Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

A copy of the valid CEIG approved Class-I Electrical Contractor & above

Scanned signature of the bidder/authorized representative in case of a firm or company, to be attached to the bid document. Also in case of authorized representative, scanned copy of power of attorney should be uploaded and the original should be produced at the time of opening of tender

A copy of the valid Employees Provident Fund (EPF) registration Certificate along with paid E.P.F. challans.

A copy of Employee Insurance registration certificate (ESI) along with form 5 returns of contribution

Copy of PAN CARD

Intending bidder should furnish a valid registration certificate in labour department

Copy of GST Registration Certificate, along with copy of GST return for at least 3 years .

To qualify for award of this contract, each tenderer in his name should have in the last five years Period (2020-21, 2021-22, 2022-23, 2023-24 & 2024-25) Achieved in at least two financial years an average annual financial turnover of Rs. 59.20 Lakhs (usually not less than the estimated cost under this contract)

Liquid assets and /or availability of credit facilities of not less than Rs.18.00 lakhs. (Credit lines/ letter of credit/ Certificates from Banks )for meeting the fund requirement etc

Bidder should have satisfactorily completed at least one similar nature of work such as Operation and maintenance of Lift Head work or Pump house (Consisting of VT pump sets with allied equipments at not less than 56.08 m head at 1050 rpm coupled with 1125 KW, 6.6KV volts motors 4 nos. 11 or 33 KV / 6.6 KV substations with at least 6.3 MVA transformers along with allied equipments.) of value not less than Rs. 30.00 Lakhs (50% of the amount put to tender during the last 5 years i.e. 2020-21 to 2024-25)( The certificate should be issued by an officer not below the rank of Executive Engineer of the concerned Division/Equivalent officer and countersigned by the Superintending Engineer of the concerned Circle / next higher officer) (The work done of previous years shall be updated to 2024-25 at 10 % per annum

Assessed available bid capacity( AxNx2.5-B)

Bidder should have following minimum qualified Engineers Electrical /Mechanical/Technicians having experience in operation & maintenance of pumping stations either in water supply/irrigation works

If many bidder quotes lowest same price to the work and the award of work will be done by toss/lottery system or by obtaining no objection certificate in this regard by the other contractors who have quoted the same price

Within 15 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5 % of the Contract price additional security for unbalanced tender

During technical evaluation, if the employer finds that any certificates/information furnished is false, such bidders will be disqualified and barred from participation in the bid.

The intending bidders are advised to visit the site of work, make themselves familiar with local situation about the availability of construction materials, work men, land required for construction activities, etc before submission of bids

Typographical errors, if any will not be the ground for any claims by the Contractor

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.(Contractor should not give his work to sublet, if finding any circumstances like this, Executive Engineer have power to withhold contract at any time)

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted
