Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Executive Engineer, No.1 Division, KSDB, Mysuru invites Item rate tenders on behalf of Commissioner KSDB, Bangalore for the development works from eligible registered Contractors

The tenderers may submit tenders for the works given in the table below through e-procurement portal of the Government of Karnataka only (viz., http://eproc.karnataka.gov.in).

Tender documents may be downloaded from Government of Karnataka web site from the http://eproc.karnataka.gov.in/eportal/index.seem under login for contractors after login please scroll down to the right bottom to see list of tenders please click there to find the details of IFT and download copy of tenders. The tenders can be downloaded in the portal as per prescribed date and time published in the portal only. Interested contractors who wish to participate should remit online transaction fee for tender after registering in the e-portal. The transaction fee is non-refundable.

The bids along with EMD is to be submitted in e-portal and to be submitted as per the instructions in the bidding documents.

GST will be paid to the tendered amount separately

If the tender of the successful tenderer is seriously unbalanced in relation to the Employers estimate of the cost of the work to be performed under the contract the Employer may require the Tenderer to produce detailed price analyses for any or all items of the bill of Quantities, to demonstrate the internal consistency of those prices with the construction methods and schedule proposed. After evaluation of the price analyses, the Employer may require that the amount of the performance security set forth in SBD be increased at the expense of the successful Tenderer to a level sufficient to protect the Employer against financial loss in the event of default of the successful under the contract.

The Terms & Conditions laid down in Karnataka Transparency in Public Procurements Act 1999 and Rules 2000 with subsequent amendments are applicable.

The Executive Engineer, Karnataka Slum Development Board, No.1 Division Mysuru at any time during the bid process, at his discretion and without assigning any reason thereof reserves the right of Annulling the bid process in full or part Rejecting any/or all bids.

To qualify for award of this contract, each Tenderer in his name should have in the last Five years period i.e. 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 achieved in at least two financial years a minimum financial turnover in all classes of civil engineering construction works not less than the Amount Put to Tender. (Submit the scanned copy of the Profit & loss statement indicating the contract receipts certified by the chartered accountant).

To qualify for award of this contract, each Tenderer in his name should have in the last Five years period i.e. 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 satisfactorily completed as prime contractor for at least one similar nature of work to an extent of 50% of the cost of the work (Scanned copy of the Work done Certificate issued by competent Authority not below the rank of Executive Engineer should be uploaded.).

GST is deducted from the contractor bills at the rate of (CGST 1%) And (SGST 1%) of the cost of the construction incurred as per Government Order.

Deduction of Royalty as per the prevailing rates established under the Karnataka Mines and Mineral Concession rules will be made. (At the time of billing Royalty MDP Certificate should be produced compulsorily)

Collection of CESS at the rate of 1% of the cost of the construction incurred by the builder/employer etc., under the building and other construction workers welfare CESS Act-1996 (as per prevailing orders) will be deducted.

Tenderer shall obtain the Work done Certificate including postal address phone number e-mail id in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the tender.

All formats prescribed in the bid documents shall be filled in complete manner.

Liquid assets and or availability of credit facilities of not less than (Credit lines/ Letters of Credit/ Certificates from Banks) for meeting the fund requirement etc., (usually 30% of the amount of contract).

If the Tenderer intend to quote less than the estimated cost, the tenderer shall pay a FDR for the tender difference amount quoted drawn in favour of Executive Engineer, KSDB, No.1 Division, Mysore payable at Mysore from nationalized bank. The scanned copy of Tender Difference Amount FDR Should be uploaded in e-procurement platform before final date and time of closing to upload the documents and the tender Difference Amount FDR should be produced for physical verification on Tender opening day during office working hours (i.e. before 5.30pm) at Executive Engineer, KSDB, No.1 Division, Mysore. If the tenderer fails to produce the original FDR of Tender Difference Amount quoted in tender, he will be disqualified. The FDR for difference amount shall not be accepted after completion of the specified time schedule. This difference amount will be returned after satisfactory completion of the work.

If the Tenderer fails to start the work within the scheduled time period after the issue of Work Order, Executive Engineer holds the right to forfeit the FDR of the Tender Difference amount submitted.

The amount Put to Tender is Exclusive of GST. So the contractor has to quote the rates exclusive of GST and 18% GST will be paid at the time of billing.

The tenderer should visit the proposed constructions site as the construction sites are scattered in slums & submit the feasibility report regarding men, material & completion of the works by hand to the AEE of Hassan Sub-Division Further the tenderer should obtain a site feasibility declaration letter issued by AEE addressed to the Executive Engineer, KSDB, No.1 Division Mysore & upload it in e-portal along with the technical bid & produce the same for physical verification on the date of opening of Technical bid as specified in the calendar of events during office working hours (i.e. before 5.30pm). Failing to comply with this condition will make the tenderer liable for rejection.

Please note henceforth, any changes in the notification or contents of tender process schedule will not be published through newspapers and further changes will be updated on e portal.

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Total value of civl engineering works executed and payments received in the last five years (year-wise)
