Supply, installation and maintenance of CCTV & ANPR Camera System along with necessary Hardware, Software and Monitoring at Bengaluru District of Karnataka State

The bidder should be the Original Equipment Manufacturer (OEM) or an authorized Dealer/ System integrat or of the OEM for ANPR Camera system with experience of minimum 3 years in Supply, Installation and Maintenance of ANPR Camera system/ solution to any of the Government Department/ Organization/ Undertaking in the India

a)The bidder should have executed supply of ANPR Camera system/ solution and integration with Traffic analytics and challan generation work during 2022-23, 2023-24 and 2024-25 and up to Last date of Tender submission, either in single or multiple orders to any of the Government Department/ Government Undertaking/ Government Organization in India for not less than 40% of the estimated bid value.b) At least one Work/Purchase order shall have ANPR based Traffic Analytics solution generating Challan for any 3 violations out of 1) Without Helmet, 2) Triple riding, 3) lane discipline, 4) without seat Belt, 5) one way, 6) use of Mobile while riding. Note: Relaxation for past performance for MSE Units based on Quantity as provided under GOK Circular FD 908 Exp-12/2019 Dt.21-07-2020is not applicable in the present tender, since the procurement involves supply of more than one equipment, software, civil works, commissioning and other ancillary works as per the schedule of requirement.

Local Presence:As on the last day of bid submission a)The OEM should have presence in India with their directly or through their Indian Subsidiary since last 5 years.b)The Bidder/OEM should have had a fully functional Service/Support centre in Karnataka for a minimum period of 3 years with GST/VAT/ Service Tax/Sales Tax Registration.c)The bidder should have OEM certified Service Engineers at their disposal as per the requirement of the project at the designated Districts for service and maintenance.

Either the bidder or the OEM should have all the certificates below a)ISO 90012008 b)ISO 14001:2004 c)ISO 45001:2018 d)CMMI level 3 or above e)ISO 27001 2013 or latest

The bidder should agree a) The bidder should agree for onsite warranty for a minimum period of 3 Years from the date of completion of the work, go-live and acceptance for all the supplies. The Warranty should carry service and maintenance, replacement of Product /hardware/ software/spares free of cost. b)The bidder should provide adequate spares and service support during the period of Warranty. c)Ensure availability of service/spares for at least next 5 years for the products offered after completion of the Warranty period

The bidder / OEM should not have been debarred/ blacklisted by any State Government, Central Government, Central & State Govt. Undertakings /enterprises/ Organizations and by any other Quasi Government bodies/ Organizations, World Bank/ Govt.E-marketing portal or any Major Enterprise/ Organization in India for non- satisfactory performance, corrupt & Fraudulent or any other unethical business practices, not meeting critical conditions/ security clearance etc. during the past 3 years, as on the date of Tender submission.Delisted barred/ penalized by the Government e-Procurement/GeM/ Purchaser for the reasons of not fulfilling tender terms, delay in supplies or breach of terms of the tender/ Portal in the past three years, as on the date of Tender submission

a)The Products offered by the bidder shall meet the specification as per Appendix I of the Bid Document.b)Bidders can propose either edge based analytics or server-based analytics. Bidders are requested to as per specification mentioned in the annexure with respective technology.c)Bidder should ensure that E challan system should be integrated with the existing Echallan system/PDA seamlessly Bidder should submit the detailed methodology/ approach on Integration with the existing set up

As per the directions of the State Government, directions vide GO No: HD 58 EFS 2020 Dt. 16/07/2020, the bidder should avoid supply of the products which are manufactured in countries sharing land border with India.

The bidder from such countries sharing a land border with India will be eligible to participate only if the bidder is registered with the Competent Authority as per the Directions of the Ministry of Finance Government of India.

Consortiums/ JVs are not allowed to participate in the Tender
