In case of Original Manufacturer, The Bidder should have manufactured, tested and supplied at least 80percent and 40per in respect of Micro and Small Enterprises of the tendered quantity of safety equipment in the preceding 3 years i.e 2022-23, 2023-24 and 2024-25 and last 2 years i.e 2023-24 and 2024-25 for Micro & Small Enterprises to Electricity Distribution companies or Government Electrical Utilities,PSUs. 2.In case of Authorized Dealer or Distributor a. In case of Original Manufacturer The Bidder shall have Performance certificate issued by any Electricity Distribution Companies or Govt. Electrical Utilities,PSUs for having satisfactory operation for in the Preceding 3 years i.e 2022-23, 2023-24 and 2024-25 as on the date of bid submission for minimum of 80per and 40per in respect of Micro and Small Enterprises of tendered quantity tendered type safety equipment 2 In case of Authorized Dealer or Distributor a.The Original Manufacturer should have performance certificate issued by any Electricity Distribution Companies or Govt. Electrical Utilities,PSUs for having satisfactory operation for Preceding 3 years i.e 2022-23, 2023-24 and 2024-25 as on the date of bid submission for minimum of 80per and 40per in respect of Micro & Small Enterprises of tendered quantity of tendered type safety equipment And b. The Authorized Dealer or Distributor should have performance certificate issued by any Electricity Distribution Companies or Govt. The Bidder should be in existence as any of the following.Company incorporated in India under the Companies Act,1956,2013 including any amendment thereto, b)LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto c)Partnership Firm under Partnership Act, 1932 in India d) Sole Proprietorship Concern.Documents to be uploaded.i. Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956,2013 along with Memorandum of Association and Articles of Association of the Company.ii. The Bidder shall be a Manufacturer or Authorized Dealer or Distributor of safety equipment.Documents to be uploaded In case the Bidder is a Manufacturer, valid documentary proof such as license issued by Commerce and Industries department or any other Government Statutory Authority shall be uploaded. In case of Authorized Dealer or Distributor,a.Manufacturing license of Original Equipment Manufacturer b.Valid authorization letter from the Original Manufacturer assuring full guarantee, warranty as per the tender conditions, from the manufacturer shall be uploaded

The Bidder should have a minimum of 3 years works experience in Manufacturing or Supplying or Distribution of tendered safety equipment as on date of bid submission. Documents to be uploaded Scanned copy of Purchase order Order completion certificate issued by Electricity Distribution Companies or Govt. Electrical Utilities,PSUs, demonstrating experience of 3 years shall be uploaded.

The Average Annual Financial Turnover of the Bidder shall not be less than the Amount Put to Tender However it will be 50per in respect of Micro & Small Enterprises during the preceding 3 financial years i.e., 2021-22 2022-23,2023-24 However, it will be last 2 years i.e 2022-23 & 2023-24 for Micro & Small Enterprises. Documents to be uploaded Certified copies of audited financial statements such as P&L statement, Balance sheets for the required FYs shall be uploaded

The Liquid Assets as on 30.11.2025 or at a later date before submission of the bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facilities in any Nationalized, scheduled Bank shall not be less than 25per of the amount put to tender.Documents to be uploaded The cash at Bank, Bank Deposits and availability of fund based credit facilities shall be supported by a certificate issued by Nationalized,Scheduled Bank shall be uploaded. If the Bidder has banking with more than one Bank, then the available balance liquid assets mentioned above on a particular date i.e., as on the last date of previous month of tender inviting date or any date before submission of tender shall be the same date and time for all the banks In case of Fund Based credit facility, the certificate issued by Nationalized,Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on the last date of previous month of tender inviting date or at a later date, before submission of the bid shall be uploaded. The certificate shall be submitted in the format as per Annexure-I

The bidder should have valid Bureau of Indian standard (BIS) certification for applicable equipments if BIS is not applicable than ISO certification shall be considered. Documents to be uploaded valid BIS or ISO shall be uploaded. Note Incase of authorised dealer or distributor BIS or ISO certification of OEM shall be uploaded.

The Bidder should have the valid type test certificates for having conducted all the type tests mentioned in the relevant IS technical specification on tendered type safety equipment at CPRI or ERDA and such type test certificates shall not be older than five years as on the last date of bid submission for applicable equipments if testing facilities are not available then only valid type test certificates NABL accredited Govt. labs testing shall be considered Documents to be uploaded The Bidder should have the valid type test certificates for having conducted all the type tests mentioned in the relevant IS technical specification on tendered type safety equipment at CPRI or ERDA such type test certificates shall not be older than five years as on the last date of bid submission for applicable equipments, if testing facilities are not available then only valid type test certificates NABL accredited Govt. labs testing shall be considered Note. The bidder shall submit two samples of tendered materials confirming to the tender specifications to the office of Tender Inviting Authority (TIA) within due date and time notified for submission of bid.

The Bidder should not be under Default,Debarred,Blacklisted by any Electricity Distribution Companies or Govt. Electrical Utilities,PSUs, as on the date of bid submission Documents to be uploaded.Scanned copy of the self-declaration on notarized stamp paper of Rs.500 by the Bidder adhering to this clause shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.

Litigation History,The Bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the preceding five years, a consistent history of awards involving litigation against the Bidder or any partner may result in rejection of Bid. Documents to be uploaded. Scanned copy of the self-declaration on notarized stamp paper of Rs.500 shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.

Any Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. As per Government Order No. FD 455 Exp-12, 2020 dated 25.08.2020.Documents to be uploaded. Scanned copy of Self-declaration on notarized stamp paper of Rs.500 shall be uploaded regarding Boarder sharing or not. A certificate for having read the clauses is required to be submitted, uploaded by the Bidder separately in the following format, I have read the clause regarding restrictions on procurement from a Bidder of a country which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfils all requirements in this regard and is eligible to be considered.
