For works amounting Rs.50 lakhs and above: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of 'total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender.

The details of the uploaded documents should be produced whenever demanded for verification on written request at any point of time of the tender and contract within 7 days.
1. Tenderer must understand the work before quoting. Submission of tender shall be deemed to have been done after careful study and examination of papers as well as work site and understanding of the implication thereof. 2. Quoted rates shall include all types of taxes (including GST), duties, carrying cost of all materials for the work including loading unloading involved in the concerned work. 3. All the supply materials to be deposited at the store of SSE/Tele/Store/ASN. 4. All material supplied by Railway as well as those supplied by the contractor have to be transported from the store of SSE/Tele/Store/ASN to the site of work by the contractor's own arrangement. 5. All released materials as well as any leftover material intact will have to be transported from the site back to the office of the SSE/Tele/Store/ASN by contractor's own arrangement. 6. Any consumables which is required for execution of the work, not mentioned in this schedule as Rly. supply, contractor has to arrange for the same as per advice of Site Engineer. 7. Items supplied by the contractor will be inspected by the authorized representative of Sr. DSTE/ASN or RDSO/RITES as mentioned in schedule of work. Cost of inspection is as applicable. 8.Contractor have to submit indemnity bond for safe custody and protection of railway materials during transportation (sample may be collected from office) 9. Work to be done as per advice of site engineer.
10.The Contractor & his supervisors, staff must take proper precaution during working in Railway area to prevent any interference with existing Rly. system, working & passengers. 11. Care should be taken to avoid damage to existing gears during the work. Any damages to the Railway property shall be made good by the contractor in his own cost. 12. Payment shall be made as per extant works contract procedure based on actual work done. 13. Latest guideline of Railway Bd.'s vide letter no. 2018/CE-I/CT/9 dated 04.06.2018 regarding "Letter of Credit" as Mode of payment in Works Tenders or Service Tenders is attached in pdf file. 14. An Eastern Railway Guidelines (ER cable cut JPO) for protection of cables while digging work in the vicinity of underground Signalling, Electrical & Telecommunication cable (ER letter No.SG.224/13/0, dt.12.08.2024) has been finalised. Accordingly, while working near underground Signalling, Electrical & Telecommunication cable, proper care should be taken to avoid the cable cut, other wise the penalty amount as per Railway Guidelines will be recovered from the erring contractors. 15) PVC clause shall be applicable only in tender having advertised value above Rs.2 Crore vide Railway Bd,s letter no. 2022/CEI/ CT/GCC-2022/Policy, dated 14.07.2022.
