Comprehensive mechanised cleaning & housekeeping, repairs & maintenance of Civil, Electrical and Telecommunication assets/installations of the newly developed Jalandhar Cantt. Railway Station under Firozpur Division.

The tenderer must have minimum average annual contractual turnoverof V/N or 'V' whichever is less, where V= Advertised value of the tenderin crores of Rupees, N= Number of years prescribed for completion ofwork for which bids have been invited. The average annual contractualturnover shall be calculated as an average of "total contractualpayments" in the previous three financial years, as per the auditedbalance sheet. However, in case balance sheet of the previous year isyet to be prepared/ audited, the audited balance sheet of the fourthprevious year shall be considered for calculating average annualcontractual turnover. The tenderers shall submit requisite information asper Annexure-I, along with copies of Audited Balance Sheets dulycertified by the Chartered Accountant/ Certificate from CharteredAccountant duly supported by Audited Balance Sheet.

Technical Eligibility Criteria: Similar nature of Work: Any Civil Engineeringwork. The tenderer must have successfully completed or substantiallycompleted any of the following during last 07 (seven) years, ending lastday of the month previous to the one in which tender is invited, Threesimilar works each costing not less than the amount equal to 30% ofadvertised value of the tender, or Two similar works each costing not lessthan the amount equal to 40% of advertised value of the tender, or Onesimilar work each costing not less than the amount equal to 60% ofadvertised value of the tender.

The tenderer shall visit the site of work and acquainthimself/themselves with the conditions of work viz. approachroads and accessibility, nature of soil/rock, availabilityofmaterials, electric power, water for work and drinkingpurposes, site for labour camps, stores, godowns, extent oflead/lift in work, availability of skilled and unskilled labour etc.that may be encountered in the course of execution of work. Inshort, he/they should familiarize himself/themselves fully withthe conditions obtaining at site and FURNISH A CERTIFICATE TOTHIS EFFECT, in the Proforma appended as Annexure-C ofTender Document.

Tenderers are compulsorily required to upload certificate as perAnnexure - M (A) as the case may be, as stipulated in 2.2.6 of"General Tender Conditions and instruction to tenderers"without which the offer will be considered incomplete and will berejected summarily (Ref: RB letter No. 2022/CE- I/CT/GCC-2022/Policy dated 13.12.2022)

The tenderers must necessarily upload/submit the legaldocuments, pertaining to the constitution of their Concern asapplicable, along with the tender, as numerate in clause 2.4ofGeneral tender conditions and instruction to tenderer(s) oftender document.

Tenderer shall certify that they are not black listed or debarredby Railways or any other Ministry/ Department/PSU (PublicSector undertaking) of the Govt. of India/State Govt. fromparticipation in tenders/contract on the date of opening of bidseither in their individual capacity or as a member of the JV frm inwhich they were/are members

Tender must compulsorily upload ANNEXURE- QregardingEmployment/Partnership etc. of Retired RailwayEmployees without whichtender will be similarly rejected. Note:If applicable this Annexure-Q is to be given by each member ofJV.

Submit your bank details i.e. Name of the Bank along with BankBranch Code, Account Number, IFSC Code as per Annexure- J(Real Time Gross Saving (RTGS)/National Electronic FundTransfer (NEFT) (Model Mandate Form)) of tender document

The tenders confirms the option of taking payment through LCarrangement. The tenderer affirms having read over and agreedto the terms and conditions of the LC option.

The Tenderer must submit Mandatory certificate as perAnnexure-S (Instructions for bidders from a country whichshares a land border with India as per clause 2.4.3)

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Tenderer may please note that offers received withoutrequisite/mandatory documents as mentioned above, will beconsidered as invalid tender and for which contractor shall haveno claim on Railway.

Tenderers are compulsorily required to fill up/submit requisitedetails in prescribed Performa of Annexure C to G,I,J andAnnexure-L as per tender document without which the offer maybe considered as incomplete and be liable to be rejected

The tenderer's may note that the Railway reserves its righttoeither accept or reject any Bid/s without assigning anyreasonswhatsoever and tenderer s shall have no claim s onthisaccount

TAXES

The contractor shall be governed by the Taxes applicable attheplace of actual execution of work as per clause 23.0 ofGeneraltender conditions and instruction to tenderers

If on verification of credentials, at the evaluation stage, itisfound that the tenderer has submitted forged/fake documentsinsupport of his offer, his Bid Security shall be forfeitedbesidesbanning of business for a period of upto two year.

Care for submission of offer

Before submitting a tender, the tenderer will be deemed tohavesatisfied himself by actual inspection of the site and localityofthe works, that all conditions liable to be encountered duringtheexecution of the works are taken into account and that therateshe enters in the tender forms are adequate and allinclusive toaccord with the provisions in Clause-37 of theStandard GeneralConditions of Contract for the completion ofworks to the entiresatisfaction of the Engineer.

Tenderers will examine the various provisions of TheCentralGoods and Services Tax Act, 2017(CGST)/IntegratedGoods andServices Tax Act, 2017(IGST)/Union Territory Goodsand ServicesTax Act, 2017(UTGST)/ respective state's StateGoods andServices Tax Act (SGST) also, as notified byCentral/State Govt &as amended from time to time andapplicable taxes beforebidding. Tenderer's will ensure that fullbenefit of Input TaxCredit (ITC) likely to be availed by them isduly considered whilequoting rates.

The successful tenderer who is liable to be registeredunderCGST/IGST/UTGST/SGST Act shall submit GSTIN along withotherdetails required under CGST/IGST/UTGST/SGST Act torailwayimmediately after the award of contract, without whichnopayment shall be released to the contractor. The contractorshallbe responsible for deposition of applicable GST to theconcernedauthority

In case the successful tenderer is not liable to beregisteredunder CGST/IGST/UTGST/SGST Act, the railway shalldeduct theapplicable GST from his/their bills under reversechargemechanism (RCM) and deposit the same to theconcernedauthority.

The bidders who desires to participate against e- tenders,areadvised to electronically register themselves onwebsitewww.ireps.gov.in for which they would require to obtainClass IIIdigital certificate (if already not obtained) issued by CCAunderIT Act-2000

Bid Security shall be submitted by JV or authorized person ofJVeither as : (i) Cash through e-payment gateway or asmentionedin tender document, or (ii) Bank Guarantee bondeither in thename of JV, or in the name of all members of JV asper MOUirrespective of their share in the JV if the JV has notbeenconstituted legally till the date of submission of tender.

Tenderers are required to upload all relevant legal documentssuchas the MOA, AOA, Certificate of Incorporation,PartnershipDeed, Power of Attorney, Board Resolution, or LLPAgreementetc., as applicable - in accordance with Clause 2.4(Constitutionof the Tenderer) of the tender document. Pleasenote that thePower of Attorney and Bank Guarantee (against bidsecurity)must be duly notarized
