List of Financial Resources with Certificates

The intending bidder should have executed in any one year (for a continuous period of 12 months) the minimum quantity of work (usually 80% of the annual requirement) in the previous five years 1. Providing and constructing cement concrete pavement M 30 Grade and above- 708.00 Cum The work done certificate should be duly signed by an officer not below the rank of Executive Engineer of the concerned division.

Copy of the GST registration certificate

Valid Contractor Registration Certificate of KPWD Class-3 under KPWD Shimoga Circle, or KPWD Class-2, or KPWD Class-1

The intending bidder should have, in the last 5 years, achieved in at least two financial years a minimum financial turnover (in all classes of civil engineering construction works only) of 91.97 lakh (usually not less than the estimated annual payments under this contract). The audited balance sheet certified by the chartered accountant for two financial years in which the required turnover is achieved, along with IT returns filed for the said years, are to be uploaded. An additional weightage of 10% per year will be added to bring it to the present price level. All documents and certificates issued by a Chartered Accountant (CA) should have a UDIN (Unique Document Identification Number) generated through the ICAI portal. Any such certificate without UDIN will be treated as an invalid document.

A scanned signature of the bidder or authorized representative, in the case of a firm or company, is to be attached while uploading the bid documents. Also, in the case of an authorized representative, a scanned copy of the power of attorney should be uploaded.

The latest income tax returns filed for the assessment year 2023-24

The intending bidder should have satisfactorily completed (at least 90% of the contract value) as a prime contractor at least one similar nature of work, such as the construction of C.C. Road. Costing not less than 46.00 lakh (usually not less than 50% of the estimated value of the contract), the value of the contract implies the final cost of work executed as per the contract during the last 5 years. An additional weight of 10% each year will be added to the cost of work done to bring it to the present price level. The work done certificate should be obtained from the competent authority, not below the rank of Executive Engineer of the concerned division.

Liquid assets and/or availability of credit facilities of no less than Rs. 28.00 lakhs (usually 30% of the amount of the contract) (credit lines, letters of credit, certificates from banks for meeting the fund requirement, etc.).

Valid Employee Provident Fund Registration Certificate along with the latest 3 months paid challan copy.

The available tender capacity of the bidder should be greater than the total tender value. The available tender capacity will be calculated as follows Assessed Available Tender Capacity (A multiply N multiply 2.5 minus B) Where A is maximum value of civil engineering works executed in any one year during the last five years. (updated to 2023 24 price level) taking into account the completed as well as works in progress.where N is the number of years prescribed for the completion of the works for which tenders are invited (N is equal to tender period n divided by 12) where B is value at the 2023 24 price level of existing commitments and ongoing works to be completed during the next n divided by 12 years Note- The statements showing the value of existing commitments and ongoing works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the employer in charge not below the rank of an executive engineer or equivalent officer.
