Carrying out bill analysis of APPD electric bills for a period of past 12 months in respect of one takeover point for receipt of bulk HT 33 KV power supply. Note : The entire work from BQO Srl items No 23 to 39 shall be done under Electrical Engineer cum Certified Energy Auditor having category ‘d (vii)’ and all safety regulations shall be complied with. Note: There take over points located in different places
Preparation of road wise inventory of street lights under each switching point indicating number of each type of street light under the switching point.
Carrying out load survey continuously for 24 hours at each takeover point with a portable power analyzer connected through suitable clamp/flex/split core CTs.
Carrying out random load survey for half an hour at each substation(11KV/415V) of any capacity of transformer with a portable power analyzer connected through suitable clamp/flex/split core CTs.
Carrying out random load survey for 10 minutes at street light switching points. Note for item 4 5,6&7: Load survey shall include data on V, A, PF, KVA, KW & THD. If VTHD is higher than 5% and/or ATHD is higher than 10%, IHD shall also be recorded.
Determination of input wattage of each type of street light based on measurement with a power analyzer/ multi meter in respect of 5 Nos of lights for one minute.
Establishing annual energy baseline from analysis of billing data and recorded data in respect of each takeover point and to sub-allocate energy consumption among all the distribution substations.
Carrying out energy audit of buildings of the category of married accommodation of PBOR in Defence services and equivalent accommodation for civillias having lights, fans’ heaters and other appliances through physical inspection and other activities as outlined below:- (a) Preparing room wise inventory of energy appliances/systems like lights, ventlating fans/ceiling fans, and other user appliances and estimating their power demand based on suitable factors of utilization & diversity. (b) Carrying out random load survey at the main panel for half an hour. (c) Assessment of annual energy baseline from the load and usage data and preparation of service wise energy allocation in respect of services like lights, fans and user appliances. (d) Assessment of performance of lighting by measuring lux levels, area of the lit-up space and assessed power demand. (e) Checking building envelope elements like roof, windows and walls of A/C buildings and suggesting cooling/heating load reduction measures. (f) Assessment of performance of other major appliances as applicable. (g) Suggesting energy saving measures (ESMs) including retrofits and O & M practices along with calculations for savings and payback periods. (h) Submission of energy audit report (3 copies) either separately for each building or for a group of buildings as directed by the GE. Notes: (i) 5 bldgs (Quarters) at different pockets as decided by GE shall be checked as sample and the report shall cover energy audit of all similar buildings of this category. (ii) The drawings/plans and other data shall be provided by the Department. The energy audit shall be carried out by a certified energy auditor with the help of suitable portable instruments as per standard practices.
Submission of energy audit report (5copies) containing introduction, system description, SLD, bill analysis, load survey analysis, street light data/analysis, annual energy baseline, substation wise energy allocation and suggested energy saving measures (ESMs) for electric distribution & street light systems along with calculations of savings and simple payback period (SPP) and suggested action plan in respect of the area covered under each takeover point. Notes: (i) The entire work shall be done under supervision of an Electrical Engineer cum Certified Energy Auditor and all safety regulations shall be complied with. (ii) The action plan shall also contain a proposal for measurement and verification (M&V) of the savings from the ESMs. The cost of M&V systems shall be included in the ESM costs and shall be considered in the SPP calculations also.
Ditto as above but for the category of officers of the rank of Lieutenant to Colonel and equivalent in Navy/ AF and civilian officers and with sample check of one building (quarter) in different block/pocket as decided by GE
Ditto as above but for the category of officers of the rank of Brigadier and above and equivalent in Navy/ AF and civilian officers and with sample check of one building (quarter) in different block/pocket as decided by GE.
Carrying out energy audit of OTM category of buildings with plinth area 2000sq mtrs and above, having lights, fans’ heaters, air conditioners/ air conditioning system and other appliances through physical inspection and other activities as outlined below:- a) Preparing room wise inventory of energy appliances/systems like lights, fans, air conditioners and other user appliances and estimating their power demand based on suitable factors of utilization & diversity. b) Carrying out random load survey at the main panel for half an hour. c) Assessment of annual energy baseline from the load and usage data and preparation of service wise energy allocation in respect of services like lights, fans, air conditioners and user appliances. d) Assessment of performance of lighting by measuring lux levels, area of the lit-up space and assessed power demand. e) Checking building envelope elements like roof, windows and walls of A/C buildings and suggesting cooling/heating load reduction measures.f) Assessment of performance of room air conditioners in terms of KW/TR by measuring parameters like temperatures and power consumption etc. g) Assessment of performance of other major appliances as applicable. h) Suggesting energy saving measures (ESMs) including retrofits and O & M practices along with calculations for savings and payback periods. i) Submission of energy audit report (3 copies) either separately for each building or for a group of buildings as directed by the GE. Notes: i. The energy audit shall be carried out in respect of 20 buildings. List of buildings shall be shown separately. ii. The drawings/plans and other data shall be provided by the Department. The energy audit shall be carried out by a certified energy auditor with the help of suitable portable instruments as per standard practices. iii. Assessment of performance of central/package type A/C systems is not included in the energy audit of buildings as the same is covered separately.
Carrying out energy audit of Main Receiving station at 3 pockets of any capacity including measuring /recording power (KW), Voltage, Amps, PF and checking of disribution system, load balanceing and submission of three copies of the energy audit report containing measured data, analysis, recommended saving measures and their economic analysis in terms of payback period. Note: Nameplate data of all euipments in MRS and historic data of its usage shall be provided by the Department. The energy audit shall be carried out by a certified energy auditor.
Carrying out energy audit of standby DG sets of any capacity including test running of the DG set for 30 minutes at a loading at which the DG set is generally run during most of the time and measuring /recording power (KW), Voltage, Amps, PF and diesel consumed and submission of three copies of the energy audit report containing measured data, analysis, recommended saving measures and their economic analysis in terms of payback period. Note: Nameplate data of the DG sets and historic data of its usage like hours run, KWh generated and diesel consumed shall be provided by the Department. The energy audit shall be carried out by a certified energy auditor.
Carrying out energy audit cum efficiency testing of water pumps/back wash pump of any type and any capacity by measuring and logging flow and power data including assessment of actual system head and determination of hydraulic (wire to water) efficiency and submission of 3 copies of report containing logged data, test results of pump efficiency test, analysis of test results/data, remarks on power quality and suggested energy saving measures (ESMs), savings and payback period etc.
