System strengthening works of Conversion of existing LT overhead line into Aerial Bunched (AB) cable at various hazardous locations in W-6 subdivision of R.R Nagar division, Bangalore West circle, BMAZ (South), BESCOM on percentage basis quoting

The Bidder as Prime contractor should have successfully completed the works involving LT Aerial Bunched (AB) cable to any ESCOMs/ Distribution companies/PSUs or to any Central/State Government undertaking Electrical utilities/Government bodies in the last Five financial years (FY-2020-21, 2021-22, 2022-23, 2023-24 & 2024-25) on Partial turnkey/Total turnkey basis. The value of such completed works shall not be less than Rs.4,23,81,923.00 (Excluding GST) Note: Updated to the FY in which the tenders are invited. The value of the completed works shall be given a weightage of 10% per year to bring them to the price level of the FY in which the tenders are invited. Documents to be uploaded: Scanned copy of the satisfactory Work completion certificate issued by an officer not below the rank of Executive Engineer or equivalent of concerned ESCOMs/ Distribution companies/PSUs or any Central/State Government undertaking Electrical utilities/Government bodies duly indicating the contract completion value (excluding GST) along with DWA/Award copies shall be uploaded.

The Bidder as Prime contractor should have executed minimum quantity of 81.78 KMs of LT AB cable to any ESCOMs/Distribution companies/PSUs or to any Central/State Government undertaking Electrical utilities /Government bodies on PTK/TTK basis in any One financial year during the last Five financial years (FY-2020-21,2021-22, 2022-23, 2023-24 & 2024-25) and the same should be in successful operation for at least one year from the date of Commissioning till the later date before the submission of the bid. Documents to be submitted: Scanned copy of Performance certificate issued by an officer not below the rank of Executive Engineer or equivalent of concerned ESCOMs/Distribution companies /PSUs or any Central/State Government undertaking Electrical utilities/Government bodies duly indicating the financial year wise quantum of LT AB cable work executed by the bidder & in satisfactory operation for at least one year from the date of Commissioning along with DWA/ Award copies shall be uploaded.

The Bidder should be in existence as any of the following: (a) Company incorporated in India under the Companies Act, 1956/2013 including any amendment thereto: Documents to be submitted: (1) Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company. (2) Declaration from Directors of the Company in MBP-1 Form, stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender (s). (b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto: Documents to be submitted: (1) Certification of Incorporation issued by Registrar of Companies as per LLP Act 2008. (2) Limited Liability Partnership Agreement of LLP. (c) Partnership Firm under Partnership Act, 1932 in India: Documents to be submitted: (1) Partnership Deed, GST Registration Certificate. (2) Shops and Establishment Registration Certificate, as applicable. (d) Sole Proprietorship Concern: Documents to be submitted: PAN/GST Registration Certificate

Tender Capacity: The Bidder, who meets the above specified minimum qualifying criteria, will only be qualified, if their Available Tender capacity is more than the Amount put to tender. Assessed available tender capacity: (A X N X 1.5 - B) A: Maximum value of works executed in any one year during the last five years (FY 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25) (updated to FY-2025-26 in which tenders are invited), taking into account the completed as well as works in progress. N: Number of years prescribed for completion of the works for which tenders are invited. i.e., N-1. B: Value, at FY-2025-26 in which tenders are invited price level, of existing commitments and on-going works to be completed during the next 1year. Note: Copy of the Statement of Total value executed and payment received in the last five years (FY 2020-21 to FY 2024-25) as per the format in the bid document duly certified by the Chartered Account along with affixing the UDIN shall be uploaded. Copy of the statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works as per the format prescribed in the bid document. The statement shall be certified by the Employer in charge, not below the rank of an Executive Engineer or equivalent of the concerned utility shall be uploaded. The bidder shall note that the value of pendency of work should be considered based on financial progress achieved in the particular work as on the date of bid submission

The Annual Turnover of the Bidder in at least Two financial years should not be less than Rs. 16,95,27,692.00 during the last Five financial years (i.e.,FY-2020-21, 2021-22, 2022-23, 2023-24 & 2024-25). Note: Updated to the FY in which the tenders are invited. Financial turnover of previous years shall be given a weightage of 10 percentage per year to bring them to the price level of FY in which the tenders are invited. Documents to be submitted: Scanned copies of the Audited Annual Accounts statements such as P&L statement, Balance sheets & UDI number of the bidder for the respective FYs shall be uploaded.

The Liquid assets as on the date of NIT issued or later date before the submission of bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facility in any Nationalized/scheduled commercial Bank shall not be less than Rs. 2,11,90,962.00. Documents to be submitted: The Cash at Bank, Term Deposits & Availability of Fund based credit facilities as on the date of NIT issued or later date before the submission of bid shall be supported by a certificate issued by Nationalized/Scheduled Bank shall be uploaded. If the Bidder has banking with more than one Bank, then the available balance liquid assets mentioned above should be the same date for all the banks shall be uploaded. In case of Fund Based credit facility, the certificate issued by Nationalized/Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available on the date of NIT issued or later date before the submission of bid shall be uploaded. The Certificate shall be submitted in the prescribed format of Bid documents.

Any Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order no: FD 455 Exp-12/2020 dt: 25.08.2020). A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format: I have read the clause regarding restrictions on procurement from a Bidder of a country which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered (Where applicable, evidence of valid registration by the Competent Authority shall be attached. Documents to be submitted: Scanned copy of Self-declaration on Notarized stamp paper of Rs. 500/- as per the format in the bid document shall be uploaded. If the Bidder from a country which shares a land with India, Registration certificate issued by the competent authority shall be uploaded. Self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done

Even though the Bidders meet the above criteria, they are subject to be disqualified if they have: (i) made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements. and/or (ii) record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc. and/or (iii) Participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification. and/or (iv) Blacklisted due to non-performance in execution of works by any Central/State Govt. undertaking Electrical utility/ Government Dept. as on date of bid submission and/or (v) Defaulted/short closed due to non-performance in execution of works against the order placed by any Central/State Govt. undertaking Electrical utility/Government Dept. as on date of bid submission
