Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Re-branded and relabelled products will not be accepted. Only the product and model quoted in the bid will be submitted for technical evaluation. The HD Quality photograph of the offered product also has to be submitted with the bid

The Technical offer should be completed in all respects and contain all Required information, except prices. It should not contain any price information. The technical offer should clearly indicate that their products and services qualify all requirements of the products and services asked for this tender

If any of the technical parameter does not meet the tendered specifications/parameters, their offer will not be considered and shall be rejected

Bidder who will submit all the required documents along experience certificate/ or pilot project completion report which will be meeting all the technical specifications/parameters required by technical evaluation committee, given in the Technical Specification will be tested by our Technical Evaluation Committee under the field conditions. The Technical Evaluation Committee will evaluate the performance

The successful tenderer should deliver Fixed Deposit on 5% of contract value as security deposit to execute the agreement

The Bidder shall supply the item in a time of 10 working days and complete the installation in a time of 15 days after receiving of Purchase Order

Technical Committee Evaluation Performance Benchmarking: A designated Technical Evaluation Committee (TEC) will assess the product based on:

Accuracy: Verification of thermal readings against calibrated industrial thermometers.

AI Logic: Efficiency of person detection and temperature screening in various lighting/environmental conditions

Integration: Seamless data flow to the central monitoring station

Right to Reject: The Technical Evaluation Committee reserves the right to reject the bid if the product fails to meet the specified accuracy thresholds or if the pilot phase reveals inconsistent performance

Past Experience

Past Experience Certificate as prime supplier issued by DCF and above rank officers towards completion of Online AI Thermal Camera Project or pilot project completion certificate in any forest divisions of India

Capabilities of Vendor

Filed GSTR 3B for last month/ Last quarter ending (for quarterly filing business)

Service Level Agreement (SLA) & Maintenance The bidder must adhere to a strict Turnaround Time (TAT) for all reported issues Minor Repairs (Software/Calibration): Must be resolved within 2 business days. Major Repairs (Hardware Failure): Must be resolved within 15 business days Alternate Solution (Standby Support): If a repair is expected to exceed 48 hours, the bidder must provide and install an equivalent Standby Unit to ensure zero downtime in monitoring. Preventive Maintenance Quarterly health checks must be conducted to ensure AI accuracy and sensor calibration

Onsite Handholding Support Duration: The bidder shall provide dedicated technical support for a period of 1-year post-installation. Scope of Work: Onsite training for designated staff on system operation and alert management.Configuration of AI rules (e.g. tripwires, temperature thresholds) Assistance in data retrieval and report generation.Support Access A dedicated support engineer must be assigned for remote assistance and periodic onsite visits.

Product Warranty Comprehensive Warranty: The bidder shall provide a minimum of 3 Years comprehensive onsite warranty from the date of successful commissioning ScopeThis includes all hardware components (Thermal sensor, Optical lens, AI processing unit, and mounting accessories), firmware updates, and software patches. Zero Cost: Any part found defective during this period shall be repaired or replaced by the bidder at no additional cost to the purchaser.

Pilot Execution PhaseDuration: A mandatory 1-month (30 days) Pilot Execution phase will commence immediately after the initial installation.Requirement: The system will be monitored in a live environment to verify AI detection accuracy, false alarm rates, and thermal sensitivity.Acceptance Final acceptance and payment milestones will be triggered only upon the successful completion of the pilot phase and submission of a performance report.
