OHE work in connection with "Interlocking of 15 Nos Manned LC gates where TVUs >10000 over MYS division( excluding HMRDC Section)"

"The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet".

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender.

Definition of Similar Nature of Work:(i) Similar nature of work includes:Design, supply, erection, testing and commissioning of 50 Hz, singlephase 25 kV AC OHE system. or 25kV AT feeding system(2x25kV)ORProvision (design, supply, erection, testing and commissioning) tosubstations involving 25kV AT feeding system (2x25kV) or 25kV/33kV/ 66 kV/110 kV/ 132 kV/ 220kV and higher voltageswitchgear equipments, control and protection equipments, reactor,power factor correction equipments etc or transformer of 12.5 MVA/21.6 MVA/ 30 MVA and higher capacities executed for Railways orany other SEB's/ PGCIL / NTPC/DISCOMs etc with or without supplyof transformers & associated switchgear equipmentsORDesign, erection, testing and commissioning or up gradation/augmentation of switching station/capacitor bank! series reactor atTSS /auxiliary transformer /HT equipments at TSS with or withoutsupply of any of these equipments.ORSupply, erection, testing , commissioning or upgradation of an EHTsubstation station system with or without replacement of controlpanel.

Compliance with Public Procurement (Preference to Make in India) Policy: This tender complies with Public Procurement (Preference to Make in India), Order 2017-Revision dated 19.07.2024 of Department of Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Govt. of India (herein referred to as PP-PIM), circulated vide Ministry of Railways (Railway Board)'s letter No.2020/RS(G)/779/2/Pt.1 (E3322671) dated 20.08.2024, and all its amendments. Only Class-I local suppliers (as defined in PP-PIM) shall be eligible to bid for list of items specified in Ministry of Railways (Railway Board)'s letter no.2025/RS(G)/779/3 (E3488356) dated 02.05.2025. For other items, only Class-I and Class-II local suppliers are eligible to bid. At the time of bidding, each bidder is required to indicate percentage of local content (as defined in PP-PIM) and provide self-certification that the item offered meets the local content requirement for "Class-I local supplier"/"Class-II local supplier", as the case may be. If this self-certification is not submitted, the bid will be summarily rejected. For contracts above Rs.10 crores, the provisions of Para 9(c) of PP-PIM shall be additionally applicable. For the purposes of this NIT, the "local content" (as defined in PP-PIM) requirement to categorize a supplier as "Class-I local supplier" is minimum 50% and for "Class-II local supplier" is minimum 20%. Also, the Margin of Purchase Preference (as defined in PP-PIM) is 20%. The procedure for preference to Make in India shall be as specified in PP-PIM. Uploading of self-certificate for meeting the local content requirement for "Class-I local supplier"/"Class-II local supplier", as the case may be (proforma attached). Non-submission of this certificate will lead to summary rejection of bid.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

EMD of those tenderers will be forfeited who resile from their offers within the validity period of the tender.

Joint Venture is applicable for tenders valuing more than Rs.10.00 Cr. only

The tenderer shall not add any condition(s) on their own anywhere in their offer including documents uploaded with the offer. Any such conditions if stated and if are in violation of the Railway's Tender conditions, may lead to summary rejection of the offer. Railway reserves the right to reject such offers summarily without assigning any reasons whatsoever.

No post tender correspondence will be permitted and the tender shall be decided based on the documents submitted / attached with the offer only. However, Railway reserves the right to verify / seek for any clarification on the documents/credentials already submitted by the tenderer along with the offer.

Railway reserves the right to verify/seek clarification from authority/professional who has issued Certificate towards Technical/Financial eligibility of the tenderer.

Railway reserves the right to cancel the tender without assigning any reason thereof.

Railways reserve the right to reject any or all offers without assigning any reason thereof.

If the Tenderer(s) deliberately give(s) wrong information in tender or create(s) circumstance for the acceptance of tender, Railway shall without prejudice to any other right or remedy, shall reject such offer at any stage and forfeit the amount deposited as Earnest Money besides suspending the business for a minimum period of two years.

Even for the working contractors of this Railway, the onus of establishing the credentials of the tenderers from the office records or otherwise does not lie with the Railway. Railway shall evaluate the offer only from the certificates/documents which are submitted / attached with the offer.

If eligible L-1 tenderer resiles/withdraws offer after closing of the tender such tenderer shall be debarred from participation in the tender for this work, if the tender gets discharged due to tenderer resiling from the offer. The EMD shall be forfeited without prejudice to right of Railways to take any legal action as deemed fit against such tenderer.

Unreleased EMD, if any, held with the Railway Administration shall not be adjusted towards the EMD to be remitted online for the present tender.
