Financial Eligibility Criteria: The tenderer must have minimum averageannual contractual turnover of V/N or V which ever is less ; where V=Advertised value of the tender in crores of Rupees N= Number ofyearsprescribed for completion of work for which bids have been invited.The average annual contractual turnovershall be calculated as anaverage of "total contractual payments" in the previous three financialyears, as per the audited balance sheet. However, in case balance sheetof the previous year is yet to be prepared/audited, the audited balancesheet of the fourth previous year shall be considered for calculatingaverageannual contractual turnover. The tenderers shall submit requisiteinformation as per Annexure-VIB, along with copies of Audited BalanceSheets duly certified by the Chartered Accountant/ Certificate fromChartered Accountant duly supported by Audited Balance Sheet.
Technical Eligibility criteria: (a)The tenderer must have successfullycompleted or substantially completed any of the following during last 07(seven) years, ending last day of month previous to the one in whichtender is invited: Three similar works each costing not less than theamount equal to 30% of advertised value of the tender, or Two similarworks each costing not less than the amount equal to 40% of advertisedvalue of the tender, or One similar work each costing not less than theamount equal to 60% of advertised value ofthe tender. (b) (i) In case ofcomposite works (e.g. works involving more than one distinctcomponent, suchas Civil Engineering works, S&T works, Electrical works,OHE works etc. and in the case of major bridges - substructure,superstructure etc.), tenderer must have successfullycompleted or substantially completed anyof the following during last 07(seven) years, ending last day of month previous to the one in whichtender isinvited: Three similar works each costing not less than theamount equal to 30% of advertised value of eachcomponent of tender,or Two similar works each costing not less than the amount equal to 40%of advertisedvalue of each component of tender, or One similar workeach costing not less than the amount equal to 60%of advertised valueof each component of tender. Note: Separate completed works ofminimum requiredvalues shall also be considered for fulfillment oftechnical eligibility criteria for different components. Workexperiencecertificate fromprivate individual shall not be considered. However, inaddition to work experiencecertificates issued by any Govt. Organisation,work experience certificate issued by Public listed companyhavingaverage annual turnover of Rs 500 crore and above in last 3 financialyears excluding the currentfinancial year, listed on National StockExchange or Bombay Stock Exchange, incorporated/registered atleast5years prior to the date of closing of tender, shall also be consideredprovided the work experiencecertificate has been issued by a personauthorized by the Public listed company to issue such certificates. Incasetenderer submits work experience certificate issued by public listedcompany, the tenderer shall alsosubmit along with work experiencecertificate, the relevant copy of work order, bill of quantities, billwisedetails of payment received duly certified by Chartered Accountant,TDS certificates for all paymentsreceived and copyof final/last bill paid bycompany in support of above work experience certificate.SubstantiallyCompleted Work means an ongoing work in which payment equal to ormore than 90% of thepresent contract value (excluding the paymentmade for adjustment of Price variation (PVC), if any) has been made tothe contractor in that ongoing contract and no proceedings oftermination of contract onContractor's default has been initiated. Thecredential certificate in this regard should have been issued notprior to60 days of date of invitation of present tender.
Definition of Similar Work :- Any Civil Engineering work consisting of construction of bridge/ROB/RUB work along with open/well/pile foundation.
