ORGANIC WASTE CONVERTER
Supply, Installation, Testing & Commissioning of Waste Collection System complete all as specified and as directed by Engr-in-Charge as follows:
a) Fabrication, supplying and installation of 90 min fire rated (UL label 10B) type of gravity chutes system having robust construction independent for dry and wet waste of minimum Ø 600 MM with lntake Hoppers at every floor level for the subject project as per BS 1703:2005 and NFPA. The gravity Chutes shall be made up of acceptable material as per codes and most importantly look upon the safety issue in buildings. It should be 1.2 mm thick stainless Steel SS 430 with Chute doors on each floor of size as per OEM recommendations suitable to withstand for 90 min in case of fire (inside or outside the Chute). It should be provided with a usable link at lower end fire rated door fitted on roller. In case of fire, in the garbage room, the link will fuse & the roller will slide the door & will lock & will not allow the entry of fire in the chute. Garbage Chute should be "Dry" & "Wet" garbage separate collection. The chutes shall be provided with Structural steel frames for Floor level supports and suitable number of Fire Fighting Sprinklers at every Ievel shall be provided for keeping discharge constant irrespective of changing inlet pressure as per building height and strictly as per OEM. The System shall be provided with pre-assembled Cleaning Brush so designed to clean vertical cylindrical height of garbage chute installed at the top of the chute. This shall be operated by control panel provided above the topmost intake of the chute. A stiff nylon brush shall be automatically lowered and raised in the chute to by using electric motor. Hard bristles of specially designed brush scraps and cleans internal surface of chute should be there. It should have the arrangement of spraying of water from the top with detergent from top during cleaning. Nylon brush shall have wetted parts which shall be made of stainless steel. High strength galvanized 5 mm Ø steel wire rope shall be used for longevity. It shall also be provided with Start position sensors. Overshooting position sensors should be there for uppermost as well as lowermost position. In case of over travel of brush either at lower or uppermost position, systems trip the working .The electrical panel shall be provided with Fault indicators, Thermal protection, Overload protection and Single phasing preventer for motor. Control panel shall be PLC (Programmable logic controller) driven to ensure accurate operation with minimum or no failure. Auto / manual operation switch should be there. There should be a minimum 2 minutes of cleaning cycle every day. Water and disinfectants shall spray during cleaning cycle. Potable Water, Soap (Liquid Soap), Commercial Phenyl (White), preferable pH 7 Value, as disinfectant. PVC Sch 40 piping shall be used along the length of the chute.
b) Supplying, installation, testing and commissioning of 1 Fully automated Organic Waste composter of capacity 500KG per day equipped with a churning system to crush and mix the waste matter and having heating system to optimize the performance of microorganism and to accelerate the composing process. The composter shall have outside housing material made of MS with powder coating. The OWC shall be capable of volume reduction of up to 70 to 80%. The OWC shall be having a separate door for input waste and another separate door for getting out compost. The item includes dual blade waste Shredder of size 1m x 1m x 600mm complete having capacity of 2 HP and shredding capacity up to 200 kg per hour and a Bagging machine for packaging etc. complete as per approved design (quantity = 1 no.)
c) Supplying, installation, testing and commissioning of electrically operated compact size Shredders of capacity 650KG per day, having multiple number of high carbon steel blades to shred the bulky waste into small, consistent particles. The material size shall be reduced using a pusher system. The particle size shall be determined by the screen mesh hole size, ranging from 40 to 100mm. Shredder should be able to shred waste like household waste, kitchen waste, park waste, Plastic products, plastic bottle, plastic frame, plastic block, plastic can. Shredder will be installed below the chutes at 1st floor.
d) Closed type, Inclined Belt conveyor for transfer of Shredded Wet Waste from Container to Automatic Converter. The conveyer shall be 400mm width, enclosed type, material SS304, drive pulley with 125mm dia x 500mm lg machined and rubber lagged 6 mm thick; Conveyer speed = 22 mtr/m; motor capacity = 3 hp motor with 1440 rpm 3 phase IP 55 squirrel cage induction motor, one screw conveyer with bagging unit etc. complete as per approved design. (vi) This contract shall be operative for the period of three years after expiry of defect liability period only for the purpose of comprehensive maintenance. (vii) In case of non function of Lift recovery shall be effected after the defect is noticed or notified either in writing or through a social media message by GE or his rep in terms of PS clauses mentioned in the tender.
MANNING AND OPERATION OF WATER SUPPLY INSTALLATIONS, FIRE FIGHTING AND DG SET INSTALLATIONS
Manning and Operation of water supply installation consisting of electricity operated pump sets (for fresh water, treated water and for firefighting) of different capacities including operation of SCADA system for automatic operation of Water supply pumping & distribution and DG Set of Subject project as per given in respective schedule including Sundays and holidays by one FGM and one Valveman in each shift and maintenance of log book, taking care of pumps/valves/overflow of tanks and other minor repairs and leakages daily in two shifts from 0600hrs to 1400hrs and 1400hrs to 2200hrs including Sundays/holidays all as specified and directed for 60 months.

Note for item No 43.01 – The rate quoted shall be deemed to be include the following - (i) The shift time shall be first shift from 0600hrs to 1400hrs. second shift from 1400hrs to 2200hrs. third shift from 2200hrs to 0600hrs (ii) The contractor has to apply for entry pass, for the labours to be employed against the work, from Naval Police with valid documents and shall submit Police verification of labours after receipt of work order through GE (iii) Operator must be skilled & must have knowledge of operation & maintenance of Pump Sets, DG Sets, Panel and controlling valves etc. (iv) Valve Man must be semi skilled & must have knowledge of controlling valves etc. (v) Consumable stores such as cotton waste, Grease including tools required shall be provided by the contractor. (vi) Operator must ensure cleanliness of Pump Sets/DG Sets/Panels and Pump house bldg. (vii) The rate quoted by the contractor shall be inclusive of Life insurance for the tradesmen employed by him in case of untoward incident such as injuries, fracture or casualty while on duty. (viii) Carrying out minor repairs viz recharging MCCBs, priming of Pumps, repair to pipe lines as directed. (ix) Inform the JE/ AGE (E/M) in charge of any electric faults, water supply failure, Diesel requirement for Gen Sets and any other mishappenings.
(x) Any major repair Machineries, replacement of batteries and filling of Diesel for Gen Set will be carried out by the MES (xi) Any other work, not specifically mentioned above, but ordered by the Engineer-in-Charge for the smooth functioning of Pump House for supply of water have to be carried out without any extra cost. Rates quoted shall be deemed to be included accordingly. (xii) Rates quoted shall be inclusive for Relief staff to the persons employed in shifts. (xiii) After issue of work order, contractor has to submit the list of employees including reserve alongwith relevant documents to the Engineer-in-Charge. (xiv) Payment to employees shall be done by Aadhaar linked bank account only and it shall not be less than minimum fair wages as per act in vogue. The contractor shall submit proof to Principal employer (GE) before claiming any payment. (xv) Contractor has to submit proof of payment of EPF subscription made by him alongwith RAR failing which RAR will not be progressed for payment. (xvi) The rates quoted by the contractor shall be deemed to be included provision of all latest labour laws/regulations including all relevant taxes as applicable. (xvii) Contractor shall quote the rates considering their monthly leaves, reliever etc as per labour laws and nothing extra shall be paid on account of the above. In case of absence of staff/tradesman from duty. Payment of that shift of detailed tradesman /staff will not be paid. In addition of that a penalty of Rs 2000/- per shift per person will be recovered from contractors dues. Also in case of long absence (more than one week) of staff/tradesmen, the penalty shall be recovered including Sundays & Holidays if any. The contractor shall have no claim on the account any penalty of Rs 2000/- per shift per person to be recovered.
COMPREHENSIVE MAINTENANCE OF WATER SUPPLY INSTALLATIONS, FIRE FIGHTING AND DG SET INSTALLATIONS
(01) Comprehensive maintenance and repair/replacement of W/S, F/F & DG Set installations consisting of all pumps, valves, starters, panels, cables, controls, scada items, wiring. fittings & fixtures, detectors, sprinklers, pipes, hydrants etc all inclusive of the items of works under the respective works schedules of this project of Sch 'A' item Part-XI, Part-XII, Part-XIII Part-XV, BOQ items 25.00 to 25.38, BOQ items 26.00 to 26.13, BOQ items 27.00 to 27.104 BOQ items 35.00 to 35.05 through out 12 months on all days including holidays for a period of 03 years after expiry of defects liability period as shown below and all as specified & as directed by Engineer-in-Charge.

Notes: (i) Rates quoted under the above comprehensive maintenance shall be for all kind of materials. components, parts, major or minor as the case may be and including labour complete. (ii) All kind of preventive and periodical checks & calibrations shall be carried out for all plants, machineries as per manufacturer's recommendations and standard operating procedures of OEMs. (iii) Periodical/schedule 'B' checks of DG sets consisting of replacement of engine oil, filters & other items shall be measured & paid separately under relevant BOQ item. (iv) Non-rectificationof Defects/Breakdowns - All major/minor repairs as required under this schedule will be carried out by the contractor after intimation by MES staff of contractor/site engineer (a) Within 48 hrs - for electrical faults like MCCBs, MCB, wiring, cabling, pnels, switches, controls, sensors, SCADA controls etc.
(b) Within 96 hours - for pumps valves, motors, DG Sets & other mechanical faults. Non-rectification of defects beyond above stipulated time period would be dealt with panel recovery as per following:- (c) Per pump per day (W/S or F/F) = Rs 5000 (d) Per DG Set per day + Rs 10,000 (e) SCADA sensors or controls per day = Rs 2000 (f) In case the defects are not rectified by contractor beyond a reasonable time of 10 days & the concerned plant remains unserviceable, the department shall be at liberty to undertake the necessary repairs under its own arrangement and the repair cost as produced by GE plus penal recovery charges as per above rates (since the dos of defect plus one) until completion shall be recovered from contractor as penal charges. (v) The penal recovery conditions & clauses as per note (iv) above shall be applicable even during the DLP period of 2 years after completion besides the period of 3 years of paid AMC.
COMPREHENSIVE MAINTENANCE OF EXTERNAL ELECTRIC SYSTEM
(01) Comprehensive maintenance and repair/replacement of complete external electrical system beyond BEST substation comprising of all items under Sch 'A' item Part-X and BOQ items 24.00 to 24.67 through out the 12 months on all days including holidays after expiry of defects liability period as shown below and all as specified & directed :-
(a) 1 year after expiry of defects liability period
(b) 1 year after completion of BOQ item No. 43.19 here-in-before
(c) 1 year after completion of BOQ item No. 43.21 here-in-before
Notes: (i) Rates quoted under the above comprehensive maintenance shall be for all kind of materials, components, parts, major or minor as the case may be and below labour complete. (ii) The repair/rectification of electrical breakdown shall be carried out urgently. (iii) Non-rectiifcation of defect hading to disruption of electric supply in part or full of building shall be dealt with penal recovery from contractor as per following:- (a) Non-rectification beyong 24 hours of reporting by department - Rs 24000 per day or pro-rata as the case may be. (b) In case of non-rectification beyond 48 hours and in case of breakdown of electric supply in part or whole of the project bldg. the department will be at liberty to carry out the repairs under its own arrangements and penal recovery shall be made on contractor as per the repair cost produced by GE concerned plus the pro-rata penal charges until the date of repairs since the time of defect.
PERIODICAL CHECK & MAINTENANCE OF DG SETS:
Material and labour for schedule 'B' check as per the period in months or as per hours of operaton 250/300 hourly maintenance, whichever is earlier, as per the periodicity specified by the OEM, for the 2x400 KVA DG Sets under this project that would require complete change of engine oil, lube oil filter, fuel filters, belts etc all as specified in OEM maintenance manual and as specified & as directed. (The daily or fortnightly check as applicable shall be deemed to be included in the manning & operation). (Note: 1.This item will be operated for entire 5 years i.e. DLP of 2years + 3 years of AMC)
COMPREHENSIVE MAINTENANCE OF BUILDINGS INCLUDING POLISHING OF FURNITURE
