Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

The cost of the Tender form shall not be refundable

The employer is not responsible for any delay in accessing KPP Portal.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-3 K.P.W.D. and further orders thereon

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1%of the bill amount will be deducted towards constructions labor welfare fund.

As per Government circular no: FD 355 EXP 12/2024 dtd 01.08.2024, Letter of Intent (LoI)will be issued in Karnataka Public Procurement Portal 2.0 software, contractor has to accept LOI online and submit the BG s through KPP portal within 20 days. if not tender will be rejected as per Guidelines

The difference amount and the percent security deposit submitted by the contractor for the project will be released upon completion of the defect liability period and receipt of the final bill

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected.

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval.

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents Contractors Should be registered with KPWD as Class-III Contractor and further orders thereon.

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and complete the work at the accepted tender rates irrespective of the cost of the work.

The successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given Clause 25.1 of ITT for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause44 of the Conditions of Contract

Contractor should take all precautions to ensure that no damage is caused to any adjacent structures/utilities above or below the ground and also to the existing canal CD works and other similar structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost. Damage to physical property and personal injury and death will be the personal risk of the contractor

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

Formation levels and other data furnished are bare minimum the contractor should make all efforts to validate and to get additional data if required at his own cost.

Contractor should execute the project with least impact to the environment till the completion of project.

All materials required for the work like steel, cement etc., shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost.

The contractors assessed available tender capacity will be calculated as per the clause 3.6 of standard tender document Attached. For calculation of tender capacity A and B values must be furnished work wise duly signed by the authorized signatory

All the items in the tender including all lead, lifts,loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and convence of all material and all other such incidental charges necessary for successful completion of works as per the detalied technical specification and direction of Engineer-in-charge of this work

When embankments are constructed disputes arising on account of damages to the existing field channels, bunds and other private properties, if any, has to be resolved by the contractor. All precautions should be taken by the contractor so that there are no damages to such public/ private properties.

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client.

Contractor should follow strictly the privaling rules of labour act & The contractor should employ only registered labours as per Govt. Circular No. PWD/198/BMS/2009/ Dated: 24-06-2009

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval. All the originals of uploaded documents in KPP portal should be produced within 7 working days from the date of opening of Technical Bid at the Division Office, failing which the tender is liable for rejection. No separate communication will be made in this regard, failing which action will be taken as per tender conditions and registration rules

As per the Government Circular No.PWD:ITC:2008/2009, Dated.2-12-2010, the tendered contractors, should submit the Original Bank Guarantee issued by the Bankers for the said work at the time of opening of the Technical Bids.

Minimum Fifty Thousand Rupees of the specified EMD should be paid in any one of the forms mentioned in Clause 9.1, Bank Guarantee must be given for the remaining amount in prescribed format. The copy of the Bank Guarantee must be scanned and submitted along with the Technical bid. The original should be produced during opening of Technical bid

The successful tenderer should provide monthly physical and financial progress to be achieved in Bar chart/Milestone chart/PERT chart during agreement.

The returns submitted to the I.T. along with the Profit and Loss account statement should be uploaded for the financial turnover criteria attested by Chartered Accountant. The Turnover certificate should be obtained from the Chartered Accountant having UDIN number, if failed to satisfy the condition the tender will be Rejected.

Contractors Should be registered with KPWD as Class-III Contractor.

The tenderer should maintain the Building works during the defective liability period for 1 years.

AS PER THE GOVT ORDER NO: FD417EXP-12/2024 DATED 09-08-2024 GST WILL BE PAID SEPARATELY

Bidder Should Submit the Original bank Gaurantee of EMD on before the last date and time notified in the tender document to the Office of Excecutive Engineer PWD Division Tumkur.

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

N-Number of years prescribed for completion of the works for which tenders are invited.B- Value, at 2026-27 price level,of existing commitments and on-going works to be completed during the next 6 months (period of completion of the works for which Tenders are invited)
