Tender for Design, Manufacture, Testing and Supply of Control Cables of the size 19CoreX2.5Sqmm

The tenderer should be a manufacturer who must have manufactured, tested and supplied the equipment (s) similar to the type specified in the ‘Schedule of Requirements’ up to at least xxxx % of the quantity required in any one of the last 3 years. The equipments offered for supply must be of the most recent series models incorporating the latest improvements in design. The models should have been released on or after xxxxx and be in satisfactory operation for xxxxx months as on date of tender opening. Certificates to be provided as per Section XII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per General Conditions of Contract and Special Conditions of Contract. Manufacturers Authorization Form to be provided as per Section XIII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The tenderer, as authorized representative/dealer , has supplied, installed and commissioned satisfactorily at least xxxxx % of the quantity similar to the type specified in the Schedule of Requirements in any one of the last three years which must be in satisfactory operation for at least xxxxx months on the date of tender opening. Certificates to be provided as per Section XII of Tender Document.

The legal status, place of registration and principal place of business of the company or firm or partnership.

Details of experience and past performance of the tenderer on equipment offered and on those of similar nature within the past three/five years2 and details of current contracts in hand and other commitments.

A detailed description of the essential technical and performance characteristics of the goods.

A list giving full particulars, including available sources and current prices, of spare parts, special tools, etc., necessary for the proper and continuing functioning of the goods for a period of two years, following commencement of the use of the goods by the Purchaser.

The Bidder shall be a manufacturer and should have a minimum experience of 5years prior to this notification in designing, manufacturing, testing of equipments/materials as specified in the tender. (Bidders must furnish the supporting Documents). (The firm shall enclose P.O. Copies issued by State/Central owned Transmission /Generation Utilities).

The performance of the equipments supplied by the bidder in the past would also be reckoned for considering the offers.

The Tenderer shall be individual Proprietorship firm or partnership firm or Company Registered under Companies Act 1956/2013. Supporting documents to be provided & to be uploaded. In support, Certificate of Incorporation, GST registration certificates with GSTIN number and ISO certificate, factory license etc., shall be furnished.Note: The successful bidder who has GST registration in other states should have GST registration in the State of Karnataka mandatorily at the time of issue of Purchase Order.

The bidder should have manufactured at least 80% of the quantity of Tendered material/equipment. (Bidders have to furnish the supporting Documents such as P.O) and they should be in successful operation for at least two years as on the date of bid opening. Further, the Bidder shall furnish the Performance Certificates for at least 30% of the tendered materials and the performance certificates should have been issued by the State/Central owned Electricity utilities / Generating utilities only, and issuing officer shall not be below the rank of Executive Engineer or equivalent division head. The performance certificate shall be indicating the capacity, make, name of the sub-Division where it is installed, date of commissioning etc., in order to show that tendered materials/equipments of this bid were in successful operation for at least TWO years as on the date of bid opening.

The Bidder shall furnish type test certificates not older than Five years as on the date of bid opening for having conducted successful type tests at CPRI/ERDA test house as per the relevant IS/IEC standards on the equipment/material specified in the bid. Bidders shall have to upload the type test certificates of the material/equipment specified in the present enquiry as per the relevant IS/IEC standards.

In case the type test reports for the specified equipment/material in the present enquiry are older than 05 (Five) years or if type test reports are issued by NABL laboratory(Other than CPRI/ERDA) or if one/some of the test reports are not available for the specified equipment/material in the present enquiry, in that case the bidder shall give an undertaking agreeing to conduct all type tests on the 1st Unit or any other unit at the discretion of KPTCL in a CPRI/ERDA Laboratory if order is placed on the firm without affecting the Delivery Schedule and at no extra cost to KPTCL

KPTCL may conduct type tests as per relevant standards at its cost on a random sample of Tendered material /equipment specified in the present enquiry at any point of time during the contract at CPRI/ERDA Laboratory. However, the successful bidder shall have to bear the transportation cost. The bidder shall have to give an undertaking to this effect. Otherwise, the bid is liable to be rejected. This clause is not applicable if the bidder submits/uploads the type test certificates not older than 07 years as on the date of bid opening for having conducted successful type tests at CPRI/ERDA test house as per relevant IS/ISC standards.

The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with KPTCL. A history of awards involving litigations against the Bidder or any part or JV may result in rejection of bid. The Bidder should furnish the self-declaration stating the above & upload the same along with the other documents in the relevant field in the E-procurement portal, failing which the offer is liable to be rejected

Disqualification for non-performance, The bidder should not have been disqualified for non-performance in any of the Government utilities in the past five years. The bidder shall furnish a self-declaration to this effect failing which the offer is liable to be rejected.

Details on blacklisting, The bidder should not have been blacklisted by any State or Central Generating or Transmission Utility as on the date of bid submission. The bidder shall upload a declaration in this regard and non furnishing of the declaration will result in rejection of the Bid.

In case the information furnished by the Bidder is found to be false at any stage of tendering /execution then KPTCL at its discretion may take action against such Bidder. If false information is found at the Tendering stage KPTCL may forfeit the EMD paid disqualify the offer of such Bidder and or Black list the Firm. If false information is found at execution stage then KPTCL may cancel the order forfeit the Bank Guarantee furnished against the performance of the contract Black list the Firm and recover excess money paid by KPTCL (if any).The bidder should not have been blacklisted by any State/Central Generating/ Transmission Utility as on the date of bid submission. The bidder shall upload a declaration in this regard and non-furnishing of the declaration will result in rejection of the Bid. The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with KPTCL. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid. Bidders should furnish the self-declaration stating the above and upload the same along with the other documents in the relevant field in the eprocurement portal failing which the offer is liable to be rejected

The Bidder shall upload the power of attorney in the prescribed format on Rs.500/- Bond paper which is uploaded along with the tender documents on the date of bid opening.

The Bidder should provide bid validity for 180 days from the date of opening of the bid on Rs.100/- stamp paper as per format.

If part or full price sheets or prices are exposed in the Techno-Commercial Sheets or Techno-Commercial Bid of the Bidder then, the offer of the Bidder will be rejected.

Any Tenderer/ Bidder from a country which shares a land with India border will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority. A certificate for having read the clauses specified in Section-XVI of the tender documents under the heading Eligibility clauses in respect of restrictions on procurement from a Tenderer/Bidder of a country which shares a land border with India shall be uploaded by the Tenderer/Bidder in the following format:

The liquid assets & availability of credit facilities of no less than 30% of the requirement(Credit lines/letter of credit/certificated from banks for meeting the funds requirements etc.,(usually the equivalent of the estimated cash flow for 03 months in peak construction period) i.es Rs.11,45,921.00 as on Sept-2025 as per Annexure.

Financial Capability corresponding to bidders highest Annual Turnover of the best one year during preceding 3 years out of last preceding Five financial Years (2020-21, 2021-22, 2022-23, 2023-24, 2024-25) shall not be less than 57.29lakhs. The bidder shall upload audited annual financial statements such as Profit & Loss statement with UDIN for every document of the statement.
