SUPPLY AND ESTABLISHMENT OF ELECTRICAL AND ENERGY MANAGEMENT LAB AND HVAC LAB AT KGTTI MANGALURU

The tenderer should be a manufacturer who must have manufactured, tested and supplied the items similar to the type specified in the Schedule of Requirements (Section V) of package1 & Package -2 up to at least 80 % of the type of line items mentioned in Annexures referred in Section V Schedule of requirement Package 1 & Package -2 and 40% of the type of line items mentioned in Annexures referred in Section V Schedule of requirement Package 1 & Package -2 with respect to Micro and Small Enterprises of the quantity required in any one of the last 3 years 2022-23, 2023-24 & 2024-25. (in any one of the last 2 years for Micro and Small Enterprises). The items offered for supply must be of most recent series models incorporating the latest improvements in design. (Notarized true copy of the license/registration should produce)

Tenders of tenderers quoting as authorized representative or authorized regular dealer of a manufacturer can also be considered provided manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per GCC and SCC

The tenderer, as authorized representative and should have a registered office in Karnataka and should have supplied, installed and commissioned satisfactorily at least 30% of the of line items mentioned in Annexures referred in Section V Schedule of requirement Package 1 & Package -2 in any one of the last 3 years 2022-23, 2023-24 & 2024-25 in which 30% of quantity must have been supplied by the dealer

The Bidder/Supplier should have executed similar set-up at minimum 3 customer locations including at least one Government customer in the last 3 years. Purchase order copies of the same to be enclosed. Also, the bidder must have executed a turnkey project valued not less than INR 1 Crore (single PO) or more in the last 3 years

The Bidder/Supplier must have experience of setting up and running an Authorized training center (ATC) in at least 3 different countries. The bidder must submit the documentary evidence to support the claim. In case an authorized dealer is quoting on behalf of the OEM, then the bidder can produce OEM credentials as evidence. Also, the bidder must obtain from the OEM that the OEM will recognize the center as an ATC and support the center in training activities(Applicable for Package -1).

The Bidder/Supplier must have a customer base internationally for supply of HVAC/RAC training equipment and should have supplied at least three similar pieces of equipment to Govt./Quasi Govt. training institutes in last 5 years, industries/Manufacturing plants etc. The bidder must give copies of supply/Purchase orders to support the claim for RAC/HVAC Training Systems. In case an authorized dealer is quoting on behalf of the OEM, then the bidder can produce OEM credentials as evidence (Applicable for Package -2)

The Bidder/Manufacturers must have 5 years of experience in conducting business in the area of Technical & Vocational Education with respect to quoted for Package/ Items. As evidence the manufacturer must submit Certificate of Incorporation, Orders obtained

All tenderers that are quoting as authorized representatives of manufacturers shall be required to produce a notarized true copy of the authorizing manufactures license/registration issued by the Competitive Authority. Government of Karnataka or equivalent license/registration issued by any other Government Authority in India to such manufacturer along with the authorization specified in (b) of Section VII

The tenderer shall be a manufacturer or authorized dealer who have ISO certificate are eligible to participated in the tender ISO Certifications for the Manufacturers of Training Equipment Manufacturers of the technical and vocational training equipment must submit their valid and current ISO certification valid until 3 months from the bid opening date In case an authorized dealer is quoting on behalf of the OEM, then the bidder can produce OEM credentials as an evidence. Bidder should have 9001 2015 ISO 14001 2015 ISO 450012018 ISO CERTIFICATES AND Self attested copy of ISO BIS Certification copy of the Manufacturer/ Bidder Applicable for Package 1

ISO Certifications for the Manufacturers of Training Equipment: Manufacturers of the technical and vocational training equipment must submit their valid and current ISO certification valid until 3 months from the bid opening date. Bidder should have ISO 9001:2015 Certification. Self attested copy of ISO / BIS certification copy of the Manufacturer /Bidder Applicable for Package 2

The Bidder/OEM should upload original manufacturing license (MSME) & Factories registration certificate issued to them by the concerned State or Central Government certifying them as manufacturer of Machineries and Equipment

The tenderer must have an office and a sales and service center located in India and shall have operated out of such office and such sales and service center for at least previous 3 (three) years i.e.2022-23, 2023-24 & 2024-25 necessary proof to be produced

Bids from any Manufacturer or Dealer from any of the banned /Restricted/ prohibited countries by Government of India will not be entertained and the Bidder must submit a notarized declaration

The Machineries and Equipments to be supplied shall be of reputed manufacturers, and Manufacturers Authorization Forms (MAFs) must be submitted for 60 % of the line items of Package-1 and 60% of the line items of Package-2. All such Machineries and Equipments shall conform to prevailing industry standards. A detailed brochure and a list specifying the make (brand) of the items proposed for supply shall be included in the Schedule of Requirements and submitted as part of the bid documents. Furthermore, for all items for which MAFs are submitted, complete technical specifications must be available and verifiable on the respective Original Equipment Manufacturers (OEMs) official website

As per Schedule of Requirements (Schedule V), the Tenderers shall submit a bid for all items in Package 1 and Package 2 compulsorily contained in the Schedule. In the circumstance that the Tenderer fails to do so, it shall be disqualified and treated as non responsive

Installation, Commissioning and On-site Training: The installation and commissioning will be the responsibility of the supplier of the equipment. Two weeks training at the KGTTI Mangaluru Lab for KGTTI engineers & technician to be provided by the supplier. The cost of Installation, Commissioning and training to be inclusive of the quoted price. The training should include operation & maintenance of the equipment supplied. (Consent letter must be submitted).

Teaching material All reading material, operating manuals, Experiments Manuals, workbooks required for using the training kit to be supplied along with the consignment and should mention accepted. (Consent letter must be submitted).

Technical Requirements Validate capability and content quality The bidder must submit at least ten (10) sample interactive HVAC 3D digital learning modules as part of the bid submission. The content must demonstrate a.Interactivity, animation, and user navigation b Realistic 3D representation of HVAC systems, components, and diagnostic procedures.c.Integration potential with a Learning Management System (LMS) or Smart Classroom platform. Updating of Digital Content: The OEM must guarantee ongoing digital content updates and system compatibility for at least three (3) years after installation. III.Experience of Engineer / Trainer for installation and training At least 2 trained personnel must be on permanent employment for more than 5 years with the OEM / Authorized representative with experience in doing similar installation and training in RAC / HVAC technical training and for at least 5 clients/projects while in employment of the OEM / Authorized Representative. (Applicable for Package-2

In case any Tenderer is found to have been disqualified/blacklisted/suspended from empanelment or from participation in any tender from Government or Quasi Government agency, in the Union of India, such Tenderers would stand automatically disqualified from participation in this tender. The Tenderer shall give a declaration as given in Annexure-1

The Tenderer shall submit copies of GST registration Certificate, recent GST clearance and GST returns filed in the last 3 years 2022-23, 2023-24 & 2024-25 issued by the Commercial Taxes Department, 2025-26 GST R-3B return filed certificate

The Tenderer must submit turnover certificate for the previous three (3) financial years from a certified Chartered Accountant along with P & L accounts, Balance sheet for the last three years. The minimum Average Annual financial turnover for the last three financial years inclusive of all taxes should be as follows Turnover Requirement for OEMs/Authorized Dealers Rs.25 Crores,During the last three financial years 2022-23, 2023-24 & 2024-25,Rs.12.5 Crores,During the last three financial years 2022-23, 2023-24 & 2024-25

Positive Net worth Statement certified by CA in each of the last 3 FY (2022-23, 2023-24 & 2024-25) and Profit Declaration Statement by Tenderer

The Tenderer shall produce copy of its Income Tax returns for the last three financial years i.e., FYs 2022-23, 2023-24 & 2024-25

Tenderer shall also produce satisfactory work completion certificate(s) issued by the concerned government, public sector undertaking or private sector along with a certified copy of the previous supply orders issued to them by the concerned state. Central government departments and public sector units

The tenderer must submit a hard copy of the section V, mentioning the MAKE of the Supply and Establishment of Electrical and Energy Management Labs(Package-1) / Supply and Establishment of Heating, Ventilation and Air Conditioning Training Lab Setup (Package-2) at KGTTI Mangalore in Technical Bid

Above said technical bid documents should be uploaded and also hardcopy of all documents uploaded by the Tenderer in the e-procurement portal should be submitted to KGMSDC Society through Speed Post to The Member Secretary & Commissioner, Kaushalya Bhavan Campus, Dairy Circle, BG Road, Bangalore 29 on or before the opening of Technical Bids through e-portal

Any other document / information required to be completed and submitted by the Tenderers in accordance with these instructions.
