Eligibility for Seats & Berths for L.H.B Coaches:- Regular/Bulk order:- (i) The bidder shall meet the requirements set out in R.C.F bid Document Ver-14 clause 2.13.6. The similar item shall be Seat & Berths for any type of L.H.B / M.E.M.U Coaches Seats. Developmental Order:- (i) The bidder shall meet the requirements set out in clause 2.13.6.1 bid document Ver-14 or latest with all corrigendum and amendments if issued before opening of tender. The bidder shall have inhouse key manufacturing facility for tender item. Note: 1. CCA/QAP Audit/FAI/Prototype shall be required if the supplier is manufacturing the tendered item for the first time. 2. CCA: Capacity cum Capability Assessment: It shall be carried out after Placement of Letter of acceptance. Purchase Order shall be released only after successful completion of the CCA. 3. QAP: Quality assurance Plan: To be submitted by the firm before the FAI. 4. PAYMENT TERM: 80% PAYMENT AGAINST INSPECTION CERTIFICATE AND PROOF OF DISPATCH THROUGH CLEAR RR OR CLEAR RECEIPT BY GAZETTED OFFICER OF CONSIGNEE IF DISPATCHED BY ROAD AND BALANCE 20% AGAINST COMMISSIONING CERTIFICATE ISSUED BY DY CME/FUR AFTER SUCCESSFUL INSTALLATION AND COMMISSIONING.

Actual GST will be as applicable at the time of dispatch subject to documentary evidence. SVC Clause applicable. (ii) On reduction of rate of tax on supply of goods and services, the benefit of input Tax Credit (ITC) shall be passed on the recipient by way of reduction in prices. (iii) If firm is not liable to be registered under CGST.IGST/UTGST Act, the railways shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned tax authority:

Option Clause

QUANTITY OPTION CLAUSE : THE PURCHASER SHALL BE ENTITLED TO VARY THE ORDER QUANTITY UPTO + 30 PERCENT ANYTIME WITHIN THE DELIVERY PERIOD (INCLUDING EXTENDED DELIVERY PERIOD) ON THE SAME TERMS AND CONDITIONS. THE INCREASE IN QUANTITY WITH RESPECT TO THE TENDER QUANTITY CAN BE DONE EVEN AT THE TIME OF ORDERING AND THE TENDERER SHALL BE BOUND TO ACCEPT THE QUANTITY SO ORDERED ON THE BASIS OF HIS ORIGINAL OFFER. THE PURCHASER SHALL BE ENTITLED TO EXERCISE + 30% OPTION CLAUSE IN ONE OR MORE THAN ONE INSTALMENT AS LONG AS THE TOTAL VARIATION IN QUANTITY DOES NOT EXCEED THE LIMIT OF 30 PERCENT OF ORDERED QUANTITY.

GREEN TRANSPORT POLICY:- I) SUPPLIERS SHALL NOT ENGAGE TRUCKS/ VEHICLES OF MORE THAN 15 YEARS OLD FOR TRANSPORT OF GOODS TO RCF. II) ALL VEHICLES ENTERING INTO FACTORY PREMISES SHOULD CARRY VALID PUC (POLLUTION UNDER CONTROL) CERTIFICATE AND VALID INSURANCE POLICY. III) VEHICLES MAY UNDERGO SURPRISE CHECK BY RCF FOR GENERAL CONDITIONS SUCH AS TYRES PRESSURE, TANKS etc. AND REPORT SUBMITTED TO CONCERNED CMMs. IV) SUPPLIERS SHOULD ENSURE SPEED CONTROLLERS ARE INSTALLED IN ALL NEW HEAVY VEHICLES. V) RTA NORMS SHOULD BE STRICTLY MAINTAINED FOR DRIVER'S COMPETENCE.
IRS Conditions of Contract: The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.
