Eligibility Criteria

Tenders from Joint ventures are not acceptable.

The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification.

Rates shall be quoted in tender in bill of quantities in the website itself.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tender document is part of the agreement.

Conditional tenders are liable for rejection.

The Bidder shall obtain insurance coverage for all the workers deployed for this work at his own cost.

The Bidder shall quote rates exclusive of GST and inclusive of all other applicable taxes, levies, duties and cess etc., as per the prevailing regulations of GOI and GOK .

Any variation in GST during the contract period upward/downward shall be paid or recovered. The contractor and KPCL are agreed for the same. All payments towards variation in GST shall be on production of documentary proof.

The bidder should take into account the prevailing royalty charges while quoting their rates and submit the material dispatch permit (MDP) reciept, if not submitted penalty shall be levied as per statutory norms issued by GoK.

As per Building and other construction workers Welfare Cess Act 1995 1percent Cess on bill amount shall be recovered in the work bills.

KPCL shall recover the statutory taxes such as Income Tax, cess, etc., at the prevailing applicable rates.

The contractor should get registration under section 7 & workers under section 12 of the building and other construction workers as per regulation of employment and condition of service act 1996.

The bidder should read the restrictions imposed by the Government of India & Government of Karnataka on procurement from bidders from a country or countries or class of countries which shares a land border with India and give the declaration for the same as per enclosed format. Any bidder from a country which shares a land with India will be eligible to bid in this tender only if the bidder is registered with the Competent Authority.

Bidders shall give declaration regarding payment of fair and reasonable wages, which shall not be less than the minimum wages fixed by the government from time to time to the labours working under the contractor in the contract undertaken by him, failing which the bids are liable for rejection.

In case of death of a contractor after executing the agreement/ commencement of the work, his legal heir (to be intimated at the time of execution of agreement by the successful contractor), if any eligible registered contractor and willing, can execute and complete the work at the accepted tender rates irrespective of the cost of the work after obtaining approval from competent authority.

Any dispute or difference or claim arising out of, or in connection with, or relating to the present contract or the breach, termination or invalidity thereof, shall be referred and settled under Arbitration center- Karnataka (domestic and international) rules 2012, by one or more arbitrators appointed in accordance with its rules.

In case the dates notified above are declared as holiday, the immediate next working day will be reckoned.

Defect liability/ Maintenance period for the work is 36 months from the date of completion of the work.

If the Bidder makes any alterations in the conditions of the contract or puts any condition of his own, such tenders are liable for rejection.

The bidders should read, understand, sign and shall upload the declarations along with the bid. The declarations are attached in the bid document.

In the item description in Schedule-B, the material to be used for the work should confirm with relevant IS standards. The material can be procured/used only after approval from Engineer in charge.

The location where the work is to be carried out is to be completely studied by the bidder. Any electrical cables, power cables, transformers, OFC, etc., laid need to be understood. The safety of men, material, instruments is to be strictly taken care. Any lapse/incidents/accidents/loss is the total responsibility of bidder.

The Successful bidder shall furnish a Contract performance guarantee (CPG) equivalent to 5% of the tendered amount or contract price whichever is higher in the form of DD/BG/eBG from any schedule bank acceptable to the Corporation in the prescribed format within 20 days of receipt of acceptance letter from KPCL and should be valid for 30days after the date of defect liability period including extension period if any.

The contract may be foreclosed/extended beyond the original contract period as per the decision of KPCL.

The corporation is not responsible for any delay in accessing Karnataka Public procurement Portal (KPPP).

Corrigendum/ modification/ corrections, if any, will be published in the web site only.

The contract period is of four months and work will be executed in two phases i.e. first phase in non-monsoon period and second phase in peak monsoon period. Handing over of site will be issued separately if necessary.

Further details of the work or any clarifications can be obtained from the office of the Executive Engineer (Civil)Kadra, KPCL, Kadra (U.K) during office hours.

The date of handing over of the site shall be considered as the commencement of the work. Site handover notices shall be issued in multiple phases, depending upon the availability of work fronts.

Past Experience

The intending bidder should have satisfactorily completed as a prime contractor in the last five financial years (i,e, 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26), at least one similar work to an extent of 50% of the cost of work of value not less than Rs.16.99 lakhs. The work done certificate issued from state / central Government / Government under taking from officers not below the rank of Executive Engineer or equivalent cadre shall be furnished.

Assessed available tender capacity (AxNx2.5-B) should be greater than the amount put to tender, where, A is Maximum value of works executed in any one year during the last five years (updated to 2026-27) price level taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited for 4 Months in two phases i.e. first phase in non-monsoon period and second phase in peak monsoon period (0.33 year). B is Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 4 Months in two phases i.e first phase in non-monsoon period and second phase in peak monsoon period.
