Eligibility Criteria

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Tenders from Joint ventures are not acceptable.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact valueMin Rs.500/- & Max Rs.7500/- soon after contract has been issued to bidder

As per Karnataka State Government order No. LD/300/LET/2006, Bangalore, Dated: 01-01-2007 and Government Letter No. PW/134/BMS/2007, Dated: 27-07-2007, a sum amounting to 1% of the bill amount will be deducted towards Construction Labour Welfare fund and Contractors should follow strictly prevailing rules of labour act

The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer District Level Officer and scan the Original Certificate and attach the scanned file to the Bid.

Financial Year will be reckoned as the period between first day of April and Thirty First day of March of succeeding year both days inclusive

Conditional tenders will not be accepted

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder

The Employer reserves the right to Reject any or all Tenders without assigning any reasons

Tenderer shall note that the Tenderer of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2: Instructions to Tenderer ITT, will be considered for evaluation

The rates of all items appeared in Bill of Quantities are inclusive of all leads and lifts

Royalty Charges will be Deducted in every bill of contract as per rules

The bidder is required to maintain the Bridge executed and completed projects during the defect liability period of 12 months from the date of completion of the work.

Only relevant document needs to be uploaded. un-necessary documents or any kind of fake documents will lead to rejection of tender

GST shall be paid to the tendered amount separately

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. The contractor should indemnify the client to that extent

The Item Rates quoted shall include the cost of Royalty charges on constructive materials & other taxes as per the rates prevailing Government Orders at the time of execution and including cost and conveyance of all materials, curing, loading and unloading with all leads and lifts, labour, hire charges of machinery & equipment, etc., complete and all incidental charges. All the items shall be executed as directed by the Engineer- in-charge of the work

Tenderer who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value

The bidders shall bear all costs associated with the preparation and submission of each tender, and the employer will in no case be responsible and liable for those costs

To Qualify for award of this contract, each bidder should give all details and documents as per technical and financial bid attached to this tender

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-4 KPWD and further orders thereon

Period for completion of work is 06 Months (Including Monsoon)

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit for an amount 5% of the Contract price

The Earnest Money Deposit Total 2,38,400.00/- shall be in two parts 1. Rs. 1,00,000/- by e-payment, Part 2. Balance EMD of Rs.1,38,400/- shall be in favour of Executive Engineer PWD, Dharwad Division, Dharwad, and may be in the form of Bank Guarantee issued by Nationalized/Scheduled Bank / in favor of Executive Engineer, PWD, Dharwad Division, Dharwad (Contractor should upload the scanned Copy of Bank Guarantee issued by Nationalized/Scheduled Bank. Original Bank Guarantee should be handed over by the bidders to THE EXECUTIVE ENGINEER, PUBLIC WORKS DEPARTMENT, DHARWAD DIVISION DHARWAD.

Any deviation/error/mistake found in units of items,they should be read as in the unified SR 2023-24 (2024-25 Continued SR, Issue Rates, prevailing order) and the rates shall be quoted accordingly.

The Department is not responsible for any delay in accessing e-procurement portal

Item for which no rates or price has been entered in will not be paid for by the Employer when executed & shall be deemed covered by the other rates & prices in the bill of quantities

As per Govt circular no GO-FD/AE 263/EXP12-2022 dt 11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted.

LOC/Letter of Credit should be in prescribed format-2, if not, then the tender will not be accepted

Financial turnover of previous years shall be given a weightage of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria mentioned in the next section

3.3) Each Tenderer should further demonstrate: (a) As per this note, each tenderer should demonstrate availability of few key equipments / machinery for execution of the work. However as per Govt circular no GO-FD/AE 263/EXP12-2022 dt 11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted. However it is obligatory for the contractor to use the following machineries for various activities involved in construction as per Morth specification.1) Excavator like JCB/Hitachi etc , 2)Tippers / Trucks, 3)Road Roller (vibrator), 4) Construction elevator , 5)Transit mixers, 6)Paver finisher, 7)Concrete Mixer , 8)Pug Mill (suitable Capacity).

Liquid assets and or availability of credit facilities of not less than Rs.79.47 Lakhs Credit lines or letter of credit or certificates from the banks for meeting the fund requirement etc. LOC or Letter of Credit should be in prescribed format as per KW-4 Bid Document. if not attached then the tender will not be accepted
