Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-procurement portal due to internet connectivity issues and technical glitches at bidders end.

Tenders from Joint ventures are not acceptable.

The tender is of two cover system.

Aspiring Bidders/Contractors who have not obtained the user ID & Password for participating in e-Procurement, may now obtain the same from the website www.kppp.karnataka.gov.in

After evaluation of Technical Bid and whose offer meet the PQR and technical specification of the tender/bid in complete manner will be accepted and only such bidders Financial bid will be opened.

Bidder has to supply the materials as specified in the Section III - Technical specification & Scope of Supply.

Right to accept or reject any or all the tenders without assigning any reason is reserved by the undersigned.

The quantity of materials mentioned/indicated in tender may vary depending on the final requirement at the time of placing the Purchase order. KPCL reserves the right to verify the authenticity of any or all the certificates furnished by any or all the tenders from the authorities who have issued the same. If it is found that any of the agency/agencies have furnished false certificates/ information, the tenders submitted by them are liable for rejection.

Conditional tenders will not be accepted.

The bidder shall quote in Indian Rupees only. The UNIT RATE quoted in e-portal is on FOR destination basis i.e., inclusive of GST, P&F, Freight and Insurance charges.

The bid of the bidders whose contracts have been terminated/ foreclosed in KPCL or elsewhere during last 03 years and also those who do not meet the pre qualifying requirement will be rejected.

Section I, Section II, Section III, Instruction to bidders, General Information, Form of Bid & Self declaration are part of the Tender document.

Bidders shall have IT-PAN No. and GST registration certificates. In proof, IT-PAN and GST registration copies shall be furnished through e-portal.

Micro and Small Enterprises registered with NSIC under a single point vendor registration scheme only will be considered for EMD exemption.

Technical Criteria

Past Experience

The bidder shall be a regular manufacturer / supplier / agency / firm / authorized dealer and shall have proven experience in the field of manufacturing/supplying of similar tendered items to Power Houses/Power Utilities/Reputed organizations. In proof of the above, purchase order / work order copies of value not less than Rs. 1.19 lakhs in a single Purchase Orders / work orders (considering supply portion only for work orders) issued in the last five financial years (2021-22 to 2025-26) and same documents issued from the competent authority shall be uploaded in e-portal (weightage of 10% per year will be considered for 5 preceding financial years to bring them to the present price level of financial year in which the tender is invited).

Financial Status

The bidder in the last five financial years (2021-22 to 2025-26) should have achieved in at least two financial years an average annual turnover of Rs.2.38 lakhs. In proof, annual reports/turn over certificates duly certified by the Chartered Accountant shall be uploaded in e-portal (weightage of 10% per year will be considered for 5 preceding financial years to bring them to the present price level of financial year in which the tender is invited).
