The Bidder should be a manufacturer and should have a minimum of 3 years of experience in the field of Manufacturing, Testing & Supply of Fire Extinguisher of any capacity as on date of bid submission. Scanned copy of Purchase orders along with Order Completion certificate issued by Electricity Distribution companies or Government Electrical Utilities/PSUs, minimum 3 years prior to bid submission shall be uploaded.
The Bidder should be in existence as any of the following: a) Company incorporated in India under the Companies Act, 1956/2013 including any amendment thereto b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto c) Partnership Firm under Partnership Act, 1932 in India d) Sole Proprietorship Concern. Documents to be uploaded: a) i. Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company.ii. Declaration from Directors of the Company in MBP-1 Form stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender (s). b) i. Certification of Incorporation issued by Registrar of Companies as per LLP Act 2008. ii. Limited Liability Partnership Agreement of LLP. c) i. Partnership Deed, GST Registration certificate. ii. Shops & Establishment Registration certificate, as applicable. d) PAN/GST Registration certificate
The Tenderer should have manufactured, tested and supplied not less than 80% of the tendered quantity (40% of the tendered quantity in case of MSE)) of Fire Extinguisher of any capacity in any one of the last 3 preceding years (i.e., 2021-22, 2022-23 & 2023-24) (last 2 years i.e., 2022-23 & 2023-24 for MSE)) to Electricity Distribution Companies or Govt. Electrical Utilities/PSUs. Scanned copies of Order completion certificates in the name of the Bidder issued by an officer not below the rank of Executive Engineer or equivalent officer of concerned Electricity Distribution Companies or Govt. Electrical Utilities/PSUs shall be uploaded. In case of MSE, the Bidder shall upload valid MSME certificate issued by competent authority
The Bidder shall have performance certificate issued by any Electricity Distribution Companies or Govt. Electrical Utilities/PSUs for having satisfactory operation for at least one year as on the date of bid submission for minimum of 80% of the tendered quantity of of Fire Extinguisher of any capacity (However it will be 40% to MSE) in last 3 years ( i.e, 2021-22, 2022-23 & 2023-24) (last 2 years i.e., 2022-23 & 2023-24 for MSE)) to Electricity Distribution Companies or Govt. Electrical Utilities/PSUs). Scanned copies of Performance Certificate in the name of Bidder issued by an officer not below the rank of Executive Engineer or equivalent officer of the Electricity Distribution Companies or Govt. Electrical Utilities/PSUs shall be uploaded. In case of MSE, the Bidder shall upload valid MSME certificate issued by competent authority
The Bidder shall furnish Type Test Certificates not older than five years as on the date of bid opening for having conducted successful type tests in a NABL accredited labs/ National test house of GOI/ ILAC accredited labs /BSI/LPCB as per the relevant IS/EN standards on the equipment/material specified in the bid.a) The type test certificates of the material/equipment specified in the present enquiry as per the relevant IS/EN standards shall be uploaded. b) In case the type test reports for the specified equipment/material in the present enquiry are older than 5 years or if one/some of the type test reports are not available for the specified equipment/material in the present enquiry, in that case the Bidder shall give an undertaking agreeing to conduct all type tests on the 1st Unit or any other unit at the discretion of BESCOM in a NABL Accredited Laboratory labs / National test house of GOI/ILAC accredited labs/ BSI/ LPCB if order is placed on the firm without affecting the Delivery Schedule and at no extra cost to BESCOM.
The Bidder should have established full-fledged service center in Karnataka for after sales service of the Tendered material/ equipment. The after sales service of the Tendered material/ equipment shall be provided within reasonable time and the same has to be guaranteed for the entire contract period. The Bidder shall furnish the details of service center in Karnataka. In case Bidder is not established full-fledged service center in Karnataka as on the date of bid submission, then the Bidder shall upload un undertaking agreeing to establish full-fledged service center in Karnataka in the event of award.
The Bidder shall submit one sample each of the offered type 9 kgs and 6 Kgs composite ABC powder type Fire Extinguisher, before the last date of bid submission to the office of Chief General Manager (Ele) Procurement, BESCOM. the Bidder whose equipment meets the above qualifying requirements should be prepared to demonstrate/arrange for demonstration of their equipment before the technical evaluation committee on the date which will be intimated later after opening of the Techno Commercial bid. Failure to demonstrate their equipment on the notified date will lead to rejection of their bid offer. The Bidder shall arrange for demonstration of his equipment at his own cost and risk and if required may have to stay back until the demonstration gets completed in all respect to the satisfaction of BESCOM at his cost and risk. No request for alternate dates for demonstration from the Bidders will be entertained in this regard. The equipment s meeting the required specification (specified in Technical specification) during demonstration shall only be considered as technically acceptable and the price bid of only such technically responsive bids will be opened.Note: Since it is Call-2, bidders who have already demonstrated against call-1 are exempted from demonstration.
The Bidder should not be under Default/debarred/Blacklisted from participating in a Tender by any Electricity Distribution Companies or Govt. Electrical Utilities/PSUs, as on the date of submission of bids. Documents to be uploaded: Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- by the Bidder adhering to this clause shall be uploaded. Litigation History: The Bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the preceding five years, a consistent history of awards involving litigation against the Bidder or any partner may result in rejection of Bid. Documents to be uploaded: Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
Any Tenderer/ Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority. (As per Government Order No. FD 455 Exp-12/2020 dated 25.08.2020.) Registration certificate issued by the competent authority along with Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done
A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format: I have read the clause regarding restrictions on procurement from a Bidder of a country which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfils all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.) Documents to be uploaded: Scanned copy of the self-declaration in the prescribed format on notarized stamp paper of Rs.500/- shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
The Average Annual Financial Turnover of the Bidder shall not be less than the Amount Put to Tender (However it will be 50% in respect of Micro & Small Enterprises) during the last preceding 3 financial years (i.e., 2022-23, 2023-24 and 2024-25). However, it will be last 2 years (i.e., 2023-24 and 2024-25) for Micro & Small Enterprises. Certified copies of Audited Financial Statements such as P&L Statement, Balance Sheets for the required FYs shall be uploaded. P&L Statement shall have UDIN of Chartered Accountant
The Liquid Assets as on the last day of previous month or at a later date before submission of the bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facility in any Nationalized/scheduled Bank shall not be lesser than 25% of the amount put to tender. The cash at bank, term deposits and availability of fund based credit facilities shall be supported by a certificate issued by Nationalized/ scheduled Bank shall be uploaded. If the Tenderer has banking with more than one Bank, then the available liquid assets mentioned above on a particular date i.e., as on the last day of previous month or at a later date before submission of tender shall be the same date for all the banks. In case of Fund based credit facility, the certificate issued by the Nationalized/ Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on the last day of previous month or at a later date, before submission of the bid shall be uploaded. The certificate shall be submitted in the prescribed format.
