i) Bidder should be manufacturer of cast machined items or authorized dealer/distributor/Agent of manufacturer of cast machined items. ii) In case Bidder is manufacturer, documentary evidence to be uploaded by Bidder indicating that Bidder is manufacturer of cast machined items, failing which offer shall be summarily passed over. iii) In case Bidder is authorized dealer/distributor/Agent of manufacturer, then Bidder should upload tender specific authorization letter from manufacturer & also upload documentary evidence that manufacturer is manufacturer of cast machined items, failing which offer shall be summarily passed over. iv) Manufacturer must have experience of manufacturing cast machined items and has supplied cast machined items made of materials i.e. Cast iron directly or through their authorized dealer/distributor/Agent to IR Zonal Railways/IR PU/PSU / Central Govt./State Govt./RINL within last 5 years from the date of opening tenders, documentary evidence viz LOA/PO copy with receipt note/receipt challan /completion report must be uploaded along with offer, failing which offer shall be summarily passed over.

The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order 2017 revision dated 19.07.2024 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.
This is an indigenous open tender, and the Make in India policy is applicable. Hence, the local content can be increased through partnerships, cooperation with local companies, establishing production units in India or Joint Ventures (JV) with Indian suppliers, increasing the participation of local employees in services and training them. The bidders may bid accordingly.
HSN Code must be mentioned during quoting of tender.
Firm should mention place of inspection and upload documentary evidence (document issue by government) for the same.
