•The tender should be accompanied with Earnest Money Deposit (EMD) amounting Rs.20000/-(Twenty thousand rupees). The EMD of the unsuccessful bidders will be returned back after finalization of tender. EMD of successful tenderers will be forfeited, if he/they does/do not accept the purchase order or does not carry out the work after accepting the purchase order

•Supplier of Goods & Services would be subjected to GST act & rules are applicable from time to time. Tenderer should submit GST registration, Registration detail with address, email id, mobile phone, Bank account detail etc.
•Demonstration of the equipment shall be done by the Supplier(s) at free of cost at the installation site of the respective institutions
•The price of the items should be quoted inclusive of excise duty, insurance, packing, forwarding, freight (door delivery), installation, warranty for 01 (One) year.
•100% payment shall be made after successful installation & demonstration and production of certificate by concern Head of the Department. •No advance payments towards cost of Instruments and Equipments etc. will be made to the tenderer. •No payment will be made to the supplier if he has not deposited the unconditional security depositedto 10% ofthe purchase order value to the consignee. •Before release of payment the supplier has to submit the signed agreement, warranty documents of equipment to the consignee. The undertaking as will also be submitted to the consignee with photocopies to the purchaser.

The Railway reserves the right to verify all statements, information and documents submitted by the bidder in his tender offer, and the bidder shall, when so required by the Railway, make available all such information, evidence and documents as may be necessary for such verification. Any such verification or lack of such verification, by the railway shall not relieve the bidder of its obligations or liabilities hereunder nor will it affect any rights of the railway thereunder.
If the tenderer(s) deliberately gives / give wrong information in his / their tender or creates / create circumstances for the acceptance of his / their tender, the Railway reserves the right to reject such tender at any stage
The tenderer has to attach all the relevant document with respect to fulfill of Minimum Eligibility Criteria. No documents will be entertained by Railways after closing of the tender. Tenderer not fulfilling the minimum eligibility criteria will not be accepted.
The rates should be inclusive of materials, equipment, vehicle, traveling, boarding, incidental and transportation, labour charges, taxes and any other expenses required for completing the work satisfactorily. Railway shall not make any separate payment against these heads, nor provide any facility unless otherwise specified against any particular item. Tenderer shall quote all prices only in Indian Currency.
•Bidders who have been blacklisted either by the Tender inviting authority or by any state Govt. or Central Govt. organization is not eligible to participate in the tender for that item during the period of blacklisting.

Rejectionof Tender The tender paper will be rejected, if any of the following documents are notsubmitted with the tender: •Earnest Money Deposit (EMD). •Proof of supply/ installation of the items to any Govt. organization / Corporate Hospitals / PSU Hospitals / Any big private hospital not less than 100beds and certificate in support of that from the user. •Last 03 years ITR •GST certificate •Turnover not less than 01 crore in last consecutive three years.

If the firm fails to supply and install the item/s in time or supplies are not up to standard, his EMD shall be forfeited and the firm will be blacklisted.
Security deposit: •10% of thepurchase order value will be submitted by the firm towards performance security within 07 days of receipt of purchase order in shape of Demand Draft / Bank Guarantee/FDR (in the prescribed format) in favor of Sr.DFM/NCR/JHS. This SD will remain valid for a period of 01 year. •The Security deposit will be refunded to the firm after warranty period is over.
•Tenderers who technically qualify will be evaluated only. The cost of Item (inclusion of the excise duty, transportation, insurance, packing & forwarding & warranty for one (1) year, installation, cabling, electrical fittings, civil work if required etc., (including all taxes) taken together will be evaluated and the lowest bidder will be selected.
•Delivery and installation of each item should be completed within 30 daysfrom the date of issue of purchase order falling which liquidated damage @ 1% per week shall be deducted from final payment, for each week of delay beyond the delivery period up to maximum of 4%. After that the work order shall be automatically cancelled.

•Availability of service centers: Bidders must have a functional service center for carry in warranty. •Bidders should have valid telephone number for service support. •During warranty period, the service provider will conduct a general check of the oxygen pipeline every 3 months, and if any problem arises, it must be rectified within 2 days because the oxygen pipeline is used in emergency situations, it needs to be repaired as soon as possible.
