii) For the AC cabling, XLPE insulated and PVC sheathed single or, multi-core flexible Aluminium cables shall be used; Outdoor AC cables shall have a UV-stabilized outer sheath. (iii) The total voltage drop on the cable segments from the solar PV modules to the solar grid inverter shall not exceed 2.0% (iv)The total voltage drop on the cable segments from the solar grid inverter to the building distribution board shall not exceed 1% (v)All DC and AC cables from the SPV module and Inverter shall run through a Pre-Galvanized aluminium cable raceway of height not less than 40 mm and width not less than 50 mm. (vi) Cables and wires used for the interconnection of solar PV modules shall be provided with solar PV connectors (MC4) and couplers. (vii) All cable raceways shall be clamped to the rooftop, walls and ceilings with clamps at intervals not exceeding 50 cm; the minimum DC cable size shall be 4.0 sqmm copper; the minimum AC cable size shall be 4.0 sqmm Aluminium.
Lightning protection- There shall be the required number of suitable Early Streamer Emission (ESE) lightning arrestors installed(As per Design to be submitted by sucessfull bidder) •The air terminal is Early Streamer Emission(E.S.E.) type which shall be fixed at the top of a stainless steel pole with base be atleast 4 meters above the structure to be protected.Its height above roof level would be dependent on the level of protection and the protection radii required.The air terminal should be working on the principle of early streamer emission using non-radio active technology,needing no external power source.The air terminal should be capable of tracking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents .Roof connection pipe should be capable of withstand in lightning strikes having dimension 60mm OD and thickness of 5 mm.
EARTHING PROTECTION- Earthing complete with Copper earth plate electrode of size 60cmx60cmx3 mm thick, buried directly in ground (earth pit not less than 2.25 m below normal ground level) with top edge of earth plate not less than 1.5 m below normal ground level, connected to GI strip 32X6 mm by means of electric arc welding of galvanised iron or steel as shown in electrical plate No 3 of SSR Part I, connected to earth test point and the equipment on the other side incluiding excavation and earth work in any type of soil, common salt & charcoal dust in alternate layers, PCC 1:3:6 as in pit, precast RCC 1:2:4 type B-1 with necessary reinforcement as in cover & frame for pit, funnel, watering pipe 20 mm bore GI pipe light grade, protection pipe 40mm bore GI pipe light grade etc.complete all as specified, including testing and commissioning complete all as directed. Note-The earthing shall be done independently / separately as per MNRE / IS for structure , inverter, lightening arrestor etc.
METERING ARRANGEMENTS: (A) Suitable dual metering arrangements with recording facility shall be provided.The metering arrangements must have feature to measure and record, (i)Parameters of KW,KWh,KVAR,voltage,current,PF and any other metering required to determine efficiency and efficacy of the system. (B)LT 3 Phase 4 Wire Electronic Tri vector Meter with CT ratio 200/5 (i) Standard: IS 13779:1999 / CBIP 88 (ii) Accuracy: Class 0.5 (iii) Reference Voltage - 3x240 V (iv) Basic Current (Ib) - 5 A (v) Maximum continuous current (Imax) - 10 A (vi) Rated Frequency (variation) - 50Hz (±5%) (vii) Power consumption:- Voltage circuit: Less than 1.5 W and 10 VA per Phase at reference voltage, reference temperature and reference frequency Current circuit: Less than 1 VA per phase at basic current, reference frequency and reference temperature (viii) Display type: 8 digit 7 segment backlit LCD display, not less than10 mm character height (ix) Display in the event of Power Failure: Internal battery back-up for LCD display (x)Communication port: Galvanically isolated Optical Communication port for data transfer through either CMRI or remote device or both is provided with RS 485 for DLMS protocol (xi) Energy recording – Unidirectional
(C)CT/VT operated energy meter with following features (i) True four quadrant metering (ii) Import/ export metering and forwarded metering option for LT/HT systems (iii) Time and day metering with maximum demand registration and automatic billing (iv) LCD display with announciators for various critical events (v) Scroll lock feature for continuous display of a desired parameter on display (vi) High resolution energy display mode for dial test (vii) DLMS protocol for meter reading, with option to remote reading port. (viii) Advanced event detection features for voltage, current and magnetic influence (ix) Meter reading in absence of mains, using internal battery.
The successful Contractor shall submit the following documents duly vetted by any one of the MNRE consultant,within Four weeks of placement of work order for approval of Garrison Engineer. (a)Design Calculations, : The tenderer should work out design based on the conditions prevalent at HQ DGBR Complex,New Delhi, building plan, structural specifications, as existing.The complete design calculations using PVSYST/PV Sol/ NREL Software shall be submitted. (b)Plan depicting layout of all equipments and Sub-systems of the PV System.This shall be selfcontained and self explanatory representation of layout of equipments and sub-systems. The dimensioned drawing of the site of work clearly marked with all subsystems components etc shall be submitted by the successful bidder on A1 sheet in colour in triplicate out of which one copy has to be plastic laminated. (c)Schematic Diagram of the Electrical system: This shall contain specifications, sizes,current,voltage and fault levels ratings of all cables,switch gears and instrumentation & control systems and all metering and interlocking etc. Note-The successful bidder shall submit peak AC output at peak DC output with various losses.
All the documents/technical details mentioned above duly vetted as specified above shall be approved by Garrison Engineer (GE) within 15 days of submission.The GE may approve the documents as submitted by Contractor or may suggest modification/alteration in documents/technical specifications duly supported with reasons for the same.The work shall be executed based on the approved documents.Incase of any dispute the matter shall be referred to Accepting Officer.The decision of Accepting Officer shall be Final and Binding.
The design , drawing and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become departmental property. Department may use these subsequently as deemed necessary.The contractor shall have no claim on these documents and their subsequent use by the department.
After completion the contractor must engage a third party MNRE approved consultant for final testing and third party inspection of executed work.The consultant shall certify that the work has been executed in accordance with vetted and approved design.The contractor shall propose a panel of three consultants for this purpose. The final decision on the consultant to be engaged shall be taken by Accepting Officer. All cost and charges for engagement of consultant shall be born by the contractor.
Department will give completion of the work to the contractor only on the basis of completion reports submitted by the third party consultant engaged by the contractor
Payment Yardstick to be adopted by department for execution of work. A)On submission of vetted and approved design-5% of Contract Value. b) On receipt of Complete quantity of PV Module as per design-35%of Contract Value. c) On receipt of Complete quantity of Mounting structure as per design-10% of Contract Value . d)On receipt of Complete quantity of Inverter and other accessories as per design-15% of Contract Value. e) Installation and Commissioning-20% (f)After installation and connection of LT panel & meter-5% of Contract Value.(g) Final Testing as per design-10% of Contract Value.
All as per srl item no. 1 above, but capacity of roof top SPV 50 KWp and cumulative capacity of inverter 50 KW AC.
Phase-II
Operation and Comprehensive Maintenance incluiding making good of all kind of defects by repair/replacement of required spare parts as the case may be,for 170 KWp Rooftop Solar Power plant at HQ DGBR Complex and 50 KWp Rooftop Solar Power plant at Supervisors Accn Complex at HQ DGBR New Delhi complete all as specified and directed during first year, next day after completion of Phase-I Scope of work (a) Operation and maintenance shall include washing / cleaning of Solar PV Modules fortnightly. (b) Checking Electrical Parameter of the installed power plant. Note:-Comprehensive maintenance shall be covered in defects liability period of two year commencing from date of completion of Phase-I. The contractor is deemed to have accounted for the same while quoting for this item.

Note:(i)Minimum Performance ratio during the period of Operation and maintenance shall not be less than 75% on quarterly basis according to the data obtained from SCADA (ii) The contractor shall submit SPV generation data along with the radiation data in Excel sheet format on quarterly basis (iii) The battery operated sprayers (12 V/8 AH) with pressure 0.2 to 0.45 Mpa of minimum capacity 16 ltrs must be used for cleaning of modules. The module cleaning must be done on fortnightly basis.Water for module cleaning will be provided free of cost.
