Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1%of the bill amount will be deducted towards Construction Labour Welfare fund.

The Item Rate quoted shall include the Royalty Charges on construction materials and other taxes as per prevailing Government Orders.

Conditional tenders will not be accepted.

The Tenderer shall obtain the workdone certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the Bid. The Original Certificate/Certificates shall be produced at the time of opening of technical Bids for physical verification.

Financial Year will be reckoned as the period between first day of April and Thirty first day of March of succeeding year(both days inclusive).

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder

The Employer reserves the right to Reject any or all Tenders without assigning any reason.

The Department is not responsible for any delay in accessing kppp portal.

The rates of all the items appeared in Bill of Quantities are inclusive of all leads and lifts

The contractor shall bound to comply the prevailing rules and regulations with regard to the EPF rules and any modifications before and after execution of agreement

After the award of the contract, the contractor has to furnish the details in respect of labour employed and the EPF details for this work in every RA bill.

Bidders are advised to note that , 18% GST will be added to the contract amount.

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2026-27 in the Technical Qualification Criteria mentioned in the next section.

The bidder should mention the UDIN No on the turnover certificate, failing which bid is rejected.

If the bidder uploaded the false document while participating in the tender, the bidder will be responsible and action will be initiated as per the tender clause.

The work should be completed in 11 (eleven) Months ( including monsoon)

In respect of work costing more than Rs. 1.00 crore, the contractor shall establish field laboratory at his cost with requisite equipment or as stipulated in the Agreement. As per Approved QAP from Quality Assurance Department ( As applicable )

The tendered shall upload the Line of Credit issued from bank and obtained on bank letter head, same to be uploaded in portal otherwise it will be liable for rejection.

EMD of Rs 6,51,000.00 is to be paid in full through e payment Rs. 1,00,000/- and Rs. 5,51,000.00 shall be in favour of the Executive Engineer, PWD Division, Sedam and may be in the form of Bankers Cheque/ Demand Draft/ Pay Order in favour of Executive Engineer, PWD Division, Sedam payable at Sedam pledges to the Executive Engineer, PWD Division, Sedam, or Bank Guarantee in the prescribed format obtained from any nationalised / Scheduled Bank.

The electrical work has to be executed under the supervision of competent electrical authorities.

All items unit to be read as per UNI-SR Particular (2023-24 continued to 2025-26)

The Tenderer or his identified sub contrator should posses required valid electrical licence for executing building electrification works.

Successful tender should have to obtain all mandatory clearence from fire services, electrical inspectorate, Air Pollution, GESCOM power supply etc, before commencement of the work.

Vendor credentials and QAP shall be got approved from the competent authority before procurement of items by the tenderer

The Vendor for Furniture, CCTV, UPS and any other goods supplied should ensure about the quality of the product and provide requisite warranty for installation and maintenance of product should be as per manufacturers instructions and service manual.

Tenders from Joint ventures are not acceptable

The KPWD code , KTTP Act/rules , Delegations of powers and other govt orders issued by the government from time to time will apply.

All materials required for this work shall be procured by the bidder himself and should got tested by the competent authorities at his own cost as required before installation.

Above tender premium will not be given.

DLP will be Two years from the date of completion of work or handing over whichever is later ( The warranty shall remain valid for 24 months from the date of handing over )

Service should be as per the manufacture of the product

The GTTC satisfactory certificate and training satisfactory report which is to be issued quarterly by the trainees/HM of the respected school is mandatory for the release of payment

The vendor should provide lifetime free access for all the software & learning platform websites including the paid versions at his own cost

The Bidder should produce one sample of each item being offered , meeting the specification mentioned in the tender document, and get confirmation issued by the EE PWD Sedam

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2021-22, 2022-23, 2023-24 ,2024-25 & 2025-26 b) Satisfactorily completed, as prime contractor, similar work of providing supply, installation and commissioning similar Innovative labs/robotic/Electrical & Electronics/IoT/Automation of value not less than Rs. 216.68 Lakhs

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2021-22, 2022-23,2023-24,2024-25 & 2025-26 Executed in any one year, the following minimum quantities of work 1)plaster of Paris - 686.62 sqm 2) Robotic training kit such as cars, arms , Humanoid robot , AMR , IoT/AIML lab kit/ Atal Tinkering Lab, measuring instruments multimeters electronics workbenches and furniture such as computer chairs /tables - 94. Nos Bidder should have supplied all of the above items not less then the 94 nos

Work Done Certificate

Maximum of commissioning Electronics/Electrical/Robotics/innovative Lab works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. (Financial turn over of previous years shall be given a weight of 10% per year to bring them to the price level of the 2026-27)

The tenderer should be a manufacturer or Authorized Dealer who should be in manufacturing/testing/supplying Electronics/Electrical/Robotics Labs from 5 years are eligible to bid for this tender.
