9 The bidder must have been supplied any satellite data / imagery to any Central / State Government/ Institutions or Public sector undertakings since last three completed financial years (i.e., 2022-23, 2023-24 and 2024-25) Proof of supplying orders of the same. For each financial year one proof of supply order to be submitted.

10 Bidder should have completed a minimum of three (3) work orders for the supply of satellite data, with a total value of not less than INR 2.0 crores in the last 5 years, for any Central / State Government/ Institutions or Public sector undertakings. AND at least a single order of satellite data / imagery above INR.1.0 Crore. A Copy of Work Order and Client Completion / Performance / satisfactory reports for each of the projects undertaken to be submitted. The bidder shall also submit completed supply/work order along with payments received from the client against that work/supply order as proof.

11 Bidder should not be debarred or blacklisted by any procurement entity in Central Government / State Government and its Departments for indulging in corrupt or fraudulent practices or for indulging in unfair trade practices for any reasons whatsoever at the time of bidding. A declaration by the authorized representative of the bidding agency to be submitted.

12 Any bidder from a country that shares a land border with India excluding countries to which the Government of India has extended lines of credit or in which the Government of India is engaged in development projects (as listed on the website of the Ministry of External Affairs) hereinafter called ‘Restricted Countries’ shall be eligible to participate in this RFP, only if the bidder is registered with the Registration Committee constituted by the Department for Promotion of Industry and Internal Trade (DPIIT) Self-Declaration and necessary documents of proof.

13 The bidder through its OEM, has to submit a sample data (minimum 5 sq.km.) for inspection and demonstration (as per the instructions) during the technical evaluation, if required. The bidder has to adhere to the data quality parameters as per the technical specifications. (In case of multiple bidders of same OEM, only one sample data shall be submitted by the OEM) Sample Data should be provided during technical evaluation if required by the Tendering Authority.

17 Feasibility study report The successful bidder shall mandatorily submit a Feasibility Study Report duly certified by the Original Equipment Manufacturer (OEM) or INSPACE authorized Distributor/Reseller. The report shall confirm the technical feasibility and capability of the proposed satellite/sensor/platform to acquire imagery meeting all the specified technical parameters, including spatial resolution, spectral characteristics, positional accuracy, area coverage, acquisition window, cloud-free coverage and other applicable specifications.
