Section-I

Dismantling/ taking out old unserviceable battery from lifts and supply and fixing maintenance free sealed lead acid battery of 12 volts, 7AH as per sample including necessary electric connection complete and testing for 8 passanger lifts ARD battery complete all as specified and directed by Engr-in-Charge. (Make:- EXIDE/ AMARON/ STANDARD FURKKAVA)

Dismantling/ taking out old unserviceable battery from lifts and supply and fixing maintenance free sealed lead acid battery of 12 volts, 17AH/18AH as per sample including necessary electric connection complete and testing for 13 passenger lifts ARD battery complete all as specified and directed by Engr-in-Charge. (Make:- EXIDE/ AMARON/ STANDARD FURKKAVA) (Note for item No. 2.00 & 3.00:- Manufacturing date of Battery shall not be more than two months old from the date of commencement.)

Supply & fixing LOP plate with all fixing accessories suitable for 08/13 passenger lifts of make Thyssen Krupp including taking down old unserviceable one complete all as specified and directed. (Make : As per OEM recommendation).

Supply & fixing connector (male-female) with all fixing accessories suitable for ARD battery of 08/13 passenger lift of make Thyssen Krupp including taking down old unserviceable one complete all as specified and directed. (Make : As per OEM recommendation).

Section - II

Comprehensive maintenance, outsourcing of lift attendant cum rescuer (Semi-Skilled) for electrically operated passenger lifts installed at Karam Vihar including Sundays and Holidays. Comprehensive maintenance shall be done in reliable safe and efficient operating condition through MoU obtained from OEM by regularly examining, lubricating and adjusting the equipments and carry out planned maintenance in systematic and controlled manner alongwith monthly maintenance check performa for lifts with electric power operated doors, auto electric levelling device installed complete all as specified and directed by Engr-in-Charge. (a) Location and lift details for comprehensive maintenance :- (i) Location - KARAM VIHAR : (Block/ Building No. P/136 To P/142) (ii) Make of Lift: ThyssenKrupp. (iii) Capacity 8 Passengers (Ground + 8 floors i.e. 9 landings)= 07 Nos lift Capacity 13 Passengers (Ground + 8 floors i.e. 9 landings) = 07 Nos lift Total Lifts = 14 Nos (b) Location and details of lift attendant cum rescuer (Semi-Skilled) for outsourcing :- (i) Location - KARAM VIHAR : (Block/ Building No. P/136 To P/142) (ii) Make of Lift: ThyssenKrupp. (iii) Capacity 8 Passengers (Ground + 8 floors i.e. 9 landings)= 07 Nos lift Capacity 13 Passengers (Ground + 8 floorsi.e. 9 landings) = 07 Nos lift Total Lifts = 14 Nos (iv) 1st shift - 0600 hrs to 1400 hrs - 01 lift attendant cum rescuer. (v) 2nd shift - 1400 hrs to 2200 hrs - 01 lift attendant cum rescuer. (vi) 3rd shift - 2200 hrs to 0600 hrs - 01 lift attendant cum rescuer. Total = 03 Nos

Supply and fixing of OSG rope of size 6 strands x 19 of dia 6mm suitable for 8/13 passenger lifts including taking down old unserviceable one all as specified and directed by Engr-in-Charge. (Make : USHA MARTIN/ MAHADEV ELEVATOR/ BHARAT WIRE ROPE LTD/ SHREE STEEL WIRE & ROPE LTD.).

Supply & fixing of CI pit pulley suitable for 08/13 passenger lifts as per sample for Thyssen Krupp make lifts suitable for serving Ground + 8 Floors (total nine landings) including taking down old unserviceable one complete all as specified and directed. (Make : JOHNSON/ THYSSEN KRUPP /OTIS/ SCHINDLER/ KONE).

Supply & fixing of elevator fire man switch box with all fixing accessories suitable for 08/13 passenger lifts of make Thyssen Krupp including taking down old unserviceable one complete all as specified and directed. (Make : As per OEM recommendation).

Notes for Section II :- (a) COMPREHENSIVE MAINTENANCE (i) The comprehensive maintenance shall be done through any one of OEMs i.e. any one of M/s Kone India/ M/s Schindler India Pvt Ltd/ M/s Kinetic Hyundai Elevator & Movement Technologies Ltd/ M/s Hitachi Lifts India Pvt Ltd/ M/s Mitsubishi Elevator India Pvt Ltd/ M/s OTIS Elevator Co. India Ltd/ M/s Fujitech India Pvt Ltd/ M/s Johnson Lifts Pvt Ltd/ M/s Thyssenkrupp Elevator India Pvt Ltd/ M/s LT Elevator Pvt. Ltd/ M/s Omega Elevator Pvt Ltd/ M/s Escon Elevator Pvt Ltd/ M/s IES Elevator. Necessary intent of MoU (on serial Page No. 106) from OEM as per Proforma & same shall be uploaded with cover -1, failing which the financial bids of that tenderer will not be opened & the tender will be rejected in technical evaluation. (ii) The contractor will have to submit MOU as given on page No 107 to 109 from OEM i.e. any one of M/s Kone India/ M/s Schindler India Pvt Ltd/ M/s Kinetic Hyundai Elevator & Movement Technologies Ltd/ M/s Hitachi Lifts India Pvt Ltd/ M/s Mitsubishi Elevator India Pvt Ltd/ M/s OTIS Elevator Co. India Ltd/ M/s Fujitech India Pvt Ltd/ M/s Johnson Lifts Pvt Ltd/ M/s Thyssenkrupp Elevator India Pvt Ltd/ M/s LT Elevator Pvt. Ltd/ M/s Omega Elevator Pvt Ltd/ M/s Escon Elevator Pvt Ltd/ M/s IES Elevator. within seven days of acceptance of tender, failing which the contract will be liable to be cancelled and further action will be taken as per policy in vogue. (iii) Contractor will conclude AMC with OEM and copy of the agreement along with invoice will be submitted to Engineer-in-Charge and GE before commencement of AMC. No payment will be made to contractor without submission of valid AMC agreement. (iv) The above maintenance include complete maintenance of existing lift by regularly and systematically examining adjusting fabricating as and when required for smooth and efficient functioning of the equipment/lift.

Notes for Section II contd.../- :- (v) The comprehensive maintenance includes for repair of machines, motors, generators, ropes, inverter/ ARD system, controller parts, PCBs, belts, rollers, gears, bearings, solenoids, coils, chok break shoes, liners, contactors, relays, coils, push bottons, door operator VVF drive, VVVF main drive, car door, safety device, limit switches, governor, hoistway door locks, indicators and minor mechanical parts. The cost of above materials are deemed to be included in the rates quoted by the contractor. (vi) The materials like car cabin, ceiling frames, panels, fixtures, hoist way door panels, door frames, cills, car floorings, floor covering, light fittings, bulbs, tubes, main line power swtiches, breakers, feeders to controller, hoist way wiring, hydraulic jack outer casing, burried piping, alignment of elevator guide rails, smoke and fire sensors, communication devices, security systems, landing doors, sheave rim, hoist rope, ARD battery and ventilator fans are not included in the quoted rate. (vii) Light fittings including bulbs, tube lights and lift cabin fan shall be issued under Schedule 'B' for 'free for fixing' only. The fixing charges shall deemed to be included in the quoted rates. (viii) Contractor to note that monthly service will not be paid for the building undergoing special repairs/ unoccupied buildings and no penalty shall be imposed upon contractor, or all as per direction of Engr-in-Charge. (ix) Contractor will prominently display his contact/ mobile number and OEM contact number inside and outside the lift on each lift for call in emergency. (x) All existing earthing of the lifts shall be maintained and made fully functional by the contractor to the entire satisfaction of the Engr-in-Charge.

Notes for Section II :- (b) OUTSOURCING (i) Contractor shall monitor the duties of all lift attendant/rescuer during change of shift and submit report to concerned JE E/M / Engr-in-Charge. The cost of same is deemed to be included in the quoted rate. (ii) Contractor shall install a biometric system to monitor the attendence of lift attendants/rescuer at a central location at each of location of Sch 'A' as decided by Engr-In-Charge. The lift attendants/rescuer shall make their attendance with left thumb only or as directed by Engr-in-Charge in special case at start of shift, after 4 hrs of shift and at the end of shift. The attendance report shall be submitted to Engr-In-Charge on monthly basis. The cost of same is deemed to be included in the quoted rate. (iii) All lift attendants/ operators should be in possession of mobile for ease of communication. (iv) The mobile number to be permanently displayed at Central complaint cell of each location and every block/ building inside and outside of lift cabin or as directed by Engineer-in-Charge, and cost of the same is deemed to be included in the quoted rate. (v) Keeping in view the emergent services of lift work following points shall be noted as mandatory requirement in addition to as given in PS of tender documents:- (ai) Contractor has to make necessary arrangement for undergoing OPERATORS TRAINING enabling them to be well versed with rescue operation of trapped person and other lifts safety mechanisms. If the lift attendant unable to rescue the trapped person, they shall immediately inform the concerned Engr-in-Charge / JE. The training is required to be given by OEM only for a minimum period of 07 days.

(b) OUTSOURCING (Contd.../-) (aii) All the TRAINING CERTIFICATES of operators issued by OEM shall be submitted to Engr-in-Charge prior to their deployment in the work. It may also be noted that it is sole responsibility of contractor if any mishappening occurs including accident/injury due to any reason, Department shall not be held responsble on this account. Nothing extra shall be admissible on this account from the department. (aiii) All the expenses incurred for providing training shall be borne by contractor and rates for same shall deemed to be included in the quoted rates. (aiv) Contractor shall provide only trained lift attendant/ lift operator / rescuer and certificate to be submitted. (vi) Duty roster will be submitted by the contractor before commencement of the month for obtaining the approval of JE and Engineer-in-charge. Any change in duty roster will be made by the contractor, only after approval of Engineer-in-charge. (vii) Each lift attendant/ operator shall be responsible for operating the lifts of detailed blocks/ buildings which are at nearest location as directed by Engr-in-Charge. (viii) The lift operators should have the requisite qualification/experience as specified in the tender. (ix) Contractor should arrange proper uniform with name plate on shirt for the operators and its cost shall be deemed to be inclusive in the quoted rate.

(b) OUTSOURCING (Contd.../-) (x) The operator shall also be responible to inform any complaint of non functioning of lift to the Engr-In-Charge. (xi) The contractor shall provide reliever of lift attendant/ lift operator as per labour rules & regulations. (xii) The rate quoted shall not be less than minimum wages as notified by Govt of India/ State Govt/ Local body whichever is higher including all statutory provisions such as EPF, ESIC, Taxes etc and rate of GST as applicable on the last due date of bid submission. In such case, the lowest tender shall be determined by the lowest amount amongst valid/ bonafide bids only. (xiii) If the rates quoted against each item of providing manpower in Schedule ‘A’ item(s) (BoQ) is found to be less than the existing minimum labour wages (inclusive of EPF, ESIC, LWC and taxes), then the bids will be declared as “Non-Bonafide” tender and will be rejected in financial evaluation. In such case the lowest tender shall be determined by lowest amount amongst valid bonafide bids for acceptance, whose rates found to be reasonable. The tender will be considered for financial evaluation only if the Section-II (manpower item only) is found bonafide.
