i. We are pleased to submit our Financial Proposal for Selection of Service Provider to Build and operate Land & Property Registration services and centres (LPRC) on a PPP basis on Build Own Operate Transfer (BOOT) model.

ii. We hereby declare that our Financial Proposal is unqualified and unconditional in all respects.

iii. The Financial Bid has been quoted without seeking any minimum guaranteed support from Department.

iv. The rates quoted in the financial proposal include the anticipated annual increase in rates for Manpower & other items contributing towards final financial quote for property registration services

v. Rate discussion for Optional Value added services and lounge services will be finalized with Department post award of contract and the same will not be considered for financial bid evaluation.

vi. The initial tenure of the Project shall be five (5) years, which may be extended for a further period of two (2) years, subject to prior Government approval and mutual consent. The revenue sharing arrangement with the Department will be as per the provisions of the RFP.

vii. Our attached Financial Proposal is as follows: The price quoted below is exclusive of all types of taxes, duties, cess, surcharges, levies, GST etc. and expenses and any other financial cost or implication.

viii. The Service fee is not applicable on following Deed category:

a. Deeds that receive any rebate or concession from the State Government or the Central Government, as applicable.

ix. Deeds where the transaction value is less than INR 10,00,000/- (Indian Rupees Ten Lakhs only), service provider will give 50% rebate on the quoted and agreed service fee.

*As the Department is now transitioning towards paperless registration and the SRO offices will see increased influx of paperless registrations, the service fee shall remain same in case of paperless registration system as that of a normal paper-based registration.
