Material and labour for Outsourcing of day to day complaints of internal electric supply at Naval base Karwar at Married Accn area of Little Binaga including repair/ replacement of necessary minor repairs to celing/exhaust fans, regulators, switch boards, call bells, minor repair to geysers, switches, sockets, minor rewiring works, minor repair to distribution boxes, MCBs repair/replacement and fittings/fixtures etc related to internal electric work by providing 02 nos Electrician and 02nos helper on each working day in single shift from 0900 hours to 1700 hours etc complete all as specified and directed.

Note for Ser Item Nos 01 to 04 : (1). All requisite materials shall be issued under Sch 'B' free for fixing to carry out repair work. (2).The complaints will be issued by JE E/M as per the online complaints received and contractor is to maintain the register as per the prescribed format specified by Engr-In-Charge regarding the complaint details and material fixed at site. (3).The electrician and hepler will report to concerned JE E/M after rectification of the defects and confirm the detalis of compliants attended and pending details. (4) The complete Tools and plants(Ii.e. Screw driver, online tester, tongue tester, earth resistance tester, cutting plier, insulation tape LT, etc) shall be provided by the contractor. (5) The Contractor shall deploy total of 07 Nos of Electrician and 07 Nos of Hepler on each working day.

(6) Contractor shall employ skilled electrician having minimum ITI qualification in electrician trade from Govt recognized institute with adequate knowledge and minimum 2 years experience in Maintenance of HT & LT electrical installation in each shift of 8 hrs. and helper having minimum 10th pass certificate with adequate experience in each shift of 8 hrs (total 01 shifts per day). (7) The rate is deemed to be inclusive of maintaining necessary records and documents for maint of specified area complaints.Contractor will maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly, yearly or whatsoever maintenance is carried out during contract period as per format issued by Engr-in-Charge in a binded book/register and will obtain the signature of Engineer-in-Charge every fortnightly. (8) The Contractor shall not employ same tradesman continuously for more than 11 months.

(9) The contractor shall provide 02 uniforms to each Electrician & Helper and design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 1200/- per uniform will be recovered. (10) The rate quoted shall deemed to be inclusive of safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots- 02 pairs, hand gloves), a penalty of Rs 3000/- will be recovered and levied on the contractor for non compliance. (11) In case of failure due to absence of maintenance staff, the contractor shall be liable to pay compensation at twice the cost of a day’s maintenance derived from pro rata rate of Sch ‘A’ quoted rates (12) The operator must be well converant with functioning of the maintenance work and shall be competent enough to maintain the area incl main electric panel.

(13) The contractor shall pay the wages to the Skilled operator through e payment i.e Aadhar linked bank accounts (Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to Skilled operator and their wages shall not be less than minimum wages fixed by state Govt or central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified. (14) It is the responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by the Ministry of labour for all Electrician/ operator/ helper (as applicable) and necessay proof to this regard shall be submitted to Engr-in-charge for verification and records. The quoted rate shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, shall be liable for action as deemed fit. Decision of GE in this regard shall be final and binding. (15) The contracotr shall maintain all the registers under various labour law rules, 2017 and shall be produced to GE and as well as officers detailed by labour department.

Providing services of data entry operators for maintenance of reports & returns which include in terms of compilation of various data & routine clerical job, New files to be opened as directed by the section officer, File keeing according to the main heading of the subject dealt with various sections, each letter in these files are to be serially numbered and the letters are required to be inter related with BR and FR, each file should have a docket/index sheet giving ref Nos, Draft letters/ manuscripts etc, are required to be typed in the computer incl amending the reports and returns as directed and maintaining the register of out going/in coming correspondence as directed, during office hours by employing four Nos (04 Nos) DATA ENTRY OPERATORS for regular shift on daily basis excluding sundays & holidays (0900 hrs to 1700 hrs) complete all as specified and directed.

Providing services for Cleaning, sweeping the Office rooms, Corridor/passages, Lobbies, dusting of tables, rearranging of furniture etc after cleaning on daily basis, mopping the Office rooms, Corridor/passages and Lobbies incl disinfection of the same using phenyl etc, removal of cob-webs, cleaning of the windows, glass panes, doors etc, Cleaning and sweeping the Store rooms, Cleaning and sweeping the Garages including the open space around Offices, cutting of shrubs, grass and watering to plants etc during office hours (Daily), Cleaning of Toilets and disinfection of the same using phenyle/other cleaning material and placing the napthaline balls as and when exhausted, during office hours by employing minimum Eight Nos (10 Nos) SWEEPERS/SAFAIWALA for regular shift of eight hours on daily basis excluding sundays & holidays (0800 hrs to 1600 hrs). (Materials required for sweeping, Mopping etc shall be collected from department for daily use).

Providing services of duftry/photocopier for making copies of documents including maintaining and handling of machineries/printers, maintain register for photocopier properly as directed by section officer during office hours by employing one No (01 No) DUFTRY/PHOTOCOPIER for regular shift 08hrs on daily basis excluding sunday / holidays (0900hrs to 1700hrs) having educational qualification not less than Matriculation or equivalent from a recognized University or Board with requisite experience complete all as directed by Engr-in-Charge.

Providing Meter reading of electronic type energy meter and entering in meter reader card provided with meter and in meter and meter reader book for preparing bills quarterly by employing Two person (02 Nos) for regular shift 0800 hrs on daily basis excluding sunday/ holidays from 0900hrs to 1700 hrs for area of residential complex of Married/OTM accomodation and other chageable meters including private parties installed at Baithkol, Kamat Enclave, Little Binaga, Core Area, Arga Area, NSRY Area, Kadamba Vanam, INHS Patanjali, NCHC Amdali, SIte 'E', NK Bail, Vivekanand Nagar and generation of computerised bills and report (s) complete all as specified and as directed. Note : (i)Total No of enegry meters installed from which reading is to be taken and bills to be prepared is 2158 Nos (Apprrox)

Providing Peon(MTS) services to attend the office work (incl carrying messages/orders) to carry and distribute incoming/outgoing dak, official documents, rearranging of furniture at office, keeping the office tables, chairs, almirahs, windows, book-shelves, cubicles and cabin clean and tidy assist in any office work as may be required, refill the water bottles for use by the officers or other staff etc on daily basis during office hours by employing minimum three 03 Nos Peons (MTS) for regular shift on daily basis excluding sundays & holidays (0900 hrs to 1700 hrs) complete all as specified and directed.

Manning and Operation of Sewage Treatment Plant -1 (STP-I) capacity of 3000 Cum/day, installed at Arga for sailor's accommodation round the clock in 3 shifts by One No. Skilled Operator per shift of 8 hours each (Total - 03 Nos Operator per day) and One no Helper per shift of 8 hours (Total-03 Nos Helper per day) on all days including Sundays and Holidays including routine maintenance / checks complete all as per the maintenance schedule given in operation & maintenance manual for STP, SLPH-I and SLPH-II, including supply & use of consumable like, chemicals, grease, cotton waste etc and attending breakdown, all as specified and directed by Engineer-in-Charge. The installation comprises of complete equipments of STP-01, SLPH-01 & 02.

Manning and Operation of Effluent Treatment Plant No -1 (ETP- I) capacity of 315.20 Cum/day, installed at NSRY, round the clock in 3 shifts by One No. Skilled Operator per shift of 8 hours each (Total - 03 Nos Operator per day) and One no Helper per shift of 8 hours (Total-03 Nos Helper per day) on all days including Sundays and Holidays including routine maintenance / checks complete all as per the maintenance schedule given in operation & maintenance manual for ETP-I, including supply & use of consumable like, chemicals, grease, cotton waste etc and attending breakdown, all as specified and directed by Engineer-in-Charge. The installation comprises of complete equipments of ETP-I.

Manning and Operation of Effluent Treatment Plant No -2 (ETP-II), capacity of 25.50 Cum/day, installed at CNTW Complex, in One shifts by One No. Skilled Operator per shift of 8 hours each (Total - 01 Nos Operator per day), on all days including Sundays and Holidays including routine maintenance / checks complete all as per the maintenance schedule given in operation & maintenance manual for ETP-II, including supply & use of consumable like, chemicals, grease, cotton waste etc and attending breakdown, all as specified and directed by Engineer-in-Charge. The installation comprises of complete equipments of ETP-II.

Testing of Sewage Treated water sample, collected from over flow of settling tank for testing, chemical analysis for PH value, BOD (Biological Oxygen Demand), COD (chemical oxygen demand), TSS (Total suspended solids), Chloride, Sulphates and RSC for content of oil & grease from KSPCB approved Govt lab by standard procedure including cost of packing material & Transportation of sample etc complete all as specified and directed.

Supply only of following chemicals for cleaning / Treatment of STP water all as specified and directed. Note : Considering the half life of the several chemicals, Chemicals will be used and procured by the contractor as per instruction given by the Engr-in-Charge and quantity of procurement and consumption should be recorded in register as per the prescribed Proforma & signature of Engr-in-Charge/JE daily/weekly/fortnightly.

Supply and use of calcium hypochlorite (Stable bleaching powder/ High strength bleaching powder), appearance should be dry, free flowing and free from lumps, should not include substances beyond acceptable limit as given in IS 105000(2012) in treated and disinfected water, available chlorine should be 65%, stability-loss of Chloride on basis of available chloride max 1/15, particle size (passing through 1.70mm IS sleeve min 99.5%, water insoluble matter Max 6%, Calcium Hydroxide max 6% Calcium Hydroxide max 4% Sodium Chloride max 15% n 20-45 Kg plastic drum packing complete all as specified and directed. Note : (i) The contractor shall submit alongwith supply of material purchase vouchers test certificate for chemical compositon and the expiry date etc and other relevant documents supply of chemical shall not be accepted without production of these documents and no payment released.

Supply and use of Polyelectrolyte (DWPE) powder for treatment of effluent at ETP all as per report and directed by Engineer-in-Charge.

Note for Ser Item Nos 10 to 14:- 1.1. Contractor has to employ One No Skilled operator per shift of 8 hours having minimum ITI qualification in Electric/ Mechanic trade from Govt recognized institute with minimum 2 years experience in Maintenance & Operation of sewage treatment plant as applicable in each shift of 8 hrs (Total Operator -03 Nos per day for STP -I) and One No helper minimum 10th pass with adequate experience, in each shift of 8 hrs (Total Helper -03 Nos per day) . The operator must be competent to carryout the routine maintenance of STP- I, SLPH-1 & 2, including maintenance of electrical panel board. 1.2. Contractor has to employ One No Skilled operator per shift of 8 hours having minimum ITI qualification in Electric/ Mechanic trade from Govt recognized institute with minimum 2 years experience in Maintenance & Operation of Effluent treatment plant as applicable in each shift of 8 hrs (Total Operator -03 Nos per day for STP -I) and One No helper minimum 10th pass with adequate experience, in each shift of 8 hrs (Total Helper -03 Nos per day) . The operator must be competent to carryout the routine maintenance of ETP-I at NSRY, including maintenance of electrical panel board.

1.3. Contractor has to employ One No Skilled operator One shift of 8 hours having minimum ITI qualification in Electric/ Mechanic trade from Govt recognized institute with minimum 2 years experience in Maintenance & Operation of Effluent treatment plant as applicable in each shift of 8 hrs (Total Operator -01 Nos per day for ETP -II). The operator must be competent to carryout the routine maintenance of ETP-II at CNTW, including maintenance of electrical panel board. 1.4. The contractor shall pay the wages to the Skilled operators through e-payment i.e. Aadhaar linked bank accounts (Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to Skilled operators and their wages shall not be less than minimum wages fixed by state Govt or Central Govt whichever is more. 1.5. 1.9. The contractor will ensure general area cleanliness and upkeep of the installation and area around it on daily basis. In case of failure, a penalty of Rs 3000/- per month will be levied and recovered from their dues. 1.10. The routine maintenance/ checks shall be strictly carried out by the operator all as stipulated in the Operation & Maintenance Manual for STP No- l , SLPH-I and SLPH-II (as applicable) kept at AGE E/M office. Timing of shifts shall be as decided by Engr-in-charge.

1.11. The Contractor shall not employ same tradesman continuously for more than 11 months. 1.12. The unit rate quoted shall be deemed to include for daily routine maintenance like checking and rectification of any leakage of water, checking and rectification of any loose connection, cleaning and general upkeep of plant room and area around it. 1.13. The contractor shall provide 02 uniforms to each operator & design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 1000/- per uniform/month will be recovered. 1.14. In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s Manning & Operation derived from pro rata rate of Sch ‘A’ quoted rates. 1.15. In case of failure to submit test report for STP-I from Govt. approved laboratory within 20 days from the date of sample extraction, then recovery at the rate of double the actual cost of testing will be recovered.

1.16. The rate quoted shall deemed to be inclusive of uniform, safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots-02 pairs, mask 02 pairs, hand gloves), a penalty of Rs 3000/- per month will be recovered and levied. 1.17. (i)The quantity of dosage will be strictly in accordance with the instruction given in operation and maint manual all as specified and directed. (iii) The consumption detail of the above chemical should be maintained in a register on daily basis duly signed by contractor and Engr-in- Charge. 1.18 Chemicals for swimming pool/diving pool will be used as per standard measurement/as per instruction given by the dept cost of the same shall be deemed to included in the unit rate quoted and recorded in separate register & obtained signature of JE/Engr-in-Charge daily/weekly/fortnightly. 1.19. The quantity of chemicals used in STP will be measured & paid on monthly consumption basis. The contractor will brought the chemicals accordingly as per specified and directed by the Engr-in-charge. 1.20. Security of office equipment and installations during watch keeping hours will be the responsibility of the contractor. Any damage/theft etc. will be made good/replenished by the service provider/contractor at his own risk and cost.

1.21. Attendance register shall be maintained for each services and to be put up to Engineer-in?charge daily. 1.22. The contractor shall ensure proper/necessary safety insurance for subject tradesmen/ supervisor employed for the execution of contract.
