COMPREHENSIVE MAINTENANCE OF ELECTRICALLY OPERATED AUTOMATIC PASSENGER LIFTS AT OUTSIDE AND INSIDE FORT WILLIAM UNDER GE (FW) KOLKATA

Comprehensive maintenance / Day to day routine / periodical maintenance of lifts including supply of all consumable lubricants and repair or replacement of passenger lifts all components (spare parts) which may occcur due to wear and tear as specified in notes here-in-after and all as specified in Para -16 of Section-5 of Part-8 of NBC - 2016 for group of following electrically operated automatic passengers / goods lift (as specfied here-in-after) and daily / routine / periodical maintenance as per direction of OEMs including cleaning and daily maintenance of records & documents all as specified here-in-after:- Main Bldg Lift operated from ground to 4th floor, 6 passenger lift, 408 Kg, Speed 1 m/s Make of Lift :- KONE 04 Nos (829N/7114/LF/16, 829N/7115/LF/16, 829N/7116/LF/16, 829N/7117/LF/16)

Notes for items no 1 :- (a) The contractor shall submit the Memorandum of Understanding (MoU) on stamp paper duly notarized wirh original Equipment Manufacturer (OEM) as applicable as per specification to the effect that maintenance shall be carried out under the overall supervision and direction / instruction of OEM within 15 days of acceptance of tender, failing which the contract will be liable to be cancelled under condition 54 of I.A.F.W-2249. (b) The contractor shall provide high skilled mechanic / operator during currency of contract period, if required. The cost of the same shall deemed to be included in above quoted rates. (c) In case new mechanic / operator joins during currency of contract period, the OEM or their accredited / authorised agencies shall train new mechanic. (d) For any break of terms and conditions of the MoU by contractor the OEM shall inform to GE. (e) Comprehensive maintenance include day to day routine / periodical maintenance with replacement of defective equipments / parts as specified and shall deem to be included in above quoted rates. (f) Contractor shall rectify the fault within 24 hours as per direction of Engineer-in-Charge or his rep within design limit as otherwise recovery shall be affected as specified here-in-after. (g) Make and model of part to be replaced shall be as existing at site or as per OEM recommendation. (h) The cost of transportation and other necessary equipments shall be arranged / brought by contractor in this effect. (j) Cost of minor spare parts / routine material required for above mentioned maintenance is deemed to be included in the above quoted rate. No addition cost of spares is admissible for the above maintenance. Decision of the Accepting Officer shall be final and binding regarding minor spares / routine material. (k) The material cost of all major items like Control panel, VVVF Drive, OSG, Hoist System including Ropes and Chain, ARD including batteries, Car door enclosures shall not be included in above quoted rates. (l) Replacement of all minor items like switches / push button, cabin operating panel / Landing operating panel / any part of these panels, Fermator door drive, Gate sensors, Cabin light / fan, Firemen switch, Door belt, COB assembly, CCBs Board, Shaft / Well light, Transformer including drive of 230, 50/60 Hz, Door module mechanism, cabin handrail, Mirror, Floor positioning switches, Glass side in door panel are deemed to be enclusive in quoted rates as per recommendation of OEM and no extra payment will be admissible for contractor.

Notes for items no 1 Contd (m) (i) For any repair / replacement of lift the contractor shall always be aware of time factor following are the fixed time for repair / replacement of parts / components / accessories which shall be adhered to:- (aa) Minor repair / replacement - 04 Hours (ab) Major repair / replacement - 01 day (ii) The decision of the GE regarding Minor / Major repair shall be final conclusive and binding. In case of failure on the part of the contractor to keep the lifts in running condition within the stipulated period mentioned in above para above, the contractor is to pay penalty charges as mentioned below subject to maximum 10% of the total contract value incl Sunday & holiday and after that measurement will not be considered for the same defective lift till it is in satisfactory working condition:- (aa) Upto 12 Hours - @500/- (ab) Above 12 hours and upto 24 hours - @1000/- (ac) Above 24 Hours The contractor obtained signature of authotised representative of the GE at MES office as a token of satifactory completion of defects. In case of delay in repair of the lifts for more than 24 hours upto 10 (Ten) days, the GE may at his absolute discretion impose penalty on the contractor a sum of Rs 1200/- per day per lift or part thereof and Rs 2500/-per day per lift or part thereof after 10 (ten) days. In addition a sum of Rs 800/- per day per lift or part there of shall be imposed towards inconvenience cause to the users. The decision of the GE as to whether a particular lift has been maintained or not on a particular day will be final and binding. The penalty shall be in addition to the provision made in clause 50 of IAFW-2249. In the event of buring of motor / generator a time of 7 days shall be allowed to contractor for recitification. (n) All minor spares / items required to be replaced / renewal / repaired during comprehensive maintenance period like cabin operating panel / Landing operating panel / any part of these panels, Gate sensors, Cabin light / Fan, Fireman switch, Door belt, COB assembly, CCBs Board, Shaft / Well light, Transformer including drive of 230V, 50/60 Hz, Door module mechanism, Cabin handrail, Mirror if any, Floor positioning switches, Glass side in door panel shall be deemed to be inclusive in quoted rates of contractor and no extra payment will be admissible. (o) Servicing of lifts will be done as per periodic maintenance schedule directed by OEM and as frequently as the company deems necessary based on the nature and condition of the elevator, the lift should be maintained in safe and proper working condition. (p) Checking the ropes and chains (where fited) as often as required to maintain as adequate factor of safety, to equalize the tension on all hoisting ropes.
