Complete work for Fabrication, Installation & Testing of carrier pipeline of size 8" NB 6.4 mm wall thk, API 5L Gr. X 52 , Grade PSL 2 across various crossings by HDD method (between the limits as defined in drawing - detailed construction drawings shall be prepared by the contractor duly approved by GGL/PMC) including design, detail engineering as per specification, approved procedures & applicable approved drawings. The job includes execution of the complete crossing and associated works, but not limit to following works in accordance with specifications, scope of work and instruction of Owner and as per provision of Contract document. Geotechnical, Hydrological and Hydrographical survey data for Bore Holes is enclosed in bid document to the extent available. Staking and installation of construction markers, clearing, fencing, grubbing, fullfilling all the requirements of various concerned statutory authorities to their entire satisfaction. Clearing & grading / cleaning of work area, shifting of all obstruction within the ROU/ pipeline corridor as per Pipeline route alignment viz. electrical lines/ poles, telephone line / poles, foreign pipeline/ utility cable, etc. Carryout liasioning & co-ordination works for Crossings and assistance in obtaining / getting permission from these authorities are covered in this item rate.
Barricading the pipeline construction area prior to execution of the works as per drawings enclosed with tender document and to the entire satisfaction of Owner / Engineer-in-charge (EIC) / Resident construction manager (RCM).

Carrying out cleaning, gauging, Magnetic Cleaning and Electronic Geometry Pigging, water filling, pre-hydrotesting of complete pipeline string in one section/ test sections as approved by EIC/RCM to specified test pressures (i.e.1.5 times of Design pressure) for 4 hours (As per latest code edition/guideline/ final decision of EIC) hold period; providing all equipment, pumps, test headers, fittings, pressure & temperature instruments etc., and services, supervision, labour, consumables, water, air, etc. as required; detection of leaks, if any occurred during pre-hydrotesting, attributable to Contractor and rectification of defects, re-testing after rectification with due approval of Owner, successful completion of pre-hydrotesting including dewatering of pipeline to acceptance criteria defined in the specifications. Supply of required quantity of corrosion inhibitor, if required for pre-testing of designated sections complete as per specification and approved by Engineer–in–charge (EIC)/ RCM. Note : i).Leak detection, its rectification and successfully re-hydrotesting shall be carried out by Contractor with a view that completion of all activity for successful pre-hydrotesting should not be inordinately extended / delayed , which will hamper the overall project schedule. Further, no extra payment claim shall be entertained for re-hydrotesting, leak detection and their rectifications if defects found attributable to Contractor. ii).Water quality shall be as per tender specification. iii).Payment for magnetic cleaning and electronic geometry pigging activity mentioned above shall be mentioned elsewhere in this SOR.
Application of coating material on field joints with surface preparation of pipeline string after successful pre- hydrotest. Field joint coating material shall be supplied of special type "Dirax" or equivalent Heat Shrink Sleeve along with supply of special type coating repair patch material PERP -60E or equivalent compatible with 3-Layer PE coating as per tender/technical specifiations with prior approval of EIC/RCM.
Preparation of pipe-book and other records as specified in the specifications
Mobilization & demobilization as per contractor's scope of supply of all materials and consumables to work site's, HDD machine & other associated equipment, manpower and other resources including handling, loading, unloading, aligning, etc. Acquiring the required land by Contractor for storage, fabrication, site preparation and develop temporary approach access to work site for transportation of pipes and other construction equipments etc
Getting permissions and work permit for river crossing as well as utility crossings (if any) encountered during river crossing prior to start the execution work from respective concerned authority.
Drilling to the required depth on the banks and bed including maintenance of drill hole in all types of strata including pebbels, cobbles, boulders, structures, soft & hard rock (majorly rocky terrain) , all depth to accommodate the pipeline at all conditions of the river crossings by HDD method.
Installation of the proposed 8"' inch pipeline at a minimum depth of 3 m (for normal soil)/ 2 m (for rocky strata) below the scour level or as desired by concerned authority (whichever is more stringent) or as per instruction of EIC by HDD method to the correct profile as per approved drawings. Decision of VCS/GGL on required depth of crossing shall be binding to the contractor.
Carrying out cleaning, gauging and post installation hydrostatic testing of complete pipeline section laid by HDD method as approved by Owner to specified test pressure providing all equipment, pumps, test headers, fittings, instruments, dead weight tester, pressure recorder, etc., and services, supervision, labour, consumables, water including supply of corrosion inhibitor, air, etc. as required for successful completion of hydrotesting of pipeline to acceptance criteria defined in the specifications; complete dewatering and swabbing of the pipeline.
Backfilling of the ditch / trench including restoration, clean-up of area, disposal of drilling fluid & waste, etc. to the satisfaction of Owner / Concerned Authority and getting NOC from concerned authority.
Preparation and submission of as built drawings & other drawings, etc. duly approved by Owner.
Final clean-up and restoration of additional land / right of use / corridor including obtaining NOC from respective land owners & statutory authorities if required, and disposal of debris and returning surplus material to Owner's designated disposal area(s)/ stockyard(s) as directed by Owner.
Carry out coating integrity test after pulling of pipeline accordingly contractor shall submit the procedure for approval as per the instruction of Engineer-In-Charge (EIC).
Preparation of as built drawings, pipe-book and other records as specified in the specifications

Brahmani river crossing along at Rourkela GA for carrier pipeline of size (8" Dia) 200 NB x 6.4 mm thk. of API 5L Grade X-52.
Notes: Crossing length indicated here is tentative & may vary as per site condition. Bidders are advised to visit the site for actual assessment of extent of crossing and to assess the extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge.
Geo-technical investigation, Hydrological and Hydrographical survey ( if required) shall be performed by the contractor as per item mentioned else where in SOR.The contractor shall submit design calculation and all construction (profile) drawings,survey data for GAIL Gas Limited / PMC approval. Work shall start only after approval of the above.
Contractor shall not be entilted for any extra payment due to location / area constraint, capacity of rig, etc.
Payment for above item no. shall be made only for the approved profile of final tie-in length laid by HDD method inline with proposed allignment route as per the instruction of Engineer-In-Charge.
Failure of activities ie; Pulling, Gauging, Post Hydro-testing etc…. shall be responsibility of Contractor and no payment shall be payable to contractor. Loss of free issue material occurred due to failure shall be treated in-line with the provision of reconciliation of free issue material.
Contractor have to provide GPS co-ordinate (both ends) of all the above mentioned HDD's to VCS/GGL for their future reference and GIS mapping.
Payment for carrying out liasioning & co-odrination works as well as utility/ foreign pipeline (if any) for crossings & obtaining permission / NOC from these authorities and also paymemt for liasioning with the NH/ Local land owners etc. for positioning of the HDD machine and accessories during execution of work is included in above item rate.
Welding of joints in carreir pipeline
Carry out welding of carrier pipeline / HDD string for laying by HDD method ( For new joints )
Welding of new joints of carrier pipeline laid by HDD method as per the description mentioned in SOR item No. 1.0
Carry out repair (segment wise) of welding in carrier pipeline / HDD string for laying by HDD method (Already welded joints)
Repair of welding joints/segments as per radiogaphy report and carrying out repairs of weld joints found defective by Engineer-in-Charge (EIC) / RCM , Carrying out re-radiography and other tests as required on repaired joints.As per the tender specification.
Carry out welding of cut-out and re-bevelled joints in carrier pipeline / HDD string for laying by HDD method (Already welded joints )
Welding of cut-out and re-bevelled joints as per radiogaphy report and carrying out repairs of cut-out joints and re-bevelled joints weld joints found defective by Engineer-in-Charge (EIC) / RCM , Carrying out re-radiography and other tests as required on repaired joints. As per the tender specification.
Note: 1. All above type of welding shall be complete as per the technical specification and latest code edition as per requirements contract. 2. The quantities mentioned above are tentative and may increase or decrease depending upon the site conditions/requirements. 3. Other NDT test before and after welding shall be done as per the technical specification. No separte payment shall be made under this SOR item. Hence, bidder qoute accordingly.
Radigraphy of welded joints in carrier pipeline including Videography Performance of radiographic inspection in all joints for carrier pipeline laaid by HDD method by X-ray or gamma radiation as per scope of work and as per specifications in piping of all types (mention in SOR) and thickness including providing/hiring of all necessary equipments, supply of all consumables, and whatever else even though not expressely mentioned but required to perform the work as per specifications and instructions of Engineer-in-Charge (full circle re-radiography of the repaired joint and additional radiography necessitated due to poor performance of contractor's welder shall be carried out by the Contractor at his own cost and shall not be paid extra by Company). Radiographs shall be submitted to the Engineer-in-Charge for acceptance, whose decision shall be final and binding.

GEOTECHNICAL INVESTIGATION, HYDROGRAPHICAL & HYDROLOGICAL SURVEY OF RIVER/CANAL/NALA/ WATERBODIES
Carrying out Pre-construction survey and detail survey for crossings after liasioning & coordination from concerned authority. Detail survey includes minimum but not limited to carrying out complete Geotechnical Investigation ( including all laboratory test & field test) , Hydrographical & Hydrological Survey of BRAHMANI RIVER for the purpose of crossing by HDD method including obtaining work permit / NOC from concerned authority complete in all respect as per Scope of Work & Technical Specification and instruction of Engineer-In-Charge (EIC)/RCM and submitting Final Report & Drawing (along with soft copy) incorporating all field and laboratory data, Drawings, Maps, Data etc. (One Set) in an approved format with full scale for Soil Investigation, Scour Depth etc. in accordance with the Technical Specification, Drawings/documents, implementation schedule and other provisions of the Tender Document and instructions of the Engineer-in-charge (EIC)/RCM.
Note : (i) Bidder/contractor have to execute Geo-technical, hydrological & hygraphical survey as per technical specification and direction of EIC
(ii).For geotechnical survey/investigation: Two Nos bore holes each at both banks (Bore hole at each bank shall be 100 metre centre to centre) of depth 20.0 meter and in river bed bore holes of depth 25 m at a distance of 75 meter centre to centre.
(iii).Laboratory test & field test shall be as per technical specification & tender documents.
(iv). Bore hole location shall be decided at site during execution as per the instruction of Engineer-In- Charge (EIC).
(v).For Hydrographical survey/investigation: Hydrographical survey shall be done upto 250 M either side of bank .
LAYING OF PIPELINE THROUGH OPENCUT METHOD (BOTH SIDE OF CROSSING)
Trenching to all depths and to a width to accomodate the carrier pipeline during lowering by excavation in all types of soils, pebbels, cobbles, boulders, structures, rocky strata including rocky terrain & raking up of built-up surface / Hard surface of any type including metal road/ surface , concrete road/ surface, bituminous road/ surface, asphalt road/ surface etc. which is breakable in pieces shall be carried out either by breaking, chiselling or otherwise cutting etc manually or using pneumatic machine. Further, built-up surface of any type including tiled surface, paver block, brick lined etc.which is breakable/removable in pieces manually shall be carried out without using pneumatic machine. All tiles/ slabs/ paver block/ curb stones etc.removed during excavation shall be placed properly and storing excavated soil, reusable materials at designated area as directed by Engineer in charge and to a width to accommodate the pipeline as per the relevant standard/ specification etc. [The cover of pipeline shall be in between 1.0 meter to 1.5 meters depending upon site conditions and shall be measured from top of pipeline coating to the top of undisturbed surface of the soil or as per SCC/ relevant code, whichever is higher]. Dewatering of trenches if required as per site condition. Padding & Backfilling of the trench after lowering the pipeline. However,Raking up of built-up surface / Hard surface of any type including metal road/ surface , concrete road/ surface, bituminous road/ surface, asphalt road/ surface etc. which is breakable in pieces shall be carried out either by manually or using pneumatic machine and tiled surface, paver block, brick lined etc.which is breakable/removable in pieces manually shall be carried out without using pneumatic machine and proper placement of all tiles/ slabs/ paver block/ curb stones etc. removed during excavation included in SOR items.
Surveying of route and detours required at the time of execution including marking the same in topographical sheet, preparation of construction drawings showing survey details, and submit same to Owner for review / approval.

During construction, methodology of laying of steel pipeline for opencut method shall be decided as per requirement of various Government statutory/ environment authorities and the same methodology of steel laying shall be binding to the contractor for Authority's entire satisfaction. Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation / handling.
Stringing of line pipes along pipeline trench / ROU provided on sand/soft soil bags including all supplies, manpower & machinary etc.
Checking, cleaning, aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments including pipe fittings, welding, carrying out non-destructive testing of welds as required including 100% radiography by X-ray either by internal source or external source based on site conditions/front availability and in this regard decision of EIC shall be final and binding to the contractor (In case placement/installation of X-ray equipment is not feasible, in that case Gamma ray may be permitted as per decision of Engineer In-Charge(EIC) based on site conditions) and providing all requisite equipment, labour, supervision, materials, films, consumables, all facilities and personnel to process, develop, examine and interpret radiographs and other tests as required, carrying out repairs of weld joints found defective by Engineer-in-Charge, carrying out re-radiography and other tests as required on repaired joints.
Supply and application of coating material on field joints as per tender/technical specifiations with prior approval of EIC/RCM.
Supply of warning mat in multiple lot based on site condition/requirement and their installation over the entire length of the pipeline laid in open-cut trench as per specification. Warning mat for pipeline shall be supplied as per the technical specification enclosed in the bid document. The material of warning mat shall be of high density polyethylene and non-biodegradable type. It shall have non-toxic and anti-rodent properties.
Supply and installation of slope breakers, wherever required or, as directed by Onwer / Engineer–in–charge.
Crossing of all-foreign pipeline / HT line / cable / any other utilities etc. with necessary concrete / PVC protection including coordination with all agencies and obtaining NOC.
Payment for carrying out liasioning & co-odrination works as well as obtaining permission / NOC from concern authorities and also paymemt for liasioning with the NH/ Local land owners etc. during execution of work is included in above item rate.
Installation of bank protection & associated works along with supply of all types of backfill materials etc. duly approved by EIC for pipeline trench and banks falls under minor water body crossing as per technical specification & Std. Drg., wherever required or, as directed by Owner / EIC.
Restoration, clean-up of area, disposal of drilling fluid & waste, etc. to the satisfaction of Owner / Concerned Authority and getting NOC from concerned authority.

Supply and installation of LR bends / Cold pulled bend etc. as per the specification of any degree for hook-up of pipeline in both side of crossing shall be of contractor scope. Contractor shall visit site for actual assessment and qoute accordingly.
The quantities mentioned above are tentative and may increase or decrease depending upon the site conditions/requirements.
The rates shall be applicable for all locations / region/ charge area within & around the GA.
Contractor shall ensure that no tree/plant cutting shall be carried out during Pipe Line Laying operations.Trenching shall be carried out manually if needed, so as to ensure no damage to plant/tree/OFC /water pipe line /telephone line/sewage line/electric cable and other under ground utilities.
Contractor have to use rock cutting tool or other approved methodlogy for trencing in rocky starta.Supply and installation of rock shield as per specification including padding through sand/soft soil is inclusive in above item.Bidder have to quote accordingly.
The above rate shall be inclusive of hydrotesting of complete pipeline including hydrotesting of all crossing sections along-with the mainline.
Borrowed soil supply and installation shall be included under the SOR items no separate payment shall be paid to contractor. Hence, contractor are advised to visit the site for actual assessment and qoute accordingly.
Final Hook-up and Tie-in welding of carrier pipeline laid by HDD method with existing pipeline at both the ends
Carrying out tieing-in & hook-up with exisiting laid pipeline including laying of transition piping upto 12 m or as per decision of EIC for hook-up with existing Mainline on either side of HDD crossing including all excavation/ trenching in all kinds of soil including rock,transportation of coated pipe from owner's stackyard, cutting of pipe, pre-testing of pipe sections before hook-up, making field bends out of pre-tested pipes (pipes shall be supplied by Owner) to match the site requirement, welding, carrying out 100% radiography, field joint coating, holiday detection, repair of damaged coating, warning mat (if required), backfilling and making through the pipeline etc. complete in all respects as per specifications and directions of Engineer-in-Charge.

Idle Time Preservation
Preservation of complete HDD pipeline section (installed by Contractor) and its maintenance upto (01) one month by filling and pressurising the pipeline section with nitrogen to a positive pressure of 2 bars (g). Supply and maintenance of nitrogen at required pressure, including supply of all consumables, nitrogen, all equipment, manpower, etc., complete as per requirement of specifications, other provisions of contract document and instruction of Engineer In-charge.

Carrying out Calliper survey for ascertaining the internal geometry of the installed pipeline sections including mobilization/ demobilization of pigging tools, tackles, consumables, accessories and personnel by contractor at work site including magnetic pig, electronic geometry pig, preparation and cleaning of the pipeline sections by running series of foam pigs for cleaning the line from debris, water & making it dry for launching calliper pigs, running of magnetic pig for cleaning of ferrous residue, launching and receiving the electronic & standard calliper pigs, data retrieval, interpretation of data and submission of reports in the form acceptable to the Owner, rectification of defects observed from calliper survey, including supply of all labour, materials, equipment & instruments, calliper pigs, fabrication of launching & receiving barrels, all complete as per specifications and directions of Engineer-in-Charge (EIC).

TEMPORARY CATHODIC PROTECTION
Design, Detailed Engineering, Survey, Supply, Installation, Testing and commissioning & Monitoring of the temporary cathodic protection [TCP] system using galvanic anodes to protect the external surface of the entire steel pipeline network approximately 970 M in length, against soil- side corrosion for minimum 2 years or till commissioning of permanent CP system whichever is later. All work shall be carried out conforming to the Scope of work, Design Basis, Data Sheets, standard specification,and vendor list attached and provisions of GCC, SCC including Technical specifications, OWNER/CONSULTANT approved survey report/design package, including all materials, equipment's, consumables, start up/commissioning spares etc. including transportation, storage of materials at site, manpower, in line with direction of Engineeer in-charge.
Supply and installation of Test lead Points (TLP/Test stations) Small Size (300mm X 275mm X 230mm), with lockable door in weather proof IP-55 construction as per specifications and standard drawings complete with bakelite connection plate, connection studs terminals, 4” dia heavy duty pipe, base plate welded at the bottom including MS bend for concrete base, M-20 grade concrete foundation as per standard drawings & miscellaneous works such as excavation and backfilling for foundation/trenches for cable laying. The work shall include PCC over foundation after installation of TLP, supply & fixing of a name plate containing the details like KM location, identification, TLP No., Marking of connection scheme, type etc., on the inside of the cover including the cost of all labour, materials, tools & tackles etc.
Supply & Installation of pre-packed Mg Anode (7.5 Kg) with FACTORY CRIMPED tail cable 1Cx10 Sq.mm Unarmoured cable (with sufficient length) & encapsulation kit for cable connection termination of Anode tail cable in the TLP etc. Howevever min one anode is to be installed at every one kM with test staion.
