Supplying, stacking and loading into Railway Hoppers of machine crushed ballast as per revised specification RDSO/ IRSE-GE-I of June 2016 with latest amendment at Daund depot under ADEN/DD 's section.

The tenderer must have minimum average annual contractual turnoverof V/N or 'V' whichever is less; where V= Advertised value of the tenderin crores of Rupees N= Number of years prescribed for completion ofwork for which bids have been invited. The average annual contractualturnover shall be calculated as an average of "total contractualpayments" in the previous three financial years i.e. 2022- 23,2023-24 &2024-25, as per the audited balance sheet. However, in case balancesheet of the previous year is yet to be prepared/ audited, the auditedbalance sheet of the fourth previous year i.e. 2021-22 shall beconsidered for calculating average annual contractual turnover. Thetenderers shall submit requisite information as per Annexure-VIB, alongwith copies of Audited Balance Sheets duly certified by the CharteredAccountant/ Certificate from Chartered Accountant duly supported byAudited Balance Sheet. Note:- Audited balance sheet of the fourthprevious year i.e. 2021-22 can be considered only when balance sheet ofthe previous year i.e. 2024-25 is yet to be prepared/ audited and it shallbe certified by CA in Annexure VIB. For this purpose Standard format isattached. Non submission of Annexure VIB certificate, or submission ofAnnexure VIB certificate either not properly filled in, or in a format otherthan the prescribed format shall lead to summary rejection of your offer

As per official Gazette Notification from "The Institute of CharteredAccountants of India( ICAI) (Set up by an Act of Parliament) dated02/08/2019,Unique Document Identification Number (UDIN) has beenmade mandatory from 1st July, 2019 for all Audit/Assurance/Attestfunction. (Official Gazette Notification attached below). 'ICAI hasconceptualised and implemented an innovative concept called UniqueDocument Identification Number (UDIN). ICAI at its 379th Council Meetingheld on 17th - 18th December, 2018 made generation of UDINmandatory for every signature of Full time Practising CharteredAccountants in phased manner for the following services: 1) AllCertificates with effect from 1st February, 2019 2) GST and Income TaxAudit with effect from 1st April, 2019 3) All Audit and AssuranceFunctions with effect from 1st July, 2019 Therefore, UDIN is being mademandatory for all Audit and Assurance Functions like Documents andReports certified / issued by full time Practising Chartered Accountantsfrom 1st July, 2019'. Any document verified by CA but not having UDINNo. (Wherever applicable) shall not be considered.

The tenderer must have successfully completed or substantiallycompleted any one of the following categories of work(s) during last 07(seven) years, ending last day of month i.e. 31.08.2025 previous to theone in which tender is invited i.e. Sep-2025: (i)Three similar works eachcosting not less than the amount equal to 30% of advertised value of thetender, or (ii)Two similar works each costing not less than the amountequal to 40% of advertised value of the tender, or (iii)One similar workcosting not less than the amount equal to 60% of advertised value of thetender.

Defination of Similar Work :- Any work involving supply of machinecrushed ballast or aggregate in cess/ depot/ yard or works of supply orinvolving use of machine crushed road metal of any size. Only supplycomponent shall be reckoned.

As per this check list mentioned in the following sub- para;Documents in prescribed format as per applicability shall besubmitted duly filled & signed by the Tenderer. Non submissionof these documents in the concerned TAB shall be led tosummarily rejection of Bid.

Work Completion Certificate shall be submitted in reference topara 10.1 of Tender Form Second Sheet of ITT.

In case of newly formed partnership firm/existing partnershipfirm, if any one or more partners quit the partnershipfirm/existing partnership firm if any new partner(s) joins the firmwithout any modification in the name and PAN/TAN no. of thefirm; The tenderer shall submit along with his bid all the relevantdocuments which include copy of previous partnership deed(s),dissolution deed(s) and proof of surrender of PAN No.(s) in caseof dissolution of partnership firm(s) etc.

The original Bank Guarantee if any should be delivered in personto the official nominated i.e. Inward/outward Section beforeclosing date for submission of bids (i.e. excluding the last date ofsubmission of bids). Bank Guarantee Bond shall be issued fromany scheduled commercial bank of India on non-judicial stamppaper as per The Stamp Act of the concerned State & should bein the name of the Executing Bank.

In case of other than Company/Proprietary firm, Annexure - V(A)shall also be submitted by each member of a Partnership Firm /Joint Venture (JV) / Hindu Undivided Family (HUF) / LimitedLiability Partnership (LLP) etc. as the case may be.

Tender Form (First Sheet) in Standard format shall be uploadedby the tenderer. In case of JV firm; The tender form shall bepurchased and submitted only in the name of the JV and not inthe name of any constituent member

The tenderer shall clearly specify whether the tender issubmitted on his own (Proprietary Firm) or on behalf of aPartnership Firm / Company / Joint Venture (JV) / RegisteredSociety / Registered Trust / Hindu Undivided Family (HUF) /Limited Liability Partnership (LLP) etc. The tenderer(s) shallenclose the attested copies of the constitution of their concernand copy of PAN Card along with their tender. TenderDocuments in such cases are to be signed by such persons asmay be legally competent to sign them on behalf of the firm,company, association, trust or society, as the case may be.

All constitutional concern documents in Standard Format shall beuploaded by the Tenderer in reference to Para 14. ii. (a to g)17.14.1 to 5 & 18 of Tender Form Second Sheet of ITT as perapplicability.

Dully witnessed POA (executed on non-judicial stamp paper ofappropriate value as per Stamp Act of state concerned) shall beuploaded as per provision of POA act as per applicability

Resolution of Board of Directors shall be signed by TwoDirectors/as per provision mentioned in AOA of the Companyunder provisions of Company Act with Company Seal & attorneyto be issued as per decision made in board meeting

If any changes in constitution of Company/Partnership firmoccured, all releated documents with Company Data muster/Supplementary deed in case of Partnership Firm shall besubmitted by bidder.

Tenderer Credential:- Documents testifying tenderer previousexperience and financial status should be produced along withthe tender. Tenderer(s) who is / are not borne on the approvedlist of the Contractors of Central Railway shall submit along withhis / their tender: (I)Certificates and testimonials regardingcontracting experience for the type of job for which tender isinvited with list of works carried out in the past. (II) AuditedBalance Sheet duly certified by the Chartered Accountantregarding contractual payments received in the past. (iii) The listof personnel / organization on hand and proposed to be engagedfor the tendered work. Similarly list of Plant & Machineryavailable on hand and proposed to be inducted and hired for thetendered work. Further, The Railway reserves the right to verifyall statements, information and documents submitted by thebidder in his tender offer, and the bidder shall, when so requiredby the Railway, make available all such information, evidenceand documents as may be necessary for such verification. Anysuch verification or lack of such verification, by the Railway shallnot relieve the bidder of its obligations or liabilities hereundernor will it affect any rights of the Railway there under.

Tenderer should submit Particularsof the Tenderer such as Name of the Firm, Constitution of thefirm (Proprietary/Partnership firm/ LLP/Company/HUF/Societyetc.), Name of Owner, Office Address, Phone No; email address,Key Person Name & Phone No; etc. along with the bid. If it isNOT mentioned in the submitted tender that tender is beingsubmitted on behalf of a Sole Proprietorship firm / Partnershipfirm / Joint Venture / Registered Company etc., then the tendershall be treated as having been submitted by the individual whohas signed the tender. After opening of the tender, anydocument pertaining to the constitution of Sole ProprietorshipFirm / Partnership Firm / Registered Company/ Registered Trust /Registered Society / HUF/LLP etc. shall be neither asked norconsidered, if submitted. Further, no suo moto cognizance of anydocument available in public domain (i.e., on internet etc.) or inRailway's record/office files etc. will be taken for consideration ofthe tender, if no such mention is available in tender offersubmitted

The tenderer is required to submit test report of ballast as perprovisions of Specification of Track Ballast. IRS -GE-1, June 2016.The tenderer shall also furnish an undertaking that the ballastsupply at all times will conform to Specifications for Track Ballastas specified by Railway.

The Bid Security shall be deposited either in cash through epaymentgateway or submitted as Bank Guarantee bond from ascheduled commercial bank of India or as mentioned in tenderdocuments. The Bank Guarantee bond shall be as per Annexure-VIA and shall be valid for a period of 90days beyond the bidvalidity period. In case, submission of Bid Security in the form ofBank Guarantee, following shall be ensured: (i).A scanned copyof the Bank Guarantee shall be uploaded on e- ProcurementPortal (IREPS) while applying to the tender. (ii).The original BankGuarantee should be delivered to Chief Office SuperintendentRate before closing date for submission of bids i.e., excludingthe last date of submission of bids. (ACS-5 dtd 20.10.2023).(iii)Non submission of scanned copy of Bank Guarantee with thebid on etendering portal (IREPS) and/or non submission oforiginal Bank Guarantee within the specified period shall lead tosummary rejection of bid. (iv) The Tender Security shall remainvalid for a period of 90 days beyond the validity period for theTender. (v) The details of the BG, physically submitted shouldmatch with the details available in the scanned copy and thedata entered during bid submission time, failing which the bidwill be rejected (vi).The Bank Guarantee shall be placed in anenvelope, which shall be sealed. The envelope shall clearly bearthe identification "Bid for the ***** Project" and shall clearlyindicate the name and address of the Bidder. In addition, the BidDue Date should be indicated on the right hand top corner of theenvelope. (vii)The envelope shall be addressed to the officer andaddress as mentioned in the tender document. (viii).If theenvelope is not sealed and marked as instructed above, theRailway assumes no responsibility for the misplacement orpremature opening of the contents of the Bid submitted andconsequent losses, if any, suffered by the Bidder.

Tenderers should show discount in the rate schedule only,instead of anywhere else in the offer. Discounts not shown atdesignated place will be summarily ignored for assigning interseranking of offers. Conditional discount will not be consideredfor adjudging the inter-se position i.e. rate quoted without anyconditions attached (viz. Discount/ Rebates having linkages toquantity, rates payment etc.) will only be considered forevaluation purpose. In other words, discounted rates linked toquantities, rates, prompt payment etc. will be ignored fordetermining inter-se position. Railway, however reserves theright to use the discounted rate/ rates considered workable andappropriate, for counter offer to the successful tenderers

A. If royalty rate increase/decrease before opening of tender, the prevailing rate will be applicable for tender and tenderer should quote the rate accordingly. B. If royalty rate does not change before opening of tender, rate should be quoted at par. C. If tenderer will quote higher rate in case of B, rate will be paid at the rate of royalty prevailing at the time of opening. D. If tenderer will quote lower rate in case of B, rate will be paid at quoted rate. Further tenderer may please be note that item for supply and loading include all labour, material, transport, taxes, overheads, contingencies, profit etc and no additional payment other than the item for royalty as above is admissible.
